After Rahul Gandhi's nudge, Rohith Vemula Bill likely during Karnataka legislature's Monsoon Session
The Karnataka Rohith Vemula (Prevention of Exclusion or Injustice)(Right to Education and Dignity) Bill, 2025, is expected to be tabled in the upcoming Monsoon Session of the legislature. The Bill aims to 'prevent exclusion or injustice and to safeguard the right to education and dignity for the Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC) and minorities and to provide equal access and right to education in all public or Private or Deemed Universities established in the State of Karnataka'.
Offence under the legislation, as per the draft accessed by The Indian Express, will be non-bailable and cognisable. Every person who discriminates and every person who aids or abets in the episode are liable for punishment.
The first offence under its provisions will attract a punishment of one year imprisonment and a fine of Rs 10,000, and empower the courts to grant compensation payable by the accused to the victim, which may extend to Rs 1 lakh. Repeat offence under the Act will be penalised with a three-year jail term apart from a Rs 1 lakh fine.
If an institution violates the provision of being 'open to all classes, castes, creed, gender or nation', then it will attract a similar penalty. Moreover, the state government 'shall not provide any financial aid or grant to such institution' violating the provisions of the Bill.
In April this year, Gandhi wrote to Chief Minister Siddaramaiah to bring a legislation named after Vemula to prevent caste-based prejudice in higher educational institutions. Following this, Siddaramaiah said the Karnataka Congress government was committed to ensuring that the oppressed classes did not face any discrimination in the educational system.
The proposed legislation was also part of the Congress manifesto for the Karnataka Assembly elections. Vemula ended his life at the University of Hyderabad in January 2016 in protest against caste discrimination.

Gen Z leads Kenya's ‘Saba Saba March' against tax hikes and police brutality
Written by Eshan Agarwal Thousands had gathered at Nairobi's Kamukunji Grounds on July 7, 1990 to defy the then President Daniel arap Moi's ban on public gatherings. The protest was led by Kenneth Matiba, Charles Rubia, and Jaramogi Oginga Odinga where they demanded for the one-party clause embedded in the constitution to be revoked. Despite being faced with tear gas and batons, the protests' demands were heard and the president restored the multiparty system in December of 1991. Ever since, Saba Saba – meaning 'seven seven' – in Kiswahili has been a symbol of courage and Kenya's democratic right. This year, Kenyans took to the streets to protest against its government but were unfortunately met with lethal attacks from police in unmarked vehicles. This resulted in numerous casualties as well as the largest number of injuries and arrests to come from a Saba Saba protest till date. Evolution over the years Since its origin, Saba Saba has surpassed simply fighting for democracy. In the 2000s, activists used the occasion to highlight land rights and justice for the environment, whereas the 2010s turned its attention to police accountability and corruption. Now, the protests are largely driven by Gen Z, where they advocate for digital freedom, economic equality for all, and deeper political involvement ensuring Saba Saba continues to be an evolving force. Monday's nationwide protests This year's Saba Saba aligned with a recent finance bill that proposed higher taxes on digital transactions, fuel, and more basic goods. Outraged by this, thousands of young Kenyans marched in protest of this. There were chants for President William Ruto's resignation as well as demanding lowered prices of fuel, school fees, and action on the maize flour shortage. Security crackdown and shoot-on-sight order Not giving into the demands of the protesters, Interior Minister Kipchumba Murkomen issued a 'shoot on sight' order for anyone who attempted to damage or storm police stations. Officers in covert vehicles attacked with tear gas, water cannons, and live rounds which violated court orders stating that police were supposed to have clear identification. By the end of the day, there had been at least 31 deaths, 107 injuries, and 532 arrests, reported KNCHR, recording the most lethal day in Saba Saba history. Economic and political grievances Over 25 percent of the youth in Kenya is unemployed. This, paired with inflation, led to rapid price hikes on basic commodities and deepened inequality. Protesters see the new finance bill as an attack on the already struggling families and the sign of an ignorant government. The passing of Kenyan blogger Albert Ojwang nearly a month earlier in police custody had intensified the calls for transparency and justice, further emphasising how out of touch the government was from ordinary Kenyans. Teenmar Mallanna's office vandalised for his comments on Kavitha
