Budapest's young people are joining the ranks of generation rent

When I left my family home to study at university in 2007 and moved to downtown Budapest, housing costs were hardly a topic of conversation among my friends. I rented rooms in centrally located flats for £80-£100 per month. Fast forward to 2025 and a similar room in a shared flat would set you back at least £200 – double the price of 15 years ago. Talk to anyone in their 20s in Budapest today, and the deepening housing crisis will inevitably come up as one of the defining struggles of their lives.
The statistics paint an equally grim picture. Between 2010 and 2024, Hungary saw the largest increase of the housing price index among EU member states. While the EU average rose by 55.4%, Hungary's housing price index rocketed by 234%. Meanwhile, per capita net income only grew by 86% in the 2010s. Budapest, the capital, is the centre of this crisis. According to the Hungarian National Bank, residential property prices are overvalued by 5-19%. This is partly explained with the high proportion of investment-driven purchases: these accounted for 30-50% of all transactions in the last five years in Hungary. Unlike in many other EU capitals, property investors in Budapest are not primarily foreign nationals – who accounted for just 7.3% of transactions between 2016 and 2022 – nor are they institutional players. Instead, they are typically individual Hungarian citizens. As real estate has become an increasingly appealing investment for upper- and middle-class households amid growing economic uncertainty, the result has been a deepening polarisation within Hungarian society.
The problem has become so glaring that, after a decade of silence, even the ruling rightwing Fidesz government has begun to acknowledge it in recent months. Since coming to power in 2010 with a constitutional majority, Fidesz's housing policies have focused mainly on subsidising home purchases for middle-class families. Only about 10% of all housing-related government spending has targeted lower-income groups. Meanwhile, Hungary's public housing sector has shrunk dramatically, from covering 20% of the housing stock in 1990 to a mere 2% today.
The government's longstanding neglect of the housing issue is no accident. It stems from a deeply rooted ideological narrative. In 2014, the prime minister, Viktor Orbán, declared in an interview: 'My basic principle is that my house is my castle – I am a believer in owner-occupancy and family homes.' This narrative – common across former eastern bloc countries – paints home ownership as a kind of cultural destiny, portraying the state socialist era's large-scale public housing programmes as historical aberrations.
But this view is neither historically accurate nor economically realistic. In fact, socialist-era housing policies bore strong similarities to public housing systems in western Europe. Affordable housing developments helped the upward social mobility of millions, creating opportunities that had previously been unimaginable. Yet after 1990, anti-communist sentiment combined with 'shock therapy' reforms – including the rapid privatisation of half a million dwellings – forged a political imagination that has sidelined rental and public housing, replacing it with the dream of universal home ownership.
Today, however, that dream is slipping further out of reach. Over the past decade, the proportion of households living in rented housing in Budapest has grown from 12.7% to 17.5%, with young people overrepresented: 35% of this group lived in rented accommodation in 2022. In the past year alone, rents climbed by roughly 10%. Although Hungary's national home ownership rate remains around 90%, a 'generation rent' is clearly emerging in the capital. Young people without family financial support increasingly see home ownership as an unattainable goal. A recent survey found that 38% of the adult population of Budapest would consider renting – if affordable and secure options were available. As the myth of full-home ownership becomes more visibly unworkable, demand for affordable rental housing is growing.
Despite the lack of systematic government support for affordable housing in Budapest, a few hopeful initiatives are beginning to take shape. The municipality of Budapest recently launched a social housing agency, inspired by successful models from the civil sector. With 16.7% of the city's dwellings being unoccupied in 2022, the agency works to connect vacant properties with households in need, offering secure management services to owners and affordable rents to tenants.
Another promising move is that the municipality was recently able to use a legal loophole to buy an 85-hectare (210-acre) brownfield site from the government. Initial plans for the site envision a large-scale sustainable development that could include thousands of affordable housing units. These local government-led interventions, while promising, face constant obstruction from the Fidesz national government, which opposes initiatives led by the green opposition mayor of Budapest.
