Trump eyes 'world tariff' of 15-20% for most countries

TURNBERRY, Scotland (Reuters) -- President Donald Trump said on Monday most trading partners that do not negotiate separate trade deals would soon face tariffs of 15 percent to 20 percent on their exports to the United States, well above the broad 10 percent tariff he imposed in April.
Trump told reporters his administration will notify some 200 countries soon of their new "world tariff" rate.
"I would say it'll be somewhere in the 15 to 20 percent range," Trump told reporters, sitting alongside British Prime Minister Keir Starmer at his luxury golf resort in Turnberry, Scotland.
"Probably one of those two numbers." Trump, who has vowed to end decades of US trade deficits by imposing tariffs on nearly all trading partners, has already announced higher rates of up to 50 percent on some countries, including Brazil, starting on Friday.
The announcements have spurred feverish negotiations by a host of countries seeking lower tariff rates, including India, Pakistan, Canada, and Thailand, among others.
The US president on Sunday clinched a huge trade deal with the European Union that includes a 15 percent tariff on most EU goods, $600 billion of investments in the US by European firms, and $750 billion in energy purchases over the next three years.
That followed a $550-billion deal with Japan last week and smaller agreements with Britain, Indonesia, and Vietnam. Other talks are ongoing, including with India, but prospects have dimmed for many more agreements before Friday, Trump's deadline for deals before higher rates take effect.
Trump has repeatedly said he favors straightforward tariff rates over complex negotiations.
"We're going to be setting a tariff for essentially, the rest of the world," he said again on Monday. "And that's what they're going to pay if they want to do business in the United States. Because you can't sit down and make 200 deals." Canadian Prime Minister Mark Carney said on Monday trade talks with the US were at an intense phase, conceding that his country was still hoping to walk away with a tariff rate below the 35 percent announced by Trump on some Canadian imports.
Carney conceded this month that Canada -- which sends 75 percent of its exports to the United States -- would likely have to accept some tariffs.

He said the new tariff arrangement supports Hyundai Motor Group, the automaker's parent company, in its efforts to strengthen ties between Korea's technology base and the US manufacturing network. "The agreement reinforces Hyundai Motor Group's $21 billion US investment strategy and our commitment to creating more than 100,000 direct and indirect American jobs," he said. 'This framework reinforces our localization strategy while maintaining the seamless collaboration between our Korean design, engineering, and manufacturing teams and our American manufacturing operations." Although Hyundai Motor produced over 200,000 vehicles in the US during the first half of 2025, the higher tariff impacted the business significantly, as more than half of its US sales still rely on imports from Korea. According to the company, the 25 percent tariff led to an estimated 828.2 billion won ($591.7 million) in operational losses during the second quarter, contributing to a 15.8 percent on-year decline in operating profit to 3.6 trillion won. In response to the tariff reduction, Hyundai Motor Group also expressed appreciation on Thursday. 'We extend our deepest gratitude to the government departments and the National Assembly for their dedicated efforts in resolving the tariff issues with the US,' the automaker said. However, the agreement also ends the zero-percent tariff Hyundai had enjoyed under the Korea-US Free Trade Agreement prior to April. As a result, the company has lost its edge over Japanese and European automakers, which had faced a 2.5 percent tariff in the US but are now subject to the same 15 percent rate under their own trade deals. Acknowledging this shift, the group stated that its automakers -- Hyundai Motor and Kia -- plan to mitigate the impact of the new tariff regime through comprehensive innovation initiatives.

The official made the remarks in a meeting with South Korean correspondents in Washington as the Trump administration is seeking to "modernize" the South Korea-US alliance to make it "strategically sustainable" in the midst of an intensifying Sino-US rivalry. "I think there can be a change in the role and character of the USFK due to various factors," he said. The official pointed to the evolving international security environment, technological shifts and a "growing strategic role" of China, as he enumerated the factors that could drive a possible shift in the role of the 28,500-strong USFK. However, he cautioned against misconstruing his remarks, saying his talk of a possible change in the USFK role does not mean he concurs on the US view in support of the change.
