Johannesburg officials ask RDP beneficiaries not to sell their new assets
Housing officials in Johannesburg have advised Reconstruction and Development Programme (RDP) housing beneficiaries not to sell their homes.
Beneficiaries in Braamfischerville received the title deeds to their new homes, but over 200 were held back by the city due to verification discrepancies.
Officials were meant to hand over at least 260 title deeds this weekend, but only 25 could be properly issued due to improper sales.
RDP houses sold
It is illegal to sell RDP title deeds, and those currently being held by the city have been wrongfully purchased, creating a mismatch on the city's records.
MMC for Human Settlements Mlungisi Mabaso and Johannesburg mayor Dada Morero were in the Soweto suburb this weekend to greet new housing recipients.
Mabaso warned that selling RDP homes hampered the city's housing objectives and created administrative problems for officials.
The government provides a house, and then it is sold to another person. This buyer subsequently approaches our office seeking a title deed, only to be informed that they are not recognised beneficiaries, leading to the refusal of title deed issuance,' Mabaso said.
'RDPs are not for sale. When you sell your RDP, you then return to informal settlements demanding a house, which cannot be realised as our system permits only a single benefit,' he added.
Community members said some RDP homes were being sold to foreign nationals, leading Mabaso to stress that homes were intended to be a building block of economic stability.
'Invest in your properties'
Mayor Morero reiterated that RDP homes served as assets that could be used to secure the future of the next generation.
'You can also have a will so that when you are no longer there, your children do not start fighting over your property,' he said.
Braamfischerville has 11 extensions that are currently subject to RDP developments, with a further three in the process of township formalisation.
Morero urged recipients to closely guard their title deeds and build their homes into beacons of community progress.
'When you all invest in your properties, it improves their value. On the day you want to leave Gauteng, you will leave your children with a beautiful home that they are proud of,' the mayor concluded.

Kunene, who was serving as Johannesburg's MMC for Transport, resigned from his positions as a Proportional Representation (PR) councillor and as a Member of the Mayoral Committee (MMC) for Transport in the City of Johannesburg on Saturday, after the Patriotic Alliance placed him on suspension pending an investigation into his alleged association with a murder suspect. In an interview on eNCA, Morero explained that Kunene's resignation meant the city could not pursue any internal inquiry. 'Council works quite differently. He has resigned as a councillor, meaning he's no longer part of council. And council, therefore, does not have jurisdiction over him in terms of our code of conduct as councillors,' Morero said. The Democratic Alliance has written to the mayor, demanding a full investigation into Kunene's conduct. ''The Democratic Alliance (DA) in Johannesburg notes the resignation of Mr Kunene as PR councillor and MMC of Transport in the City of Johannesburg,'' said the party in a statement on Saturday. The party said this came after it wrote to Morero demanding Kunene's removal as MMC of Transport, citing the powers granted to the Executive Mayor under section 60 of the Municipal Systems Act. While Kunene is no longer a councillor, the DA stated it still demands that investigations proceed as outlined in its letter to the Mayor. The party is calling for a full investigation into all contracts and procurement processes at the Johannesburg Roads Agency (JRA), a full investigation into the contractors and procurement process behind the Lilian Ngoyi Street repairs, and a full investigation into contracts, appointments, and procurement processes at the Metropolitan Trading Company (MTC). The DA maintains that Kunene had direct political oversight of these processes, organisations, and projects. DA Johannesburg Caucus Leader Belinda Kayser-Echeozonjoku said: 'Should the Executive Mayor fail to respond to the DA within 7 days, the DA will use all avenues at our disposal, including approaching law enforcement with the information available to us, to hold the Executive Mayor as Shareholder representative himself responsible for the alleged irregularities at JRA and MTC.' Morero acknowledged receiving the correspondence but noted that it likely arrived before Kunene's resignation. 'They know the law. They know the code of conduct of councillors,' he said, adding that his office would respond formally. Morero also confirmed that the city is working to fill the vacant MMC for Transport position: 'We are still discussing internally and at the right time we will announce the replacements. In no time we will give you the responses,' he said. Turning to transport-related issues, Morero addressed concerns over the Bree Street refurbishment project, which faced delays during Kunene's tenure. He confirmed there were problems with the initial contractor. 'The contractor was not meeting the milestones as required. The contractor also raised concerns about cash flow and about payments not coming on time. But as a result, between the contractor and the city, the contract was therefore nullified and a new contractor was brought in,' he said. Despite earlier delays, Morero assured residents the city is back on track. 'The contractor made a commitment to us that indeed by the end of August, when the explosion has happened, they would have concluded the work. So we are on track and by the 30th of August we should be in Bree Street or Lilian Ngoyi Street to announce the completion,' he said. The mayor revealed that the project's second phase ,widening the road, adding pavements, planting trees, and creating a more pedestrian-friendly 'complete street' , will take another year. 'We do apologise and we have said so to our residents that unfortunately there were contractual issues which led to the delays, and we are resolving them,' Morero said. Kenny Kunene remains in office while Joburg mayor ‘still getting briefings'