In the meantime, residents and civil society groups are trying to create bottom-up solutions. The Alliance for Collaborative Real Estate Development, for example, is experimenting with community-led housing models. Inspired by Germany's Mietshäuser Syndikat, the Zugló Collective House Association bought a residential unit in 2018 and has managed it according to cooperative principles, ensuring affordable rents for seven tenants. Without access to public support or ethical financing, the project was funded by direct loans from friends and activists. Similar efforts are being taken on in other capital cities of the region, and the network of these pioneering housing cooperatives – Moba, meaning 'self-build through mutual help' in Serbo-Croatian – is already set up.
These grassroots initiatives could offer some hope for a generation otherwise facing increasing hardships. However, the systematic transformation of these housing regimes can only be imagined if these governments change course – and if the EU starts to channel more direct funding towards affordable housing in Hungarian and other eastern European cities.

During the meeting, they're expected to discuss the fine points of the trade deal Mr Starmer agreed with President Trump in May. But while it's expected to be an informal session, they'll also discuss heavier topics - including work to bring about a ceasefire in Gaza and an end to the war in Ukraine. ‌ Trump was seen playing golf on Saturday morning, and was shuttled around the course in a 15-strong motorcade of golf buggies. He wore a white USA baseball cap, and waved at photographers gathered outside the course's fence. The sole protester at Turnberry - Matt Halliday, 55, from Stranraer - came to Turnberry today bearing two placards. ‌ One featured a picture of Donald Trump and Jeffrey Epstein, and another of a set of bagpipes. The message read: "TRUMP GO HOME: The only "blowhard" pumped up windbags that we want to listen to are these bad boys". The second placard was much less family friendly. ‌ "I'm here to show my displeasure at Trump being here," he told the Mirror. "I just find him morally repugnant. I see what he's doing in the states, rolling back civil rights for women and minorities, folk getting lifted from their houses, medicaid getting taken away - and he comes here and thinks he's got the authority to pontificate to us. "Because he wants us to do the same, and he'll try and bully us through tariffs and trade - similar to Canada which he wants to make the 51st state. ‌ "That's what's coming for us if we don't stand up to him." Protests raged in Edinburgh and Aberdeen today, with thousands expressing their displeasure at Trump's arrival. ‌ In Aberdeen, the group that gathered in the city centre were seen waving banners with anti-Trump slogans - with one demonstrator even dressed as the president with a large papier mache head. As speeches ended at the rally, chants of "Trump Trump Trump, out out out" could be heard, along with "Donald, Donald, hear us shout, all of Scotland wants you out". But the winding roads and windswept beaches of South Ayrshire, where Turnberry sits, remained calm and quiet. ‌ Mr Halliday suggested people had been put off by the enormous operation Police Scotland have put in place to protect President Trump - complete with a no-fly zone, a ground exclusion zone stretching for miles around the resort, snipers and as many as 5,000 officers reported to be policing the area. And the operation is much bigger than locals have seen during previous visits. ‌ "It's supposedly a private visit, and I've seen figures from £5 million to £14 million for Police Scotland, Mr Halliday said. "That's coming out of their budget. If you saw the convoy of 27 cars last night, there were even Scottish Ambulances at the back. And folk can't get them. It's madness." TOKYO, July 26 (Reuters) - Japan's $550 billion investment package agreed in this week's U.S. tariff deal could help finance a Taiwanese firm building semiconductor plants in the U.S., Japan's top trade negotiator Ryosei Akazawa said on Saturday. Japan agreed to the sweeping U.S.-bound investment initiative, which includes equity, loans and guarantees, in exchange for lower tariffs on its exports to the U.S. However, the structure of the scheme remains unclear. "Japan, the United States, and like-minded countries are working together to build supply chains in sectors critical to economic security," Akazawa told public broadcaster NHK. To that end, he said projects eligible for financing under the package are not limited to U.S. or Japanese firms. "For example, if a Taiwanese chipmaker builds a plant in the U.S. and uses Japanese components or tailors its products to meet Japanese needs, that's fine too," he said, without specifying companies. The U.S. is significantly reliant on Taiwan's TSMC ( opens