Hamas reports ‘positive indications' in ceasefire talks amid Israeli Gaza aid blockade

CAIRO – 8 March 2025: Hamas announced on Saturday that there are "positive indications" regarding the negotiations for the second phase of the ceasefire agreement with Israel in the Gaza Strip.
Hamas's statements come as Israel continues to halt the entry of humanitarian aid into Gaza since March 2, the day after the first phase of the ceasefire agreement, which took effect on January 19, expired.
The ceasefire, brokered by Egypt, Qatar, and the US, halted a war that has claimed the lives of over 48,000 Palestinians in Gaza since October 2023. It also allowed for the release of 38 captives held by Hamas, including 30 living individuals, in exchange for nearly 2,000 Palestinian prisoners held by Israel.

Under the ceasefire, thousands of humanitarian aid trucks have entered Gaza to address severe levels of hunger and food insecurity faced by the 2.3 million people in the enclave in the wake of the war.
A Hamas delegation is currently in Cairo to discuss the continuation of the agreement.
Hamas, which still holds 59 captives, seeks to transition to the second phase of the agreement, which includes the release of all captives in exchange for an end to the war.
Hamas stated it is prepared to release all captives at once if the second phase is initiated, which also entails the complete withdrawal of Israeli troops from Gaza, paving the way for a major reconstruction process.
However, Israel aims to extend the expired first phase to facilitate the release of more captives without the obligation to end the war.
Israel's aid blockade is intended to pressure Hamas into accepting the ceasefire extension, a proposal that the movement has rejected and described as an attempt to evade the continuation of the agreement.

Hamas spokesman Abdul Latif Al-Qanou stated in press remarks today that efforts by Egyptian and Qatari mediators are ongoing to finalize the implementation of the ceasefire agreement and initiate discussions for the second phase.
He affirmed Hamas's commitment to engaging in negotiations that meet the demands of the Palestinian people and called for increased humanitarian efforts in Gaza along with the lifting of the blockade.
Additionally, Al-Qanou noted that a delegation from the Hamas leadership has been in Cairo since Friday to explore ways to commence the second phase of negotiations and ensure Israeli compliance with the agreement.

He added that the conference will include four workshops focused on early recovery, private sector involvement, security arrangements, and post-war governance in Gaza. The discussion follows the postponement of a separate UN-backed conference on a two-state solution, co-chaired by Saudi Arabia and France and initially scheduled for next week in New York. The delay was attributed to 'logistical and security reasons.' Abdelatty reiterated Egypt's preference for the language of 'realizing the Palestinian state' over the term 'two-state solution,' which he argued allows Israel, whose government opposes the concept, to veto its implementation effectively. He also emphasized Egypt's immediate priority: ensuring Palestinians can remain on their land and avoid forced displacement through rapid recovery efforts, including temporary housing for displaced families. Switzerland said on Sunday it was reopening its embassy in Tehran, which was closed last month amid an air war with Israel, and will resume representing US interests in the country. As of Sunday, the embassy is "again open having temporarily been closed on June 20 owing to the instability of the situation in the country," the Swiss foreign ministry said in a statement. Ambassador Nadine Olivieri Lozano and a small team returned to Tehran overland on Saturday via Azerbaijan and the embassy will gradually resume operations, the statement went on. "Having now returned to Tehran, Switzerland is once again in a position to fulfil its role as a protecting power for US interests in Iran." In the absence of diplomatic or consular relations between the United States and Iran, Switzerland, acting through its Tehran embassy, has officially represented US interests in Iran since 1980. Tehran and Washington have already held five rounds of talks on Iran's nuclear programme since April 12. A sixth session, initially slated for June 15 and mediated by Oman, was cancelled after the outbreak of war sparked by an Israeli attack on Iran two days earlier. Saying it wanted to prevent Iran from acquiring nuclear weapons, Israel last month carried out strikes against Iranian nuclear sites, killing several senior military officers as well as scientists involved in their nuclear programme. Egyptian, Saudi foreign ministers discuss Gaza, Iran in phone call

The foreign ministers of Egypt and Saudi Arabia discussed efforts to secure a ceasefire in Gaza and de-escalate tensions between Iran and Israel during a phone call on Saturday, Egypt's foreign ministry said. The ministers affirmed the depth of their countries' strong bilateral, fraternal and historical ties, which they said are seeing significant development under the guidance of Egyptian President Abdel Fattah al-Sisi, Saudi King Salman bin Abdulaziz and Crown Prince Mohammed bin Salman. Abdelatty and Prince Faisal agreed to continue consultation and coordination to achieve common interests and support regional security and stability, implementing the directives of their respective leaderships. The statement described the two nations as the 'two wings of the Arab and Islamic nations.'
