Strong Federal-state ties key to advancing Sabah's development agenda, says Hajiji
He expressed confidence that a solid relationship between the two parties would be a catalyst for the successful implementation of the state's development policies.
'This cooperation is vital to ensure the people of Sabah benefit directly,' he said at the 2025 Kaamatan Festival celebration held at the Hongkod Koisaan Hall, Kadazandusun Cultural Association (KDCA), here today.
The event was officiated by Prime Minister Datuk Seri Anwar Ibrahim, and attended by Deputy Chief Minister II Datuk Seri Dr Joachim Gunsalam and KDCA president Tan Sri Joseph Pairin Kitingan.
Hajiji also expressed his appreciation to Anwar for officiating the event, describing his presence as a clear sign of the Federal government's commitment to Sabah.
He noted that this year's Kaamatan Festival, themed 'Kaamatan Untuk Semua, Kaamatan For All, Kaamatan Montok Toinsanan', marks the 65th official celebration since its formal introduction in 1960.
'Kaamatan is not merely a cultural celebration, but a symbol of unity and harmony among the people of Sabah, values that must be preserved. It does not belong to any one ethnic group, but to all Sabahans. It reflects the spirit of goodwill and cohesion that underpins the state's stability,' he said.
Hajiji further affirmed the state government's continued commitment to strengthening rural socio-economic development through a range of strategic approaches, such as agricultural modernisation, support for small and medium enterprises, and the promotion of community-based tourism.
'These efforts form a critical pillar of our mission to enhance the well-being of the people holistically and inclusively, in line with the Sabah Maju Jaya development plan,' he added.
He emphasised the importance of expanding economic opportunities for rural communities, through modern agriculture, community-based tourism and skills training to help increase household income and reduce the poverty rate.
He highlighted that the reactivation of the Sabah Padi and Rice Board is aimed at enhancing food security through increased local rice self-sufficiency.
'Our target is to achieve 30 percent rice self-sufficiency by next year and 60 percent by 2030. This is a vital step towards reducing import dependency and strengthening local food supply resilience,' he said.

Kota Kinabalu: Sabah is among the top five states in the country in terms of development projects and programmes completion, said Chief Minister Datuk Seri Hajiji Noor (pic). Based on the MyProjek report, he said a total of 1,271 projects, comprising 396 continuity projects and 876 new ones, are being implemented this year in Sabah. 'Of the figure, 1,171 projects or RM5.584 billion are physical projects while another 100 or RM355.24 million are non-physical projects. I urge everyone to step up to ensure Sabah achieves the best in terms of projects or programmes implementation in Malaysia,' he said when chairing the State Development Action Council (MTPNg) meeting at Menara Kinabalu here Thursday. Despite the good performance, the Chief Minister emphasised that it should not be an excuse to become complacent and slow down the momentum in monitoring government programmes or projects. 'Instead, it should serve as an indicator for us to work harder to improve and complete every programme and project more swiftly, accurately and in an orderly manner, ultimately bringing benefits to all the people,' he said. Hajiji said the implementation of programmes and projects should not solely fall on the shoulders of one agency, rather all agencies and ministries should play a significant role in ensuring their success. The Chief Minister said the State Government has also made efforts to strengthen the State's financial governance by enhancing financial management procedures and guidelines. This is carried out through the evaluation and consideration of procurement procedures as well as the appointment of concessions as a mechanism to address development issues in the State, he said. 'In addition, each agency or ministry must monitor more frequently the disbursement of allocated funds to ensure they are fully utilised and benefit the people. 'Payments to contractors and consultants must also be made promptly, accurately and in an orderly fashion to ensure that project implementation in the state is not disrupted or delayed,' he said. The Chief Minister also reminded the Council to ensure all pressing development needs are addressed swiftly. Hajiji said the State Government is also relentless in carrying out initiatives under the Hala Tuju Sabah Maju Jaya (SMJ) Development Plan to implement income enhancement and productivity improvement programmes to address the poor and hardcore poor issues, which is dynamic. 'Through these initiatives, we are not only helping to increase income but also strive to assist targeted groups to get out of poverty. 'Our concern is also evident through our relentless efforts and hard work in ensuring that every national or State agenda is adhered to, improved upon and further enhanced,' he said. Hajiji said the continuous provision of needs and facilities to the people, through the upgrading of public amenities, basic facilities, social infrastructure and social service assistance, has provided multiple benefits to the poor in Sabah. In addition, he said the Human Capital and People's Wellbeing thrust in the Hala Tuju SMJ Development Plan also focuses on developing the potential of the people through education, training and social wellbeing. Sabah leaders not amused as businesses fume

