Kuala Lumpur, Malaysia – The Islamic Financial Services Board (IFSB) will hold its 2025 Annual Meetings, along with key industry side events. Hosted by Bank Al-Maghrib (Central Bank of Morocco), the 46th Council Meeting, 23rd General Assembly, and side events will take place from 1 to 3 July 2025 in Rabat, Morocco.
IFSB's side events will engage IFSB members and other key players in Islamic finance, focusing on strengthening resilience and governance, addressing structural vulnerabilities, and facilitating the sharing of experiences. The programme includes:
23rd Islamic Financial Stability Forum, themed ' Fortifying Stability: Addressing Structural Vulnerabilities and Building Resilience in Islamic Finance '
Credit Rating Agencies Forum, themed ' Strengthening Transparency and Market Confidence: The Role of Credit Rating Agencies in Advancing Islamic Finance Markets '
Experience-sharing Sessions, featuring presentations from IFSB's members
2nd IFSB Consultative Group Meeting, featuring discussion on the ongoing work of the IFSB, emerging global regulatory priorities and areas of potential future standard-setting work of the IFSB
Two (2) Industry Workshops, focusing on Liquidity Risk Management, Corporate Governance, and Shari'ah Governance Framework
The IFSB 46th Council Meeting and 23rd General Assembly will be chaired by H.E. Abdellatif Jouahri, Governor of Bank Al-Maghrib and IFSB Chairman for 2025. These high-level meetings, bring together central bank governors, regulatory and supervisory agencies heads, international organisations, and industry leaders to discuss IFSB's strategic direction and ongoing works.

Arada Developments Seeks Debt Financing Amid GCC Boom

Arada Developments has turned to the debt markets for financing, following its decision to issue a sukuk bond aimed at capitalising on the construction boom within the Gulf Cooperation Council region. With its credit ratings from Moody's and Fitch at B1 and B+, respectively, the company has mandated a consortium of major banks to facilitate the issuance of a five-year fixed-rate sukuk. The sukuk will be issued under Arada Sukuk 2 Limited's $1 billion Trust Certificate Issuance Programme, a key structure that offers Arada the flexibility to issue sukuk over a period. The bond is expected to receive a combined rating of B1 from Moody's and BB- from Fitch, which is indicative of a relatively higher risk investment but one with potential returns, especially in the current market context. Several prominent financial institutions have been enlisted to help manage the deal. Abu Dhabi Commercial Bank, Abu Dhabi Islamic Bank, Dubai Islamic Bank, Emirates NBD Capital, First Abu Dhabi Bank, Mashreq, and Standard Chartered Bank are acting as the joint global coordinators for the issuance. Alongside them, a range of other banks, including Arab Bank, Arqaam Capital, Bank ABC, RAKBANK, Sharjah Islamic Bank, and Warba Bank, are involved as joint lead managers and bookrunners. ADVERTISEMENT The move comes at a time when GCC-based developers are increasingly turning to debt markets to raise funds, particularly as demand for real estate continues to soar in the region. A series of fixed income investor calls kicked off last Thursday, giving potential investors an opportunity to engage with Arada's plans and the offering's prospects. The sukuk offering is poised to benefit from the strong growth momentum in the GCC construction and real estate sector, driven by both government-led infrastructure projects and private sector initiatives. The UAE, in particular, has seen a substantial influx of investments in the property sector, driven by both foreign capital and domestic demand. Major projects across residential, commercial, and mixed-use developments are fueling optimism about the sector's future. In the case of Arada, the company has seen rapid growth since its inception. Founded with the ambition to drive innovation in urban developments, Arada has made strides with large-scale projects in key cities like Sharjah and Dubai. The company's flagship projects, such as the Aljada development in Sharjah, showcase its position as one of the leading developers in the region. Emirates Islamic delivered a record AED 2.2 billion profit before tax for the first half of 2025, marking a 19% year-on-year increase and reinforcing its position as one of the UAE's leading Islamic financial institutions. The performance was driven by strong growth in income, customer financing, and deposit inflows. Total income rose to AED 2.9 billion, up 9% compared to the same period last year, supported by gains across both funded and non-funded income streams. Customer financing grew 13% to AED 80 billion, while customer deposits surged by 27% to AED 97.4 billion. Current and savings account balances now make up 65.5% of the deposit base, further strengthening the bank's low-cost funding profile. Net profit for the period stood at AED 1.863 billion, up 12% year-on-year, with a healthy net profit margin of 3.74%. Operating profit improved by 6%, even as expenses rose by 15% due to continued investments in growth and technology. Chairman Hesham Abdulla Al Qassim highlighted the bank's robust performance and ongoing digital transformation. We are focused on empowering customers through enhanced digital offerings and remain committed to sustainable growth. The successful issuance of a USD 750 million Senior Unsecured Sukuk and multiple global recognitions reflect growing investor and market confidence in Emirates Islamic. The bank expanded its Shariah-compliant wealth management offerings through a partnership with Leonteq Securities AG and collaborated with DURAR OCTA on financial services for a major real estate project in Ras Al Khaimah. It also introduced new banking solutions, including the ALPHA Youth Account to promote financial literacy among the younger generation, and the Business Banking Diamond Account designed for high-value SMEs. Emirates Islamic's total assets increased by 24% to AED 138 billion in the first half of the year. The bank maintained a non-performing financing ratio of 2.8% and a strong coverage ratio of 159.9%. Its capital adequacy ratio stands at 18.5%, with a Common Equity Tier 1 ratio of 17.4%. CEO Farid AlMulla emphasised the bank's dual focus on financial performance and community engagement. We are deepening customer trust through innovation and inclusivity. Initiatives like the 'Let's Create Bankers' program and the 'EI Ambassadors' platform further invest in Emirati talent and sustainability partnerships.
