The multi-billion dollar bridge project connecting the provinces of Cavite and Bataan will begin construction before the end of 2025, President Ferdinand 'Bongbong' Marcos Jr. said Monday.
The Bataan-Cavite Interlink Bridge project, envisioned to be one of the world's longest maritime bridges, is set to be bankrolled through a multi-tranche financing scheme, under which $2.1 billion will be financed by the Asian Development Bank, while $1.14 billion will be co-financed by the Asian Infrastructure Investment Bank.
'Bago matapos ang taon, magsisimula na ang Bataan-Cavite Interlink Bridge. Ang tulay na ito ay tatlumpu't dalawang kilometro ang haba, at tatawid ng Manila Bay,' Marcos said in his fourth State of the Nation Address (SONA) at the Batasang Pambansa in Quezon City.
(Before the year ends, the construction of the Bataan-Cavite Interlink Bridge will begin. This 32-kilometer-long bridge will stretch across the Manila Bay.)
'Kung ang biyahe ngayon mula Mariveles hanggang Naic ay umaabot nang limang oras, balang araw ito ay magiging apatnapu't limang minuto na lamang,' the President said.
(If the current travel time from Mariveles to Naic is five hours long, it will be shortened to just 45 minutes.)
Spanning a distance of 32.15 kilometers, the project is poised to provide a strategic convergence between Regions III and IV-A, fostering greater economic growth and improved tourism.
The project will be divided into seven contract packages, with the construction to begin first in the two on-land packages.
Package 1 is the 5-kilometer Bataan Land Approach, and Package 2 is the 1.35-kilometer Cavite Land Approach.
Packages 3 and 4 are marine viaducts in the north and south with a total length of 20.65 kilometers.
Packages 5 and 6 are the North Channel and South Channel Bridges with lengths of 2.15 and 3.15 kilometers, respectively.
The seventh package involves project-wide ancillary works.
The 32.15-kilometer, four-lane inter-island bridge will connect Barangay Alas-asin in Mariveles, Bataan, and Barangay Timalan Concepcion in Naic, Cavite.
The bridge will have two navigational bridges, the 400-meter North Channel Bridge and the 900-meter South Channel Bridge, that are expected to traverse Corregidor Island. About 80% of the structure will be over the sea. —VBL, GMA Integrated News

Bersamin, Estrella, Angara to serve as caretakers as Marcos flies to India

Executive Secretary Lucas Bersamin said Monday morning that he and two other Cabinet officials will serve as caretakers amid President Ferdinand 'Bongbong' Marcos Jr.'s state visit to India. Bersamin said the other caretakers are Agrarian Reform Secretary Conrad Estrella III and Education Secretary Sonny Angara. Marcos is expected to leave the country Monday morning. In a press briefing last Friday, Foreign Affairs Assistant Secretary Evangeline Ong Jimenez-Ducrocq said Marcos' visit would elevate the countries' shared priorities in defense and maritime cooperation, trade and investment, science and technology, and cultural exchange. Jimenez-Ducrocq also confirmed that several bilateral agreements are lined up for signing. These agreements span cooperation in law, culture, science, and technology, among other fields. The President will also have a meet and greet with the Filipino community in New Delhi. After New Delhi, the President and his delegation will go to Bangalore, which according to the DFA official, is India's Silicon Valley. Marcos will have a series of business meetings there. Marcos will be back in Manila on Friday, August 8. —AOL, GMA Integrated News

Instead of cash, grant livelihood capital to 4Ps beneficiaries — Erwin Tulfo

Senator Erwin Tulfo has proposed to provide livelihood capital to beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) instead of cash transfer to curb reported abuses. 'If we give them capital, they can use it to start businesses and contribute to the economy. We can provide them enough funds to start a sari-sari store, an eatery, or even engage in online selling,' Tulfo said Sunday in a statement. This after some 4Ps beneficiaries were reportedly caught using their cash grants on gambling and illegal drugs. Tulfo added some 4Ps beneficiaries 'would rather have livelihood capital instead of monthly cash transfer.' 'It is also hard for them to hear that they are being called freeloaders, lazy, and that they do not add value to the country,' the senator said. 'It is also unfair to low-wage earners like security guards, janitors, or house helpers who tighten their belts due to lack of funds but receive nothing from the government, such as 4Ps, since they are not qualified,' he added. The lawmaker said this proposal is one of the topics he aims to deliver in his upcoming meeting with President Ferdinand Marcos Jr. and Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian. However, the date was not disclosed. During the Post-SONA discussion on Tuesday, Gatchalian shared that the President's call to amend the 4Ps law would that would allow those in the program to stay longer than seven years. Gatchalian noted this as a welcome development, as two million Filipinos were about to exit the program in 2026 for reaching the maximum number of years in the program. — Mariel Celine Serquiña/RF, GMA Integrated News

Marcos transfers Sulu to Region IX following SC decision on BARMM

President Ferdinand Marcos Jr. has moved Sulu to Region IX, also known as the Zamboanga Peninsula, after the Supreme Court (SC) ruled last year that the province is not a part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Signed on July 30, Marcos' Executive Order 91 said there was an ''urgent need to effectively implement and address the impacts'' of the SC ruling, ''including the regional affiliation of the Province of Sulu, while continuing to ensure the uninterrupted governmental operations and delivery of essential government projects, programs, and activities within Sulu.'' He directed all national government agencies to include Sulu under Region IX for regional administration, development planning, investment programming and budgeting, and other relevant purposes. Marcos also established a technical working group (TWG) headed by the Secretary of the Department of Budget and Management. The TWG's functions are to oversee and monitor the implementation of the SC decision, prepare and release a transition plan, address any issues or concerns arising from the SC ruling, request assistance from relevant agencies in implementing the EO, and submit an annual report to the Office of the President. Last September, the SC upheld the constitutionality of the Bangsamoro Organic Law (BOL), but it also declared that Sulu should not have been included in the BARMM. Sulu rejected the ratification of the BOL during the plebiscite in 2019. —VBL, GMA Integrated News
