DTCP: Will appoint administrators if RWAs build illegal structures
Gurgaon: The department of town and country planning demolished an illegal structure built by the former RWA of Suncity Avenue, Sector 102, on Monday. Officials said the makeshift structure, located at the rear of the society premises, was being used for religious activities. After verification, a demolition order was issued as per the law," district town planner (enforcement) Amit Madholia said. The authorities highlighted growing trend of RWAs engaging in unauthorised constructions in the common areas of group housing societies. "These structures, often built for the personal convenience of RWA members, are used for social or religious purposes, violating the Haryana Apartment Ownership Act and building bye-laws," officials said. Authorities are planning to raise the issue in the upcoming task force meeting with the deputy commissioner and have urged the district societies group to take stricter action in such cases. A recommendation will also be made to appoint administrators in such RWAs to curb illegal encroachments. "If RWAs continue to misuse their powers and encourage illegal encroachments, we may have no option but to appoint administrators to monitor and regulate their functioning. This will help maintain order and protect the interests of all residents," the official said. Residents welcomed DTCP action and urged authorities to ensure strict compliance across all group housing societies in the city.

Notices to 266 for business operations at homes, building code violations in Gurgaon
Gurgaon: For the third consecutive week, the district town planner (enforcement) team carried out the 'office on the spot' drive in Sushant Lok phases 2 and 3. Around 266 notices were pasted on homes violating building norms, zoning laws, and OC rules. Of these, 183 were in phase 3 and 83 in Phase 2. In total, over 650 notices have been issued in the past three weeks. The team led by DTP (enforcement) Amit Madholia conducted a door-to-door survey in Sectors 55, 56, and 57 to identify properties being misused for commercial use. Also, officials found structural violations, including unauthorised construction in zoning areas, rooms in stealth parking zones, covered cut-outs, and additional structures on rooftops. Madholia said many homeowners who received initial notices either did not respond or submitted unsatisfactory replies. "We are now preparing to issue restoration orders against such properties," he said. 250 homes on govt radar for building code violations in Gurgaon's Sushant Lok 3
Gurgaon: Department of town and country planning (DTCP) has intensified its crackdown on unauthorised constructions and illegal commercial activities in residential colonies under its 'office on the spot' campaign. A 12-member enforcement team, led by district town planner (enforcement) Amit Madholia, has served notices to nearly 250 houses in Sushant Lok 3 for violating building norms and land use regulations. Madholia said, "We have asked for a reply within seven days. If responses from these 250 properties are unsatisfactory, restoration orders will be issued followed by sealing actions." The notices were served on Friday following a detailed six-hour-long survey in A, B and C blocks. During the survey, DTCP teams clicked photographic evidence and signed notices on-site to speed up the legal process. Madholia told TOI, "The objective of this campaign is to address multiple complaints in one go by surveying entire blocks, thereby saving time and ensuring faster enforcement." During the inspection, officials identified several residential properties being misused for commercial purposes such as real estate offices, guest houses, beauty parlours, dental clinics, yoga centres and salons. Alongside, numerous cases of unauthorised construction were found, including rooms built in stealth parking areas, servant quarters in zoning areas, covered cut-outs and illegal structures erected on rooftops. The initiative follows similar action in Sushant Lok 2 last week, where around 150 properties were served notices. Many homeowners have since started removing unauthorised structures, particularly those created in parking zones. DCTP officials said strict directions have been given to residents against any deviation from approved building plans. DTCP already took similar action in DLF 1 to 5 and is now widening its net to other residential areas witnessing growing commercial activity. According to Madholia, this misuse not only violates zoning regulations but also disrupts the residential character and infrastructure of these colonies. The department has clarified that no illegal construction or commercial operation in residential premises will be tolerated. Officials have urged residents to either stop commercial operations or regularise constructions as per norms. Those who fail to comply face sealing, fines, or even demolition orders in the coming weeks.

However, sources in the enforcement wing said the department suspects the number of violators may exceed the current list of 40 homes. "What has come to light is just the tip of the iceberg. More properties may be surveyed as the probe expands," an official requesting anonymity said. The list of irregularities includes additional floors constructed without approval, encroachments in front and rear setbacks, misuse of stilt parking and unauthorised alterations in balconies — all of which violate approved building plans and occupancy norms. The crackdown on rampant unauthorised construction in one of Gurgaon's most posh colonies follows a formal complaint by the maintenance agency of DLF Estate Developers Limited, which submitted photographic evidence and a detailed list of violations to the town planning department. The violations span across multiple blocks — K, J, L, M, N, Q, Gulmohar , Kesia and Madhya Marg — where homeowners are allegedly flouting building norms with impunity. Acting on the complaint, the town planner's office directed a junior engineer to survey the listed properties and submit a report within a week. "Once the report is submitted, show-cause notices will be issued, followed by restoration orders. If violations are not addressed, sealing of premises and cancellation of occupation certificates will be initiated," town planner Amit Madholia said. This action comes in the backdrop of a wider crackdown ordered by the Punjab and Haryana high court against illegal construction in DLF 1 to 5. So far, over 5,000 houses were served notices in that case. However, Supreme Court has currently stayed coercive action, with the next hearing scheduled for July. In the meantime, the town planner is continuing its departmental proceedings based on fresh complaints. Urban planning experts say the situation in DLF reflects a larger trend across upscale colonies in Gurgaon, where lack of monitoring and weak enforcement have led to systematic violations of the Gurgaon Master Plan. "The system of self-regulation by residents has completely failed. It's time the authorities made examples out of serial violators," said an architect familiar with DLF developments.
