Shortage of funds leaves Vij's 460 cr SWD project in limbo

Vijayawada: One year after the storm water drainage (SWD) project works resumed in Vijayawada, the civic body has so far completed the construction of storm water drain canals along a mere 3.42-kilometre stretch at a cost of 4.35 crore, out of the total 48.47 kilometres planned in the city.
After the change of guard in the state, the Vijayawada Municipal Corporation (VMC) took up the construction of the storm water drain canals (minor canals) under the SWD project in June 2024.
The SWD project, worth nearly 460 crore in central funds, was launched in Vijayawada in 2016 to create robust storm water drain canals during the previous govt. However, due to lack of payment to the contracting agency, the project has almost been stalled.
The civic body has now readied proposals to construct minor drain canals spanning around 48.47 kilometres.
In 2016, the SWD project works were awarded to L&T firm during the previous TDP-led NDA govt; however, L&T abandoned the project reportedly due to delays in the release of bills during the previous govt.
However, the municipal administration and urban development (MAUD) department, under minister P Narayana, laid special emphasis on completing the stalled storm water drain works.
Against this backdrop, the civic body readied plans to take up the construction works on a total stretch of 47.27 kilometres, filling leftover gaps primarily focusing on major junctions besides constructing minor drains across 64 wards in three circles in the city.
It is learnt that the dearth of funds is the main reason behind the slow execution of works. According to the civic body authorities, the municipal corporation requires about 173.05 crore to complete the storm water drain canals remaining on the 47.27-kilometre stretch, which were grounded last year.
CPM state secretariat member Ch Babu Rao squarely blamed the state govt and municipal corporation for failing to effectively utilise the central funds sanctioned for the SWD project in 2016 for the city.
"While the SWD works were executed in an unplanned manner, leaving gaps along the constructed stretches without proper outlets for the outfall drains, even at places where storm water drain canal construction was completed, it has been creating a chaotic situation during rains in the city," he observed.
A senior VMC official told TOI that the civic body would hire a private contracting agency to identify and assess the total pending works pertaining to the SWD project 2016 and funds required to complete those works. "After the agency subimits a report to the civic body regarding the total extent of storm water drain canals remaining under the SWD project and the total outlay required to complete; the civic body would submit a report to the state government to seek the requisite funds," the VMC added.
As per the preliminary estimiates of the civic body, a whopping 500 crore would be required to complete the remaining construction of the storm water drain canals in the city.

Akhilesh added, "Water tanks built in villages under Jal Jeevan Mission are unable to bear burden of corruption, leading to incidents of tank bursts in various districts every month." He compared the Purvanchal Expressway with the Gorakhpur Link Expressway and termed the six-lane roads built during his regime as superior. He also accused BJP of double standards in reservation and secularism. To ensure his party got voted to power in 2027, Akhilesh set goal for party leaders and cadres to secure all seats from Ghaziabad to Sonbhadra for PDA. Akhilesh said if voted to power in UP in 2027, he would ensure every family received 300 units free electricity, iPads and Samajwadi pension of Rs 3,000 for women. He also assured termination of Central govt's Agniveer scheme and strengthening of border security. The meeting was not free of drama by over-enthused SP supporters. One worker jumped into the 'D' security circle in front of the main dais and when he did not leave despite repeated requests from senior leaders, party volunteers and police ousted him. Responding to call of a Brahmin organisation and Vishwa Hindu Mahasabha, many Brahmin families installed black flags at their homes to express their anger against the alleged anti-Brahmin statement of Akhilesh following the Etawah incident.

Bengaluru (Karnataka) [India], July 2 (ANI): Congress MP Rajashekar Basavaraj Hitnal on Wednesday said that a notice had been issued to Congress MLA Iqbal Hussain and confirmed that further action would be taken against him. He dismissed reports of internal dissent within the Congress and affirmed that Karnataka Chief Minister Siddaramaiah would remain in office for the full five-year term. 'A notice has already been given to Iqbal Hussain, it is not just a notice, action will be taken against him... There is no dissatisfaction in our party... Siddaramaiah will be the CM for five years,' Hitnal said. The remarks come after Congress MLA Iqbal Hussain publicly backed Deputy Chief Minister DK Shivakumar as the next Chief Minister of Karnataka. On July 1, Hussain had said, 'Undoubtedly, 200 per cent, he (DK Shivakumar) will be the CM (of Karnataka) within two months... If the party wants to survive, if we want to see Congress in power in 2028, we need a change. We need a good administration. This is the right time... Shivakumar has given a wonderful contribution to the party... He should be made the CM for Congress to come to power in 2028. This is the opinion of most MLAs. We have to think about our future and our party also... This is the right time to bring DK Shivakumar as the CM...' The BJP has claimed that these remarks point to a rift within the Congress-led state government. However, Karnataka Chief Minister Siddaramaiah rejected these allegations, calling them baseless. The Afghan Ministry of Foreign Affairs shared the announcement on X, along with a photo from the meeting between Russian Ambassador Dmitry Zhirnov and Afghanistan's Acting Foreign Minister, Mawlawi Amir Khan Muttaqi. During the meeting, Zhirnov conveyed Russia's formal decision to recognise the Islamic Emirate of Afghanistan (IEA). He called the move as an important moment that would strengthen diplomatic ties between Moscow and Kabul. On Tuesday, Gul Hassan, a former Taliban consul in Pakistan, arrived in the Russian capital and said he would soon take up his duties. Russia has gradually expanded both diplomatic and economic ties with the Taliban since the group took control of Afghanistan following the withdrawal of US forces and the fall of the previous government in 2021. While several countries, including China and the United Arab Emirates (UAE), have accepted Taliban-appointed diplomats, none had previously recognised the Taliban as the official government of Afghanistan. In April, Russia removed the Taliban from its list of banned terrorist organisations and has since invited them to official events. In 2022, Moscow had already accepted a Taliban-appointed chargé d'affaires. Russia was also the first country to open a business representative office in Kabul after the Taliban's takeover. Moscow has announced plans to use Afghanistan as a transit route for gas supplies heading to Southeast Asia.
