
MoF Organises Workshop on Cabinet Resolutions Related to Outsourcing and Instalment of Debt Collection from Federal Entities
In a step aimed at enhancing the efficiency of debt collection and supporting financial sustainability across federal entities, the Ministry of Finance (MoF) organised a specialised workshop in Dubai to discuss the provisions of Cabinet Resolution No. (14) and Cabinet Resolution No. (15) of 2025, concerning the outsourcing and instalment of the collection of debts owed to federal entities.
The workshop was attended by directors of financial and legal affairs from various federal entities, as well as representatives from the Ministry's Government Revenue and Legal Affairs departments.
The session comes as part of the Ministry's ongoing commitment to supporting federal entities in their capacity as creditors and parties responsible for the collection of dues, and to familiarise them with the mechanisms and procedures that allow for greater flexibility in implementing these resolutions.
This, in turn, contributes to improving the efficiency of financial collections and raising levels of compliance, in line with Federal Decree-Law No. (15) of 2024.
H.E. Saeed Rashid Al Yateem, Assistant Undersecretary for the Government Budget and Revenue Sector at the Ministry of Finance said: 'This workshop reflects the Ministry of Finance's commitment to enhancing transparency and efficiency in managing federal financial resources by empowering entities to implement the Cabinet resolutions on debt collection in a flexible and financially governed manner. Implementing outsourcing and instalment mechanisms is an important step toward advancing the federal financial system and ensuring financial sustainability. At the Ministry, we are keen to provide full support to federal entities and equip them with the tools and mechanisms needed to ensure the swift and effective implementation of these resolutions, thereby strengthening confidence in the federal financial system.'
The workshop featured a detailed explanation of the legal and regulatory frameworks related to the Cabinet Resolutions, in addition to discussions around proposed execution models for outsourcing and instalment. The session also addressed how to integrate these mechanisms into the financial systems and procedures of federal entities. Furthermore, it provided a platform to respond to participants' queries and facilitated knowledge exchange among the various concerned parties.

According to the Ministry, the next phase will involve the signing of bilateral agreements with individual OCC member states, which will initiate the implementation of the agreed debt relief terms. Aiming to build an integrated circular economy project in the food and textile sectors in the country. Bin Touq: The Ministry remains committed to advancing circular economy practices across the country. The new partnership is a strategic step towards consolidating the UAE's position as a leading hub for sustainable development. The Ministry of Economy and Tourism signed a Memorandum of Understanding (MoU) with WORKSTUDIO CORPORATION, a Japanese company, to develop an integrated circular economy framework aligned with the UAE Circular Economy Agenda 2031. This strategic collaboration aims to enhance the sustainable management of natural resources, reduce carbon emissions, and strengthen the UAE's transition to a sustainable national economy. The MoU signing was held in Dubai in the presence of His Excellency Abdulla bin Touq Al Marri, Minister of Economy and Tourism and Chairman of the UAE Circular Economy Council, and was signed by H.E. Abdullah Ahmed Al Saleh, Undersecretary of the Ministry, and Kazuhiro Hara, CEO of WORKSTUDIO Corporation. H.E. bin Touq said: 'The Ministry remains committed to advancing circular economy methodologies and principles across critical sectors such as food, manufacturing, sustainable transportation and green infrastructure. The MoU aims to launch a project that includes developing an integrated model for the circular economy in the country, based on WORKSTUDIO's innovative system, PANECO®︎, which was developed in Japan and specializes in recycling textile and food waste in accordance with international best practices. This project supports the efficient use of resources and cost reduction by transforming textile waste into valuable materials and converting food waste into organic fertilizers. In doing so, it helps protect the environment and advance sustainable development. By adopting these innovative waste recycling solutions, the project also reduces greenhouse gas emissions associated with burning waste – an improvement over traditional methods of disposing of unused clothing and food and aligns with the national policies that encourage the recycling of organic waste. The project will focus on developing recycling facilities in the country, training national cadres, and establishing a joint coordination committee to follow up on implementation and ensure the participation of both the government and private sectors. The new project seeks to build a collaborative system that brings together production companies, consumers, and manufacturers. It encourages eco-friendly manufacturing in the country, starting from waste collection and recycling all the way to treating it in innovative ways and transforming it into new usable products. The initiative aims to facilitate the participation of investors and stakeholders from the government and private sectors to support the stages of development and expansion across all seven emirates of the country, advancing circular economic solutions throughout the UAE.

The new partnership marks a significant step in strengthening the efficiency of trademark registration agents in the country.' Abu Dhabi, June 2025: The Ministry of Economy has signed a Memorandum of Understanding (MoU) with the Emirates Intellectual Property Association to strengthen collaboration in delivering a specialized training programme for UAE trademark agents. The initiative aims to equip participants with the technical and legal expertise required to earn certification, in line with Ministerial Decision No. 90 of 2024, which regulates trademark agent accreditation in the UAE. The memorandum was signed by H.E. Abdullah Ahmed Al Saleh, Undersecretary of the Ministry of Economy; and H.E. Major General Dr Abdulqadoos Abdulrazak Al Obaidli, Assistant Commander-in-Chief for Excellence and Leadership at Dubai Police and Chairman of the Emirates Intellectual Property Association, in the presence of H.E. Dr Abdulrahman Hassan Al Muaini, Assistant Undersecretary for the Intellectual Property Sector at the Ministry of Economy. H.E. Abdullah Al Saleh, said: 'The Ministry of Economy remains committed to advancing the regulatory and legislative frameworks that govern intellectual property, a key sector driving the UAE's economic growth and competitiveness. Under the MoU, the Ministry of Economy will provide technical support and oversee trademark agent accreditation exams, while the Emirates Intellectual Property Association will deliver specialized training aligned with ministerial regulations. Together, they will equip participants with comprehensive knowledge of commercial registration procedures, ensuring adherence to the highest professional and ethical standards. The Ministry of Economy offers a dedicated 'Trademark Registration Agent' service through its website, enabling clients to apply for inclusion in the register of agents authorized to carry out trademark registration activities. This service is provided alongside the standard trademark registration offering.
