Provo, Orem leaders hope new UTA service will fill ‘gaps' in fast-growing county
Utah County remains the state's fastest-growing county, which requires extensive planning, including ways to handle new transportation challenges.
'Growth is coming and we have got to get ahead of it,' said Provo Mayor Michelle Kaufusi. 'We can't sit and wait until it's a problem.'
She sees public transit as a potential solution for moving more people around more efficiently than having everyone drive.
Orem Mayor Dave Young's city has FrontRunner, bus rapid transit and traditional bus services. Still, both he and Kaufusi say there are still 'gaps' in connectivity — something that they hope will be fixed by Utah Transit Authority's newest Utah County service.
The state agency extended its UTA on Demand service to Utah County for the first time last month, adding an 8.6-square-mile zone covering the west side of Orem and Provo, including destinations like Provo Airport and Provo City Hall. The microtransit service blends traditional bus operations with ridesharing, allowing customers to hail a van with other riders heading in a similar direction.
Both mayors say it should help west-side residents connect with the transit options that are easier to find east of the FrontRunner line, while offering better connections to key places like the fast-growing airport.
'This on-demand service really is the final touch in making that happen,' Young said. 'This is designed to bring that final level together.'
UTA first tested the concept in southwest Salt Lake County in 2019, reaching an area that experienced similar transit gaps. It became a permanent fixture two years later, before the agency added new service areas to Salt Lake City's west side and parts of Davis and Tooele counties.
Ridership has grown as a result. The agency reported having 2,207 average weekday boardings in April, an 18% increase from last April and its highest monthly average since adding the service. UTA Director Jay Fox hopes the trend continues as it extends to a crucial part of Utah County.
'One of the reasons on-demand coming here is a pretty big deal is because it's been so successful everywhere else,' Fox said. 'You know right away that bringing it to an area, it's going to connect people to places they couldn't connect to before directly; it's going to be an incredible success. ... For both cities, it's going to just drive so much mobility.'
It could also spark new transit service down the road. UTA used heat maps to carve out a traditional bus service route in southwest Salt Lake County that also debuted last month. The same could happen in Utah County.
In the meantime, UTA on Demand will be available within the Orem/Provo zone from 6 a.m. to 9 p.m. every day from Monday through Saturday. One-way rides are $2.50, the same cost as a bus.

Mayor of nation's 'best-run' city credits focus on responsible budgeting, public safety
The mayor of Provo, Utah, told Fox News Digital that Provo was ranked as the best-run city in a new survey because local government officials adhered to the fundamentals. "We've always believed in getting the basics right first and that's quality schools, safe neighborhoods, well-maintained roads and responsible budgeting," Provo Mayor Michelle Kaufusi told Fox News Digital after financial services company WalletHub touted her city this week. Kaufusi cited her work on public safety, noting it was a "top concern" for residents. "We're proud to boast that we have the fourth-lowest violent crime rate in the whole nation and the seventh-lowest property crime rate. And two years ago, we were voted the safest large city in the nation," Kaufusi said. "So all of those factors come into play. It seems to put the spotlight on us and that's what brings people to Provo. And we love it and [it] brings business and we're open for business. So we are really honored and really humbled that we got to be called out for this [honor] today." WalletHub attributed economic growth, low crime, low unemployment and clean roads to Provo's high ranking. The financial service added that Provo, which has more than 110,000 residents, also boasted the 22nd-best road quality in the country. WalletHub reported it measured the "effectiveness of local leadership" by "determining a city's operating efficiency." Each city was given a "Quality of Services" score based on 36 metrics that were grouped into six service categories, including financial stability, education, health, safety, economy, and infrastructure and pollution. These were measured against the city's per capita budget. The cities that ranked low on WalletHub's list had high crime rates, including San Francisco, which came in as the worst-run on the list of 148 cities. WalletHub writer and analyst Chip Lupo told Fox News Digital that "Provo is a great example of what can happen when city leaders listen to their residents." "The mayor mentioned that public safety is a top priority, and the results speak for themselves. Provo has some of the lowest violent and property crime rates in the country, and that was a key factor in Provo's ranking as the best-run city in our study," Lupo said. "Public safety is essentially the foundation for everything else in any city. When people feel safe, they're more likely to engage in their community, support local businesses, and take advantage of public services. Provo shows that you can prioritize safety and still manage your budget well. It's a great model for other cities looking to improve how they serve their residents."

‘Getting the basics right': WalletHub ranks Provo as the best-run city in America
WalletHub released a report Tuesday of the 20 best-run cities in America, with Provo, Utah, in the top spot. Provo's mayor, Michelle Kaufusi, said she found out about the ranking early Tuesday morning and was in her kitchen 'jumping up and down' as she read the article. 'This recognition from WalletHub is truly an honor, but it's really just a testament, like I stated, to our incredible city team and the residents who make Provo such a special place to live,' she said. For this ranking, WalletHub compared 148 of the country's largest cities based on their operating efficiency to determine the effectiveness of local leadership. WalletHub ranked each city based on 36 key performance indicators grouped into six service categories. Those indicators were also measured against the city's total per capita budget. Provo ranked first overall out of all 148 cities. 'It means we must be doing something right, and that's exciting. We've always believed in getting the basics right first, which are, for us, quality schools, safe neighborhoods, well-maintained roads, and then, of course, the responsible budgeting,' Kaufusi said. 'Provo, UT, is the best-run city, and the reasons for that are that the city is experiencing business growth of around 5.2%, alongside a high school graduation rate of nearly 91%. Provo is also a city that is safe,' said WalletHub analyst Chip Lupo. Lupo added that Provo also has the fourth-lowest violent crime rate and the seventh-lowest property crime rate in the country. 'Safety is always a top concern for citizens,' Kaufusi said. 'We continue to focus on keeping our citizens safe and sound in Provo. I think it was a couple years ago, we literally were voted the safest city, large city in the nation, so that's a focus for us." The city also has the eighth-lowest unemployment rate in the country at 2.8%. According to WalletHub, Provo also keeps its infrastructure well maintained and has impressive economic momentum. When broken down into rankings by individual categories, Provo's numbers are all across the board. The city ranked third for safety, 23rd for infrastructure and pollution, 29th for education, and 31st for financial stability. 'We're not just spending money here in Provo, we're spending it wisely. So every dollar we invest has to deliver real value for our residents, whether that's keeping your streets safe or maintaining our infrastructure or supporting our schools, all of those things matter,' Kaufusi said. Provo's weakest categories were health, for which it ranked 35th, and economy, earning the 84th spot. 'Now we have to keep raising the bar. We're not going to rest on our achievements. We've never been that way. We are go-getters, and we're going to use it as a springboard to continue improving,' the Provo mayor said. Idaho had two cities listed in the top five, with Nampa at No. 2 and Boise ranked fourth. According to WalletHub, Nampa earned the second spot because of extremely low government debt, a low property crime rate and a strong economy. The only other Utah city on the list was Salt Lake City which ranked 99th out of 148. Denver, Colorado, also made the list, taking the 134th spot.
