The RCB parade in celebration of the team's maiden IPL win in 18 years turned into tragedy as at least 11 fans died and several were injured in a stampede near the Chinnaswamy Stadium on Wednesday.
Over 50 people have been killed in stampedes this year at temples, railway station and at the Maha Kumbh among others.
On February 15, a stampede broke out at New Delhi Railway Station's platform number 14 and 15. Eighteen people were killed and 15 injured, mostly pilgrims visiting Maha Kumbh in Prayagraj.
During the Maha Kumbh, a stampede on January 29 at the Sangam area as millions as pilgrims were jostling for space to take a holy dip on the auspicious occasion of Mauni Amavasya resulted in the death of 30 people and injuries to 60.

The directive came during Tuesday's hearing of a petition by DNA Entertainment Private Limited, Bengaluru, which sought to quash the report prepared by the one-man Commission of Inquiry headed by Justice John Michael Cunha regarding the June 4 RCB victory celebrations when 11 lives were lost in the stampede. The division bench, led by Justice Jayant Banerji, stated: "Arguments have been advanced at length. After hearing for some time, we deem it fit to direct that the report of the commission be placed for perusal in a sealed cover. On the request of the advocate general, list this matter on Aug 7." Counsel noted that despite media coverage suggesting recommended actions against RCSPL (Royal Challengers Sports Pvt. Ltd), KSCA (the Karnataka State Cricket Association), the petitioner, and police officers, the petitioner never received a copy of the report. Additionally, counsel argued that the notification's terms did not authorise the commission to recommend actions. The petitioner's counsel also cited the LK Advani case ruling from the Supreme Court, emphasising that affected parties must receive proper hearing opportunities, which the petitioner did not receive. Advocate general Shashikiran Shetty contested the petition's validity, noting it sought to challenge the commission's report based solely on newspaper articles. The division bench expressed that it is necessary to examine the report regarding compliance with sections 8a and 8b of the Commission of Inquiry Act, particularly regarding the petitioner's claims about denial of cross-examination opportunities and access to deposition copies. The bench concluded that they would review the report concerning both procedural aspects, directing the state govt to submit it in a sealed envelope.

The High Court of Karnataka on Tuesday directed the State government to submit in sealed cover the report of the John Michael Cunha Commission of Inquiry on the incident of stampede that occurred outside M. Chinnaswamy stadium in Bengaluru on June 4. A Division Bench comprising Justice Jayant Banerji and Justice Umesh M. Adiga issued the direction on a petition filed by DNA Entertainment Networks Pvt. Ltd., which has challenged the legality of the procedure adopted by the Commission in conducting the inquiry. Request by government Meanwhile, Senior Advocate B.K. Sampath Kumar, appearing for DNA Networks, told the bench that the function to facilitate the Royal Challengers Bengaluru (RCB) team on the steps of Vidhana Soudha on June 4 was also arranged by DNA Networks on the request made by the State government. The petitioner-company has questioned the legality of the Commission's report while alleging that the Commission had violated the principles of natural justice and contrary to the provisions of the Commissions of Inquiry (COI), 1952, as no opportunity to cross-examine the witnesses was given to DNA Networks. Reputation impacted Mr. Kumar also contended that the reputation of the company has been severely affected due to the continued publication of the Commission's report in all forms of media, as it appears that the media has all the details of the Commission's report, even though the petitioner-company was not given a copy despite multiple requests. Meanwhile, the State Advocate-General Shashi Kiran Shetty argued that DNA Network will have to approach the civil court against the media publications on the commission's report, while stating that the Government has nothing to do with publications in the media citing the Commission's report. DNA Network, in its petition, has claimed that the report of the Commission was leaked to the media but not given to the company, while pointing out that even the applications filed by it under the RTI Act have also been rejected.

As many as 8.5 lakh government jobs were given to the youth of the state in the past eight years, chief minister Yogi Adityanath said on Sunday. (HT Photo) The police department saw the highest recruitment, with 2,17,500 young people joining the force since 2017, he said while addressing the appointment letter distribution ceremony for 1,494 newly selected assistant operators in UP Police telecom department. 'Before 2017, nepotism in police recruitment weakened law and order in the state and corruption dominated the recruitment process in the state. Under previous governments, recruitment was marred by bribery and bias, ruining the future of the youth,' he stressed. 'Post-2017, police recruitment reflects transparency and public trust, not just numbers,' he added. He recalled how past practices led to riots, terrorist attacks and a climate of fear, citing incidents in Ayodhya, Kashi, Lucknow and Rampur. He personally handed over letters to several recruits during the event at Indira Gandhi Pratishthan. 'After the double-engine government came to power in 2017, the first major step was to make the recruitment process transparent and fair. The Police Recruitment Board was strengthened as part of this effort. As a result, Uttar Pradesh now ranks first in the country for police recruitment and providing government jobs,' he added. The CM added that transparency in recruitment also boosted investments, creating local employment opportunities for nearly 2 crore youth in their own districts. With support from outsourcing, technology, and policy-making, Uttar Pradesh has now emerged as one of India's fastest-growing economies, he said. He also highlighted that when the first recruitment was conducted in 2017-18, the state had very limited training capacity. Earlier, only around 3,000 police personnel could be trained, but now training arrangements for 60,244 recruits are being managed within UP Police's own training institutes. In the past eight years, police lines, headquarters, and residential facilities in Uttar Pradesh expanded rapidly, he said. The long-pending police commissionerate system, pending since 1971-72, was implemented by the double-engine government and seven new commissionerates have been created so far, improving both modern policing and accountability, he asserted. The chief minister said that UP Police at present has become a model force, symbolising a riot-free, law-abiding and safe state. He highlighted the Mahakumbh as an example of the police force's dedication and sensitivity, where their commitment and conduct ensured the event's success. He reminded the police that people notice not just their work, but also their behaviour. To ensure women's participation, 20% reservation has been implemented in the police force. Out of 1,494 candidates selected for the telecom department, around 300 are women, and this number will increase further in the future. He further said, '20% reservation will be given to Agniveer recruits in the Uttar Pradesh Police. This decision will allow trained and disciplined youth to join the police force.' Praising the telecom department's excellent work during the Mahakumbh, he said communication is the backbone of any police force. The CM said that as India moves towards becoming the world's third-largest economy in the Amrit Kaal of independence, the police must be both sensitive and strict. Uttar Pradesh finance and parliamentary affairs minister Suresh Khanna, principal secretary (Home) Sanjay Prasad, DGP Rajeev Krishna, DG Telecom Ashutosh Pandey, DG Recruitment Board S.D. Shirodkar and DG PHQ Anand Swaroop were present on the occasion.
