Nasdaq Dubai welcomes $1 billion Sukuk listing by RAK government

Nasdaq Dubai today welcomed the listing of the Government of Ras Al Khaimah's, acting through the Investment and Development Office of Ras Al Khaimah (IDO), 10-year US$1 billion senior unsecured Sukuk at a profit rate of 5.038 percent issued on 5th March 2025.
The Sukuk, due in 2035, has been issued under the $2 billion Trust Certificate Issuance Programme of RAK Capital, a special-purpose vehicle affiliated with the Government of Ras Al Khaimah, and will support Ras Al Khaimah's economic growth and infrastructure development plans.
The issuance attracted strong investor demand, with an orderbook exceeding $4.4 billion, indicating market confidence in Ras Al Khaimah's economic stability and growth prospects.
Mohammed Sultan Al Qadi, Managing Director at the IDO, rang the market-opening bell at Nasdaq Dubai on behalf of the Government of Ras Al Khaimah to celebrate the listing in the presence Hamed Ali, CEO of Nasdaq Dubai and Dubai Financial Market (DFM).
Al Qadi said, 'This Sukuk issuance is a reflection of Ras Al Khaimah's prudent financial management and our commitment to long-term economic growth. The overwhelming investor response highlights the strength of our economic fundamentals, and listing on Nasdaq Dubai provides us with a transparent and well-regulated platform to engage with global investors.'
Ali, in turn, stated, 'We are pleased to welcome Ras Al Khaimah's recent $1 billion Sukuk listing on Nasdaq Dubai. The strong investor demand reflects the deep and sustained appetite for high-quality sovereign debt. With government issuances making up 62 percent of Nasdaq Dubai's listings, this reinforces our position as the leading exchange for public fundraising, providing issuers with a trusted and well-regulated platform to access global capital markets.'
This listing follows RAK Capital's previous Sukuk issuances on the exchange, including the $500 million Sukuk that matured in October 2018 and the currently listed $1 billion Sukuk issued in 2015, which will mature by the end of March 2025.
With this listing, the total value of Sukuk listed on Nasdaq Dubai now exceeds $92.7 billion, further solidifying its position as a global hub for Islamic finance. Overall, the value of debt securities currently listed on Nasdaq Dubai has reached $136.2 billion across 157 issuances.

The Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC) ( a Shariah-based multilateral insurer and member of the Islamic Development Bank Group, and Al Baraka Islamic Bank BSC Bahrain signed a Documentary Credit Insurance Policy (DCIP). The policy aims to strengthen support for Shariah-compliant trade finance, enabling greater security and confidence in the international trade ecosystem. The agreement was signed by Dr. Khalid Khalafalla, Chief Executive Officer of ICIEC, and Dr. Adel Salem, Chief Executive Officer of Al Baraka Islamic Bank BSC Bahrain, in a joint effort to enhance the capacity of Islamic financial institutions to manage trade-related risks more effectively. Under this partnership, ICIEC will provide insurance coverage for the confirmation of Letters of Credit (LCs) issued by Al Baraka Islamic Bank in connection with the import and export of eligible Shariah-compliant goods and services. This solution will help mitigate payment risks associated with cross-border trade while promoting sustainable growth in ICIEC's member states. New drone attacks hit three oil fields in northern Iraq

Explosive-laden drones hit three oil fields in Iraq's northern autonomous Kurdistan region early on Wednesday, Kurdish forces said, a day after a similar attack shut operations at a US-run field. In the past few weeks, Iraq and particularly the Kurdistan region have seen a spate of unclaimed drone and rocket attacks. Wednesday's attacks have raised the number of oil field hit in Kurdistan to five within a week. "At 06:00 and 06:15 (0300 and 0315 GMT) two explosive-laden drones attacked" the Peshkabir oil field operated by the Norwegian oil group DNO in Zakho district, Kurdistan's counterterrorism services said. At 7:00 am (0400 GMT) a similar drone struck the DNO-operated Tawke field in the same area, Kurdistan's counterterrorism services said. The attacks caused only material damage. Another attack at 7:14 am (0414 GMT) targeted an oil field operated by the US firm Hunt Oil in Dohuk province, without causing casualties or material damage. Long plagued by conflict, Iraq frequently experiences such attacks, often linked to regional proxy struggles between Iran and the United States and its ally Israel. The attacks also come at a time of heightened tension between Baghdad and Arbil over oil exports, with a major pipeline through Turkey shut since 2023 over legal disputes and technical issues. Wednesday's attacks came a day after an explosive-laden drone strike forced the US firm HKN Energy to suspend operations in the Sarsang oil field in Duhok. On Monday, one drone was shot down near Arbil airport, while two others hit the Khurmala oil field in the same province, causing material damage. New US legislation could legitimize stablecoins for both governments and corporations, accelerating the rate of adoption The US Senate's approval of the GENIUS Act could mark a turning point for the global digital payments landscape. The legislation establishes the first clear regulatory framework for stablecoins, potentially catalyzing their adoption across the banking, retail, and fintech sectors worldwide. Under the proposed rules, stablecoins must be fully backed by liquid assets, such as US dollars and short-term Treasury bills, with monthly disclosures of reserves – a move that could increase trust and drive institutional participation. According to Osama Bari, CTO of D24 Fintech Group, 'The GENIUS Act could become a defining moment for stablecoins. By delivering the clarity institutions need, it paves the way for major players, like banks and retailers, to enter the space with confidence. 'This isn't just about crypto anymore. We're witnessing the beginning of a broader trend where stablecoins are becoming the preferred rails for cross-border payments, global payroll, and even consumer retail,' Bari added. 'From Stripe and PayPal to Walmart and Societe Generale, companies across sectors are already laying the groundwork. The GENIUS Act legitimizes this momentum.' With global stablecoin market capitalization still under $260 billion, just a fraction of the $40 trillion cross-border payments market, analysts see significant room for growth. Companies including Bank of America, Amazon, and US Bank have all been reported to be exploring stablecoin issuance, pending regulatory clarity. 'Stablecoins offer tangible benefits in areas where traditional finance lags: 24/7 settlement, low-cost cross-border payments, and value stability in volatile regions,' said Bari. 'In particular, emerging markets and fintechs serving international users stand to benefit from always-on liquidity and lower infrastructure costs.' Governments are also taking note. France's Societe Generale is launching its own publicly tradable stablecoin, and countries from China to the UK are advancing their own central bank digital currencies (CBDCs), the latter taking a more cautious approach, which are state-backed alternatives that mirror several stablecoin features. Bari continued: 'Whether it's the private or public sector, the signal is clear: digital money is entering a regulated era. The GENIUS Act could do for stablecoins what the early internet regulations did for e-commerce, unlocking institutional confidence and driving mainstream adoption. 'As we enter this next phase, the distinction between crypto-native users and traditional finance customers will blur. Stablecoins may soon be less about speculation and more about infrastructure. And with regulation in place, the building can truly begin,' concluded Bari.