Taking objection to the 'insulting and outrageous' comments against Bharat Rashtra Samithi (BRS) MLC K. Kavitha, her supporters and members of the Telangana Jagruthi stormed the office of MLC and YouTuber Chintapandu Naveen, known as Teenmaar Mallanna, on Sunday morning. The protesters tried to enter the office of the YouTube channel run by Mr. Mallanna, and a scuffle broke out, leading to damage to furniture. The situation spiralled into chaos and Mr. Mallanna's gunmen tried to push the protesters out, during which several rounds were fired into the air inside the office. Rachakonda police officials clarified that no one was shot. 'The injuries seen in the videos were not caused by bullets. His gunmen opened fire in the air in self-defence. The blood visible was due to cuts from broken glass structures during the commotion,' a senior officer said. Videos from the scene show blood on the floor and shattered furniture strewn across the office, capturing the intensity of the confrontation. Police arrived soon after the firing and launched an investigation. Mr. Mallanna, who was elected to the Legislative Council from the Warangal-Nalgonda-Khammam Graduates' Constituency in June 2024 with the Congress party's support, was suspended from the party in March 2025 for anti-party activities. He burnt the caste survey reports claiming that the population of BCs was suppressed. The Telangana Jagruthi leaders claimed that Mr. Mallanna's comments were outrageous and highly insulting to women. He had used a proverb, used in a crude way in the rural areas to describe the relationship between two people and groups. They questioned how an MLC with some responsibility could use such derogatory words against a woman in public life, and continue to support his statement. Meanwhile, Ms. Kavitha met Legislative Council Chairman Gutta Sukhender Reddy seeking action against Mr. Mallanna. She later met the DGP and demanded that a case be booked for outraging the modesty of a woman using obscene and offensive language with criminal interest. She also wanted action against the gunman. Mr. Mallanna, however, charged that the attack was to silence him and asked how Ms. Kavitha was related to BC reservations when the Congress government had taken up the issue.

PM-eBus Sewa: Karnataka minister urges Centre to give subsidies to states
The central govt should provide direct subsidies to state govts to procure electric buses under the PM e-Bus Sewa scheme, instead of allocating them to private operators under the PPP model, said Karnataka transport minister Ramalinga Reddy. He was speaking after inaugurating the new automated driving test track at Kamblapadavu in Pajir village, Ullal taluk, on Sunday. The procurement and operation of electric buses was easy during the UPA regime. While the central govt was providing 50 per cent of the fund, the state and its transport corporations had to invest 25 per cent each to operate buses. Now, under the NDA regime, buses are not given directly to states but instead procured through tenders, and the subsidy goes to the participating bidders. They will own the buses, hire drivers, and also maintain the vehicles while the state corporations have to appoint conductors and pay the operators on a kilometre basis. The minister suggested that the central govt should directly pay the subsidy to the state transport corporations across the nation. He added that a discussion in this regard was held with Union minister HK Kumaraswamy too. On 100 electric buses sanctioned to Mangaluru under the PM-eBus Sewa Scheme, the minister said the depot and terminal will be developed soon after land was identified. On the new automated driving test track, Reddy said Karnataka will have the highest number of automated driving test stations in the country. "In fact, chief minister Siddaramaiah was scheduled to inaugurate the facility, which was developed at a cost of Rs 7.5 crore. However, due to technical reasons, the programme was postponed. Govt has been providing automated driving test tracks at 42 centres covering all districts in the state," he said. Karnataka assembly speaker UT Khader presided while Dakshina Kannada MP Capt Brijesh Chowta, among others, were guests. Automated test to begin in 10 days RTO Sridhar K Mallad said the new automated driving test station set up as per the guidelines of the central govt will replace the manual inspections. "Further, it will increase efficiency while preventing corruption and interference of middlemen. There are separate automated driving test tracks for two-wheelers, light motor vehicles, and heavy vehicles," he said. "The manual facility at Vamanjoor will be shifted to the new facility at Kamblapadavu within a few days. The new automated driving test track will be made operational within 10 days after the services are linked to the NIC. Once the linking process is completed, applicants can book slots for tests online," he said.
