ADIO, ADPIC strategic partnership to advance PPP delivery in Abu Dhabi

The Abu Dhabi Investment Office (ADIO) and the Abu Dhabi Projects and Infrastructure Centre (ADPIC) have signed a strategic partnership agreement to establish a collaborative operating model that supports the planning, structuring, and procurement of public-private partnerships (PPPs) for infrastructure projects across the Emirate.
Witnessed by Ahmed Jasim Al Zaabi, Chairman of the Abu Dhabi Department of Economic Development (ADDED) and ADIO, and Mohamed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport, the agreement was signed by Badr Al-Olama, Director-General of ADIO and Eng. Maysarah Mahmoud Eid, Director-General of ADPIC during the Abu Dhabi Infrastructure Summit (ADIS) 2025.
The partnership introduces a unified operating model that connects the pipeline of infrastructure projects with seamless transaction execution. This integrated approach is designed to improve coordination, enable the early identification of PPP opportunities, streamline approval processes, and embed stronger accountability and governance throughout the project lifecycle.
By aligning ADPIC's mandate as the coordinating body for Abu Dhabi's infrastructure pipeline with ADIO's expertise in investor attraction, deal structuring, and infrastructure finance, the partnership creates an effective, faster, and more efficient framework for the delivery of capital projects.
Badr Al-Olama said, 'This strategic partnership between ADIO and the Abu Dhabi Projects and Infrastructure Center will contribute to attracting private capital to actively participate in the implementation of high-quality strategic infrastructure projects in the Emirate of Abu Dhabi. It also supports efforts aimed at providing an attractive and reliable investment environment for investors and empowers government entities to efficiently execute their projects and achieve their objectives.'
Maysarah Mahmoud Eid said, "This collaboration reflects our commitment to reimagining how infrastructure is delivered across Abu Dhabi. Public-private partnerships have the potential to unlock greater impact when guided by a clear, coordinated, and future-focused framework. Together with ADIO, we are enabling a more responsive model that connects ambition with delivery supporting government entities, attracting trusted partners, and ultimately creating lasting value for our communities."
Effective immediately, the agreement will be governed by a unified framework of joint performance indicators and scheduled inter-agency coordination. It builds on Abu Dhabi's expanding track record of infrastructure partnerships, including a collaboration with the Abu Dhabi Department of Education and Knowledge to deliver three modern schools in Zayed City.
Another example includes a project to install energy-efficient LED lighting across Abu Dhabi roads, implemented in partnership with the Department of Municipalities and Transport. This project will be the first initiative of its kind to be delivered through a public-private partnership model for road lighting in the GCC.
As the central authority for enabling investment and delivering infrastructure partnerships, ADIO continues to lead the development of scalable, high-impact projects that reinforce Abu Dhabi's position as a globally competitive, investor-friendly economy.

The qualifications provide a flexible study model which allows students to go directly into the workforce. Alternatively, graduates of DCT's advanced diploma programmes can apply for direct entry into Year 3 of selected bachelor's degrees at Edinburgh Napier University in Scotland. American University of Sharjah (AUS) has achieved its strongest performance ever in the 2026 edition of the QS World University Rankings, climbing 60 places to 272nd globally. This places AUS among the top 18 percent of ranked higher education institutions worldwide. 'Although rankings alone do not define a university, they do serve as an important external signal of the strength of its academic community, the impact of its research and the value its graduates bring to society. This year, we were pleased to have made significant gains in our overall position and across several key indicators. We are particularly proud of our continued strong performance in employer reputation and employer outcomes, both in the UAE and globally, as one of our primary goals is to ensure our graduates make a meaningful impact far beyond AUS,' notes Dr Tod A. Laursen, the Chancellor of AUS. The latest results announced by QS include marked improvements for AUS in indicators such as employer reputation, academic reputation and citations per faculty. Globally, AUS now ranks third for international faculty and fourth for international student diversity. Within the UAE, it ranks first for employer reputation and international student diversity and second for employment outcomes. AUS also retained its position among the top three universities nationally and made notable progress in academic reputation — rising from the top five to third place. According to Chancellor Laursen, these results reflect the impact of a clear institutional vision supported by sustained investment in people, programs and partnerships. Over the past year, AUS has expanded its academic portfolio by 33 percent, particularly at the graduate level, and launched six new research centers focused on globally relevant issues ranging from AI to sustainability. AUS also recently announced that starting in Fall 2025, it will introduce five new graduate programs and one undergraduate programme: a Master of Arts in Media Studies and Practice, a Master of Arts in Translation, a PhD in Civil and Environmental Engineering, a PhD in Electrical and Computer Engineering, a PhD in Management and a Bachelor of Science in Data Science — each designed in response to global needs and national development priorities. 'Since graduating from AUS, I've worked alongside peers from top universities around the world. Time and again, I've found that the quality of education and training I received at AUS puts me right on par with them, if not ahead. It's a university that truly prepares you to thrive, both professionally and personally,' says Alanood Al Dhaher, Director of Strategic Communications and Marketing at AUS.