new tab for advanced chip manufacturing, raising economic security concerns due to geographic proximity to China. TSMC announced plans for a $100 billion U.S. investment with U.S. President Donald Trump at the White House in March, on top of $65 billion pledged for three plants in the state of Arizona, one of which is up and running. Japan will use state-owned Japan Bank for International Cooperation (JBIC) and Nippon Export and Investment Insurance (NEXI) for the investments. A recent law revision has enabled JBIC to finance foreign companies deemed critical to Japan's supply chains. Akazawa told NHK that equity investment would account for just about 1-2% of the $550 billion, suggesting that the bulk will come in the form of loans and guarantees. When asked about the White House statement that the U.S. would retain 90% of the profits from the package, he clarified that the figure refers only to returns on equity investment, which would represent a small fraction of the total. While Japan initially hoped to secure half of the returns, a loss from the concession on the profit-sharing would be marginal compared to the roughly 10 trillion yen ($67.72 billion) in tariff costs that could be avoided under the deal, he said. Report: Home values drop by millions in Greater Toronto Area

Home values have dropped by millions of dollars over the last three years in the Greater Toronto Area, a new analysis found. Ten neighborhoods saw the median sale price of a single-family home fall by 40 percent or more since 2022, according to new research by Wahi, a Canadian real estate listing website and app. Houses in Canada reached their peak values in April 2022, after two years of historically low supply and rock-bottom interest rates spurred by the COVID-19 pandemic. 'Prices for single-family homes have held up better than condos, but Wahi's latest analysis shows how much market trends can vary from neighborhood to neighborhood,' Wahi CEO Benjy Katchen said in a statement. Four neighborhoods in Brampton, the third largest Toronto suburb, were in the top ten in terms of largest percentage drops in value. They included Huttonville (-53 percent), Vales of Humber (-50 percent), Northwood (-44 percent), and Westgate (-40 percent). These areas are among the hardest hit, but the downward trajectory is widespread, with 289 of the 344 neighborhoods that Wahi analyzed having lower prices this year than in April 2022. Windfields, an upper-middle class area northeast of downtown Toronto, had the biggest home price decline as a raw number. The median sale price of a Windfields home declined by $3.1 million since 2022, when a property cost a whopping $6.3 million. Windfields saw a $1 million bigger drop than Wanless Park, the next biggest loser at a $2.2 million decrease over the same period. Some experts view these price cuts as the market coming back down to earth from an artificial pandemic-era boost caused by quantitative easing. Between 2020 and March 2022, home values across the nation surged by about 65 percent. This didn't last because the Bank of Canada, like the US Federal Reserve and most other central banks around the world, raised interest rates to stifle inflation. Higher interest rates make it harder for home buyers to obtain favorable mortgage terms, while also incentivizing home owners to stay in their current residence. Although Canada has been gradually lowering rates since June of last year, the market is not expected to experience same historic levels of price growth as it did in the pandemic, according to a report from the Bank of Montreal . In March 2025, Bank of Montreal Senior Economist Robert Kavcic said that even though resale prices have found a floor in many markets, it will take years before homes return to their 2022 peak values. Assuming there is a stable economy, steady wage growth and neutral interest rates, the investment bank predicts the market will return to 2022 highs in 2029. A recent report from TD , the second largest consumer bank in Canada, offered a rosier outlook on the housing market going into 2026. 'There's been a cloud of uncertainty that has contributed to the negative buying sentiment that's weighed on the housing market,' TD Economist Rishi Sondhi said. 'TD Economics thinks some of that uncertainty should wane in the back half of this year and dissipate even further into 2026.' Sondhi acknowledged that condos in Toronto have declined and said they will likely continue to do so through to the end of the year. The bank forecasts that condo prices will have dropped by 15 to 20 percent since 2023. The ebb in prices doesn't have to be a bad thing, Sondhi added, saying it could be a signal for a resurgence just around the corner. 'Affordability in the GTA condo space has improved because we have seen declining prices since the third quarter of 2023,' he said.