Kota Kinabalu: Businesses are not the only ones unhappy over the sudden declaration of an additional public holiday on the eve of Malaysia Day on September 16 by Prime Minister Datuk Seri Anwar Ibrahim. Even Sabah politicians who have been in the forefront of regaining Sabah's rights in the Malaysia Agreement they claim have been ignored over the decades by Federal are not amused. They said the Sept. 15 holiday is not necessary. Deputy Chief Minister I Datuk Seri Dr Jeffrey Kitingan from Star and Deputy Chief Minister II Datuk Seri Dr Joachim Gunsalam of PBS both disagreed with the move. 'Personally, I feel Malaysia, especially Sabah, has too many holidays already,' Dr Gunsalam, who is Parti Bersatu Sabah President, said. Dr Jeffrey said Malaysia Day is already a national holiday and there is no need to declare another day on Sept. 15. 'For Sabah and Sarawak at this juncture, we want the Malaysia Agreement 1963 and its rights under the Constitution to be fully implemented. 'That should be the priority,' he said. Sabah Progressive Party (SAPP) President Datuk Seri Yong Teck Lee also said the extra day is unnecessary. Cuepacs Executive Laurence Vun said any holiday would be welcomed by workers but felt a holiday on the eve of Malaysia Day might not help the spirit of Malaysia. 'I don't think an additional holiday would bring any significance to the meaning of Malaysia Day. 'For Sabahans and Sarawakians, we feel Malaysia Day should be marked to make all Malaysians equal in every sense of the word – in our civil service as well as all sectors of government and private enterprise,' said Vun. Employers must comply with the declaration of additional public holiday in conjunction with this year's Malaysia Day celebration, Human Resources Minister Steven Sim Chee Keong had said. He said employers could observe the additional public holiday and pay the regular salary, or instruct their employees to work and pay according to the public holiday rates. 'Employers can also opt to give a replacement holiday on another day if their employees are required to work on that public holiday. 'To ensure the implementation of the additional public holiday is fair and organised, the Department of Labour (JTK) is prepared to provide advisory services as well as answer any queries from employers and employees regarding the implementation of this additional public holiday,' he said. The implementation of the additional holiday is subject to provisions under Section 60D(1) of the Employment Act 1955 (Act 265) for Peninsular Malaysia and the Federal Territory of Labuan; the Sabah Labour Ordinance (Chapter 67), the Sarawak Labour Ordinance (Chapter 76) and the Holidays Act 1951 (Act 369) as the basis for the announcement of the official additional holiday by the government. An employers' group and a business association expressed concern over the impact the additional public holiday may have on business operations. The Malaysian Employers Federation said the extra public holiday warrants careful reconsideration because of its financial and operational impact as such holidays disrupt production schedules, logistics chains, and service continuity. 'This disruption results in lower output, delays in fulfilling delivery commitments, increased costs from rescheduling or deferring operations, and reduced overall productivity, especially for SMEs already operating on tight margins,' MEF said. It also said additional public holidays translate to increased wage bills, with preliminary estimates suggesting that each extra holiday could cost Malaysian employers over RM1 billion collectively. MEF said the practice of declaring ad hoc public holidays, often without broad stakeholder consultation, may affect Malaysia's image as a predictable and business-friendly destination. Noting that investors seek clarity and certainty in policymaking, it warned that repeated instances of surprise public holidays risk undermining investor confidence, particularly among foreign investors. 'While MEF appreciates national celebrations and commemorations, such observances must be balanced with economic realities and the long-term competitiveness of Malaysian businesses,' it said. Small and Medium Enterprises Association (Samenta) president William Ng said that while he appreciates the symbolic importance of celebrating Malaysia Day, additional public holidays, especially those announced on short notice, can be disruptive for SMEs. He said the added holiday would increase costs for SMEs in terms of lost productivity, overtime pay, and delivery delays. 