Johannesburg Mayor Dada Morero is still applying his mind to the fate of Mayoral Committee Member (MMC) for Transport Kenny Kunene, who remains in office more than 48 hours after police found him at the Sandton house of a man accused of being a criminal mastermind. Morero is under pressure to act on Kunene after his party, the Patriotic Alliance (PA), suspended him from party activities for 30 days and has 'removed' him from the MMC position. The party, however, cannot remove Kunene from his post as only the mayor has the prerogative to remove or replace MMCs, which he can do at any time and without council approval, according to Section 60 of the Municipal Systems Act. The PA can, however, recall him as a councillor, which it hasn't done. Morero also faces pressure from opposition parties in the city, which argue that keeping Kunene in the position undermines the credibility of Johannesburg's executive. Morero has several options, including appointing someone in an acting capacity, selecting a new candidate or asking Kunene to take leave of absence – all of which have different implications, especially if Kunene is ultimately cleared by his party's internal investigation. Morero's spokesperson, Chris Vondo, said the mayor had not made a decision, but was still consulting various stakeholders. 'No final decision has been made. The mayor is still getting briefings from various parties,' he said. Daily Maverick understands from various council sources that Kunene remains in his position. Morero, through his office, has not sent any internal communication on the steps he will take. This is further complicated by the fact that the office of the speaker, to whom political parties send letters recalling councillors, has also not received any communication from the PA about Kunene's suspension. The PA's spokesperson, Steve Motale, insisted: 'He [Kunene] has been placed on a 30-day leave of absence from both positions.' He was referring to both Kunene's positions as a Joburg MMC and deputy leader of the PA. It is understood that the party is still weighing its options before it informs the speaker and Morero. A meeting with coalition partners is scheduled to take place soon. Kunene is most likely to be removed as an MMC and remain an ordinary council member, if history is anything to go by. In November 2024, Kabelo Gwamanda was dismissed from his role as MMC for Community Development following his arrest for alleged involvement in a fraudulent funeral insurance scheme. Found at the scene Kunene was suspended by the PA after a visit, details of which remain unclear, to the home of Katiso 'KT' Molefe, who was arrested in connection with a 2022 drive-by shooting that killed Oupa Sefoka, better known as DJ Sumbody. Sefoka and his bodyguard died after their vehicle was riddled with bullets in Woodmead, Johannesburg. Police have also fingered Molefe for the killing of Armand Swart, an engineer from Vereeniging. Swart was murdered after his company reportedly raised red flags about price gouging related to a Transnet tender. Speaking to journalists on the sidelines of the National Assembly vote on the Appropriation Bill on Wednesday, McKenzie commended the police for arresting the 'dangerous' Molefe, whom he believes has no relationship with Kunene. McKeznie believes Kunene was set up, although he has provided no evidence to back this up. 'He doesn't believe he was set up; he says it was pure coincidence. I have no proof, but I just have a gut feeling that he was set up…' he told journalists. On the decision to place Kunene on suspension while an internal investigation was being conducted, McKenzie said it was important to set a precedent and position the party for the 2026 local government and 2029 general elections. 'We are showing people what type of government they will get in 2029 when they vote for us.' McKenzie has insisted that as early as Friday, a credible team of lawyers will be appointed to look into the matter. Although McKenzie believed in Kunene's innocence, he said what happened was 'really unfortunate' and that leaders should be mindful of the people whose company they kept. 'We, as the party, believe his version of events. We know the character of the man, but we have to do the right thing, no matter how hard it is. 'People must understand that we have worked very hard to rebuild our reputations, coming from jail, and I am speaking for Mr Kunene as well…' A day after Kunene was interrogated about links with Molefe, he was spotted walking out of the Hawks' offices in Germiston. Asked about this, McKenzie said: 'I think it is totally unrelated to this matter.' McKenzie was so sure of Kunene's innocence that he even suggested that if they were both accused of murder, he would be the more likely suspect. 