New Delhi, Jun 13 (PTI) The Uphaar cinema fire tragedy victims' kin gathered at Smriti Upavan in Green Park on Friday to mark 28 years of the horrific incident that claimed 59 lives and injured more than 100.
'It has been 28 years, and we are still waiting for answers, for closure, for justice that feels complete,' said Neelam Krishnamoorthy, president of AVUT, who lost her two teenage children in the fire.
'Every year we come here not just to mourn, but to remind the system that such a tragedy must never happen again,' she said.
In 1997, a fire broke out during a screening of the film Border at the Uphaar cinema hall. Locked exits and a delayed rescue led to dozens of people getting trapped inside, many of them young.
AVUT has since fought a legal battle to hold those responsible to account.
The fight revealed major gaps in the cinema halls' safety apparatus, such as the lack of emergency preparedness and a trauma centre in Delhi.
The setting up of Jai Prakash Narayan Apex Trauma Centre, which has been functioning for 18 years, is a result of that legal battle.
The Supreme Court in 2015 imposed a Rs 60 crore fine on the Ansal brothers, the owners of the theatre, instead of a jail term. The amount was meant to fund another trauma centre, an extension of AIIMS in Dwarka, but that project is still pending, according to the statement.
'It is heartbreaking to see something so critical stuck in limbo. Lives depend on it,' Krishnamoorthy said.

Five days after conducting searches at 12 locations linked to former Vasai-Virar Municipal Corporation (VVMC) commissioner Anil Pawar, the Enforcement Directorate (ED) on Monday questioned him and his wife for over eight hours in connection with the money laundering probe into unauthorised construction on civic land. Pawar, an IAS-promoted officer recently transferred as the CEO of the Mumbai Metropolitan Slum Rehabilitation Authority, appeared at the ED's Worli office on Monday after being summoned last week. The agency also summoned six of his relatives and associates. Pawar's and his wife's statement were recorded by the ED sleuths. Agency sources said Pawar was questioned about clearances given to 41 illegal buildings constructed on 60 acres of land earmarked for sewage treatment and dumping grounds, as per Vasai-Virar's development plan as well as the financial irregularities linked to these projects. The ED had raided Pawar's residence last Tuesday, a day after his official farewell as VVMC chief. During the search, his wife allegedly locked herself inside, forcing officials to seek help from the local police and a key maker. Sources claimed this delay allowed Pawar to delete incriminating chats from his phone. Incriminating documents and Rs 1.3 crore in cash were seized from a relative's residence in Nashik during the raids. Previously, the agency had searched premises of VVMC officials, builders, liaison officers, architects, and middlemen who allegedly routed bribes to civic officials to regularise illegal constructions. In May, the agency raided 13 locations in Nalasopara, Vasai, Virar and Hyderabad as well. It seized approximately Rs 8.6 crore in cash and Rs 23.25 crore worth of diamond-studded jewellery and bullion from the house of Y S Reddy, deputy director of town planning, VVMC. The central agency's money laundering investigation is based on multiple FIRs registered by the Mira-Bhayandar, Vasai-Virar police commissionerate against builders, local henchmen, and others for 'illegal construction of residential/commercial buildings on government and private land' in VVMC limits since 2009. According to the agency, 41 illegal buildings were constructed on land reserved for 'sewage treatment plant' and 'dumping ground' as per the approved development plan of Vasai-Virar city. The 41 buildings were demolished on February 20 this year following the Bombay High Court's order, which the Supreme Court upheld later. The action, however, left the residents of these buildings homeless.

Two including an inter-district burglar arrested, booty recovered
An inter-district burglar, identified as 22-year-old Teku Chiranjeevi, allegedly involved in seven theft cases including six under the limits of Karimnagar Police Commissionerate and one in Nizamabad district was arrested by the Karimnagar police on Monday. The police also arrested another person identified as Bangaru Narasayya, 44, for allegedly buying the stolen gold and silver ornaments from the accused. The arrested duo hail from Nizamabad district, police said. Police recovered stolen property including 18 tola gold ornaments and 164 tola silver ornaments besides Rs 1 lakh in cash, a mobile phone and a car from the accused. Karimnagar Police Commissioner Gaush Alam praised the joint team of police personnel and the Central Crime Station (CCS) sleuths for their coordinated efforts in nabbing the inter-state burglar.

Over 140 fined for illegally feeding pigeons in Mumbai
The Brihanmumbai Municipal Corporation (BMC) has fined over 140 people between July 13 and August 3 as part of its crackdown against those illegally feeding pigeons. The civic body has raked in penalties of up to Rs 68,700 from those fined. The BMC's action came after the state government, on July 3, directed it to immediately shut down all pigeon feeding grounds (kabutarkhanas). According to data furnished by the state Urban Development Minister Uday Samant, the city is home to at least 51 kabutarkhanas. Records show that the civic body has imposed fines on at least 142 persons between July 13 and August 3 for illegally feeding pigeons in the city. The civic body has carried out action across at least 44 kabutarkhanas, with the BMC collecting total fines of upto Rs. 68,700. The BMC is entitled to levy a fine of Rs 500 upon anyone who is found feeding animals/birds in non-designated areas. Of this, the highest penalties have been imposed at Dadar's iconic kabutarkhanas wherein at least 58 people were fined for feeding birds. between July 4 and August 8. Bringing to close a nearly century-old tradition, the BMC on August 2 shut the Dadar feeding ground by covering the site with tarpaulin sheets. In Dadar, the BMC had also filed an FIR against an unidentified person at the Mahim Police Station on August 1 for feeding pigeons. The stringent measures come along the heels of the Bombay High Court order issued on July 30, directing the civic body to lodge FIRs against persons 'illegally' and in a 'defiant' manner feeding pigeons at Dadar West, among other feeding areas in Mumbai, despite the policy prohibiting the feeding. After Dadar, records show that the second highest fines have been imposed in the H/West ward wherein at least 15 people have been fined for feeding pigeons at two kabutarkhanas. Meanwhile, Rs 6,500 have been collected in penalties against 13 persons for unauthorised feeding in the T ward which encompasses Mulund. Meanwhile, in at least five wards — B ward, C ward, L ward, M/west and M/East ward — the civic body has imposed no fines for illegal bird feeding. Health experts have pointed to severe respiratory and systemic illnesses and their link with pigeons. However, the closure of kabutarkhanas and the ban on bird feeding drew criticism from several quarters with members of the Jain community on Sunday morning carrying out a 'Shantidoot Yatra' from Colaba to Gateway of India in protest.