'We urge the government to conduct impact assessments before declaring unscheduled holidays,' he said. Ng also welcomed the encouraging economic indicators shared by Anwar in his address, particularly stronger GDP growth, improved global competitiveness rankings, and a more stable ringgit. 'However, we urge the government to ensure that the benefits of this growth are meaningfully felt by the SME sector, which continues to face persistent challenges in accessing financing, addressing labour shortages, and adapting to rising operational costs,' he said. The Federation of Malaysian Manufacturers (FMM) has called on the government to urgently gazette the September 15 public holiday to provide legal clarity to employers. The additional holiday has triggered concerns within the manufacturing sector over compliance and planning, the group said. FMM said many businesses remain unclear whether the holiday falls under Section 8 or Section 9 of the Holidays Act 1951, which would affect their obligations under the Employment Act 1955. 'This is critical to provide legal clarity and enable businesses to plan operations, workforce scheduling, and ensure compliance with the Employment Act 1955,' said FMM president Tan Sri Soh Thian Lai. The group warned that manufacturers operating on shift-based or continuous cycles face higher risks from such unplanned disruptions. The four-day stretch from Saturday to Tuesday may force production lines to halt and restart, which FMM said would be inefficient and costly. It added that the cascading effects on supply chains, logistics and delivery timelines would be especially difficult for small and medium-sized enterprises (SMEs) to manage. FMM advised employers to prepare buffer stock, adjust schedules, and communicate with workers, customers and suppliers to minimise operational risks. The group also reminded businesses to monitor the gazette and consider using the substitution option under Section 8, if applicable. Exploring Ocean Thermal Energy Conversion potential in Tawau

SEMPORNA: Chief Minister Datuk Seri Hajiji Noor said the passing of the Climate Change and Carbon Governance Enactment 2025 during the recent State Assembly sitting has placed Sabah at the forefront of environmental conservation and resilience against climate change. He said the implementation of the Enactment will ensure the involvement of Sabah's native communities and protect their rights through the Prior Informed Consent (PIC) process. 'I wish to emphasise that the State Government is committed to protecting and preserving the State's natural resources, biodiversity and ecosystems,' he said during the State-level World Biodiversity Day celebration at Dewan Arena Belia, here, Thursday. His speech was delivered by Assistant Minister to the Chief Minister, Datuk Nizam Abu Bakar Titingan. Hajiji said this year's theme, 'Harmony with Nature and Sustainable Development', is meaningful as it highlights the importance of maintaining a healthy planet, enhancing human wellbeing and securing a sustainable future. He reminded the public, especially Sabahans, not to be complacent when carrying out development activities and to always consider the impact on biodiversity, wildlife and ecosystems. 'By protecting and valuing nature, we safeguard not only biodiversity but also our economic and social wellbeing for current and future generations,' he said. He emphasised that the theme aligns with the global Sustainable Development Goals (SDGs), the Sabah Biodiversity Strategy 2024-2034 and the Sabah Maju Jaya (SMJ) development agenda, which promotes green practices and sustainable development. Hajiji also said Sabah is the first state in Malaysia to implement the Blue Economy concept under the SMJ development agenda. Through this initiative, the State Government is exploring the potential of Ocean Thermal Energy Conversion (OTEC) in Tawau waters as a renewable energy source. He also acknowledged the efforts of the Sabah Biodiversity Centre and Yayasan Petronas, together with Universiti Malaysia Sabah (UMS), in carrying out the Seaweed Mapping Project across Sabah. He commended their commitment and contributions to marine conservation. He assured that tourism activities in Semporna will be well regulated to ensure they do not harm marine biodiversity, while still providing benefits to the local community. He said conservation efforts require strong support from all parties, including government agencies, the private sector, NGOs, local communities and the people of Sabah. 'I urge everyone to continue protecting Sabah's natural wealth so that future generations can continue to benefit from these resources,' he said. He said the State Government will continue to prioritise green sustainability in its development programmes, by ensuring responsible management of natural resources and a balance between environmental protection, social well-being and economic growth.
