250 homes on govt radar for building code violations in Gurgaon's Sushant Lok 3
A 12-member enforcement team, led by district town planner (enforcement) Amit Madholia, has served notices to nearly 250 houses in Sushant Lok 3 for violating building norms and land use regulations. Madholia said, "We have asked for a reply within seven days. If responses from these 250 properties are unsatisfactory, restoration orders will be issued followed by sealing actions."
The notices were served on Friday following a detailed six-hour-long survey in A, B and C blocks.
During the survey, DTCP teams clicked photographic evidence and signed notices on-site to speed up the legal process. Madholia told TOI, "The objective of this campaign is to address multiple complaints in one go by surveying entire blocks, thereby saving time and ensuring faster enforcement."
During the inspection, officials identified several residential properties being misused for commercial purposes such as real estate offices, guest houses, beauty parlours, dental clinics, yoga centres and salons.
Alongside, numerous cases of unauthorised construction were found, including rooms built in stealth parking areas, servant quarters in zoning areas, covered cut-outs and illegal structures erected on rooftops.
The initiative follows similar action in Sushant Lok 2 last week, where around 150 properties were served notices.
Many homeowners have since started removing unauthorised structures, particularly those created in parking zones.
DCTP officials said strict directions have been given to residents against any deviation from approved building plans.
DTCP already took similar action in DLF 1 to 5 and is now widening its net to other residential areas witnessing growing commercial activity.
According to Madholia, this misuse not only violates zoning regulations but also disrupts the residential character and infrastructure of these colonies. The department has clarified that no illegal construction or commercial operation in residential premises will be tolerated.
Officials have urged residents to either stop commercial operations or regularise constructions as per norms.
Those who fail to comply face sealing, fines, or even demolition orders in the coming weeks.

HC grants bail to ITR espionage accused
Cuttack: In a development related to Chandipur espionage case, the Orissa high court granted bail to Basanta Kumar Behera, a contractual air conditioning operator at the Integrated Test Range (ITR), Chandipur, who had been in custody since Sept 2021 for allegedly spying for a Pakistani agent. The court noted that Behera had earlier availed interim bail on two occasions without violating any of the imposed conditions. Considering his prolonged incarceration, his compliant conduct during interim release, and the bail already granted to co-accused Sachin Kumar Chhata and Tapas Ranjan Nayak, the court found sufficient grounds to approve Behera's bail application. Advocate Ashutosh Mishra, appearing on Behera's behalf, confirmed that all necessary procedures are being expedited for his client's release. "As of now, Basanta Kumar Behera is in Balasore Jail. We are in the process of fulfilling the bail conditions, and he is expected to be released within a day or two," Mishra told TOI on Monday. Behera was granted bail on a personal bond of Rs 5 lakh with two solvent sureties. He has been directed to report to the local police station once every fortnight for the next six months, preferably on Sundays. Additionally, he must not leave the jurisdiction of the trial court without prior permission and is required to submit his current residential address, mobile number, and other relevant details to both the court and investigating agency. The trial, currently pending before the 3rd additional sessions judge in Balasore, has made little progress in the past nearly four years.

Bouncers Assault Man, His Cousin At Club In CP
New Delhi: A night out at an upscale club in central Delhi's Connaught Place turned violent for a 23-year-old man and his cousin after they were allegedly assaulted and thrown out by bouncers. The alleged incident took place in the early hours of July 2. The complainant, a resident of west Delhi's Tilak Nagar, told police he had gone to the club post-midnight on July 1 with his cousin, a 32-year-old woman. The two were at the venue until about 4am when the alleged incident occurred. According to the FIR, the altercation began after the visitor went to use the restroom and noticed that the flush was broken and water was spilling. A cleaner confronted him, accusing him of damaging the flush. "I told him it was already not working. I even shut off the flush myself," the man said in his complaint. When he resisted and asked why he was being manhandled, they allegedly dragged him further away and began assaulting him with kicks and punches. The man's cousin rushed to intervene, but she was allegedly beaten as well. "They threatened to kill me. Both of us were then thrown out of the hotel gate," he alleged in his complaint. The man then dialled the police helpline 112, following which a PCR team arrived at the spot. The two cousins, who were found standing outside the hotel, were taken to a hospital for treatment. According to the FIR, their medical reports noted injuries "allegedly due to physical assault by unknown bouncers" at the club around 4.30am. The duo later approached Connaught Place police station and submitted a formal complaint. A case was registered under sections 115 (voluntarily causing hurt), 126 (wrongful restraint) and 351 (criminal intimidation) of BNS. Police said CCTV footage from the hotel premises is being examined to verify the sequence of events. The exact trigger for the assault remains under investigation. When contacted, there was no response from the club. The hotel, which owns the premises leased out to the club, told TOI, "The club is not affiliated with our hotel and operates entirely as an independent entity. It is rented out by the owning company of the hotel… Our concern lies with the safety of the club's guests, and we are fully cooperating with the authorities during their investigation."

DTCP: Will appoint administrators if RWAs build illegal structures
Gurgaon: The department of town and country planning demolished an illegal structure built by the former RWA of Suncity Avenue, Sector 102, on Monday. Officials said the makeshift structure, located at the rear of the society premises, was being used for religious activities. After verification, a demolition order was issued as per the law," district town planner (enforcement) Amit Madholia said. The authorities highlighted growing trend of RWAs engaging in unauthorised constructions in the common areas of group housing societies. "These structures, often built for the personal convenience of RWA members, are used for social or religious purposes, violating the Haryana Apartment Ownership Act and building bye-laws," officials said. Authorities are planning to raise the issue in the upcoming task force meeting with the deputy commissioner and have urged the district societies group to take stricter action in such cases. A recommendation will also be made to appoint administrators in such RWAs to curb illegal encroachments. "If RWAs continue to misuse their powers and encourage illegal encroachments, we may have no option but to appoint administrators to monitor and regulate their functioning. This will help maintain order and protect the interests of all residents," the official said. Residents welcomed DTCP action and urged authorities to ensure strict compliance across all group housing societies in the city.