'If there is a murder that happened and there were two suspects, me and Kenny, I would be the main suspect. Kenny Kunene can't hurt a fly. That guy is such a soft character. The mistake with him is that he is too accessible.' Opposition pressure The Democratic Alliance in the city has since written to Morero, asking that he immediately remove Kunene, in line with Section 60 of the Municipal Structures Act. 'The position of MMC is one of public trust and responsibility. Regardless of whether criminal charges are eventually brought against Mr Kunene, his conduct in this matter has already compromised the integrity of the Mayoral Committee and brought the city into disrepute,' said DA caucus leader Belinda Kayser-Echeozonjoku. Kayser-Echeozonjoku wanted the mayor to apply the same standard to Kunene as had been the case with Gwamanda. ActionSA has echoed similar sentiments, adding that public representatives ought to uphold the highest standards of integrity both in their official capacity and private conduct. 'When such standards are brought into question, the legitimacy and credibility of the broader administration are inevitably placed at risk,' said Lebo Mokoka, the party's regional secretary. The UDM's Yongama Zigebe said Kunene's suspension was a step in the right direction as it set a precedent that public representatives had to be held to account. While the city was yet to act, the UDM said: 'Our interest is in the restoration and protection of public confidence in leadership. We trust that the relevant authorities, including the City of Johannesburg and law enforcement, will act in the best interest of transparency, justice, and institutional integrity.' Kunene was appointed transport MMC in the City of Gold in February 2023, and has also acted as executive mayor, filling in for both former mayor Gwamanda and current mayor Morero. Despite his short tenure, he positioned himself as a proactive leader by conducting site visits to depots, roadworks and bus infrastructure hubs, and notably leading raids on hijacked buildings and illegal connections, often a thorny issue. His past includes a criminal conviction. In 1997, he was sentenced to six years in prison for fraud after being found guilty of running a Ponzi scheme. At the time, he worked as an English teacher, but became involved in criminal activity while selling alcohol after hours. Speaking to SABC News about the visit to Molefe's home, he said he was there in his capacity as the owner of the online publication African News Global. Kunene told the broadcaster he was in the company of an unnamed journalist who had arranged the meeting with Molefe. Kunene claimed he had never previously met or interacted with Molefe, with whom the journalist was set to conduct an exclusive interview.

Mabaso criticised South Africans who refuse to pay for government services and those who damage and disrupt infrastructure during a site handover ceremony at the Riverside View Social Housing project, located north of Johannesburg near Fourways. "We have thousands of our people who want to be accommodated. If we can't collect rent and services, we cannot build new spaces. Everyone needs to be accommodated, and I do not agree with the notion that we should only focus on the RDP social housing programme. We need various housing solutions to cater to the needs of everyone. "Some need to be fully subsidised, and some are first-time home owners who are in the GAP market. They must be accommodated. Everyone must be accommodated according to their circumstances, and those who are called on to pay for services must do so to ensure that we can provide services in the future," he stated. Advertisement Next Stay Close ✕ Ad loading On the City of Joburg's decision to find alternative accommodation outside of the CBD, Mabaso said this has been a conscious decision which ensures that everyone benefits from government social housing initiatives, including those who stay far from the city centre. "What we ought to do is to account for every cent spent on implementing our project, as this is a moving target and taxpayers' money. We can't squeeze everyone in the inner city, which is why we have decided to implement these projects outside the inner city. Some do not want to reside in the inner city. There have been quite some developments outside the inner city, and all of those are performing very well," Mabaso stated. Mabaso, alongside speaker Rufus Maswazi and CoJ Speaker, Margaret Arnolds, and Johannesburg Social Housing Company (Joshco) representatives, commended the residents of Diepsloot for not plundering and destroying a range of social housing projects, which have been launched to ensure dignity to low- and middle-class income earners. Arnolds commended Joshco and its partners for ensuring dignity to those who need it the most, adding that not everyone in the city enjoys a dignified home due to the limited government funding, which is unable to deal with the human settlement challenges in real time. "It's a great honour to be here for this groundbreaking project. Human Settlement is not only about housing, but also addressing special planning that keeps our people on the periphery. We must work hard in translating policy into progress to ensure vision for housing for all is not spoken of but implemented and realised. "This is a powerful example of the city's commitment to bringing safety and dignity to our people. It is very important that we reach out and integrate our people into spaces such as this one," she said.
