
Chile's defense policy shift carries high costs

SANTIAGO, Chile, June 13 (UPI) -- President Gabriel Boric's plan to replace Israel as Chile's primary arms supplier presents logistical and strategic challenges for the country's armed forces.
Chile's president has sharply criticized Israel's military actions in Gaza. In his recent state of the nation address, he supported Spain's proposal for an arms embargo on Israel "to prevent more children from being killed."
"I have instructed the defense minister to quickly present a plan to diversify our defense trade relationships so we can stop relying on Israeli industry in all areas," Boric said.
Since 1977, Chile has purchased more than $850 million worth of Israeli weapons, according to the Stockholm International Peace Research Institute.
By 1989, Israel supplied 42.5% of Chile's total weapon imports. During Sebastián Piñera's administration, Chile signed new agreements with Israel covering weapons, security technology and cybersecurity.
The path toward supplier diversification is complex. Chile's armed forces maintain a significant inventory of Israeli-made equipment. Changing suppliers requires a transition process that could affect existing system interoperability.
Integrating new platforms and technologies from multiple sources takes time, training and often costly modifications to ensure systems from different countries can operate together efficiently. This is especially critical in joint operations, where compatibility between communications gear, navigation systems and weapons is essential.
Experts say replacing deeply integrated Israeli systems could weaken Chile's overall operational capability.
"The relationship with an arms supplier goes far beyond the initial purchase. It involves agreements for logistical support, spare parts, long-term maintenance and technological upgrades," said César Cereceda, a defense expert and president of the Association of Retired Armed Forces Personnel.
Severing or weakening ties with an established supplier like Israel could disrupt the supply chain for critical parts, affecting the operation and availability of existing equipment. Trust and a strong support track record are crucial in military technology procurement, Cereceda added.
Military equipment also requires highly trained personnel for operation and maintenance. Changing suppliers means training troops on new systems, requiring investments in time and resources.
Chile may consider Brazil, Turkey and India as new suppliers, but it must first evaluate whether their products meet the country's specific defense needs.
Brazil has a developing defense industry focused on land systems, aircraft and some naval platforms. While it has made progress, its technology may not match Israel's level of sophistication, particularly in high-tech sectors.
Turkey's defense industry has expanded rapidly in recent years, making notable advances in drones, armored vehicles and naval systems. Its development has been impressive, but it has yet to fully consolidate as a comprehensive supplier.
India's large industrial base and its ambitious "Made in India" policy are key strengths in its bid to become a defense supplier. However, it still relies heavily on foreign technology for complex systems, and its ability to export advanced weapons at scale remains limited.
"Chile's defense policy has long focused on diversifying strategic acquisitions," said Gabriel Gaspar, an international analyst and former deputy defense secretary. He noted that the armed forces operate German armored vehicles, ships from the U.K., Australia and the Netherlands and U.S.-made F-16 fighter jets.
"All of these supply lines rely on NATO-standard technology, offering broad compatibility -- from calibers to communication systems," Gaspar said. "Switching to a different line of weaponry is always possible, but it requires long-term policy and funding."
The cost of replacing existing technology could range from $15 billion to $20 billion, according to estimates by Fernando Wilson, an analyst at Chile's Adolfo Ibáñez University.
Reducing dependence on a single supplier would strengthen Chile's strategic autonomy and reduce its vulnerability to potential embargoes or shifts in bilateral relations.
Exploring new markets would allow Chile to access different technologies and approaches in the defense industry, potentially strengthening its long-term military capabilities.
However, experts say a complete switch in suppliers and the replacement of all Israeli technology and systems currently in use could come at a very high cost.

Former U.S. ambassador to the United Nations Nikki Haley offered her first praise for President Trump in several months in a Monday op-ed in Israel Hayom, an Israeli right-wing newspaper. She congratulated his decision to strike three Iranian nuclear sites but warned of further retaliation from Iran. 'Those in America that worry about why these strikes took place should understand that those strikes were a move to keep Americans safer. In the opinion piece, however, Haley praised Trump's decision as 'very well done' while arguing that the United States should continue to be hawkish on Iran for the sake of both America and Israel. 'A safe and secure Israel helps us have a safe and secure America,' she wrote, arguing that the chance of diplomacy with Tehran was thin. 'They always say they want to talk, but the action doesn't match what they want to do,' she wrote. 'Trump was right that while you could kick this can down the road if you wanted, the threat would only get bigger.' She also took aim at the United Nations after Secretary-General António Guterres said he was 'gravely alarmed' by the strikes, accusing the international arbiter of failing to condemn Iran's moves on ballistic missiles and nuclear weapons. Haley finished by warning that America and Israel both needed to remain on guard. 'Americans need to be vigilant of our military bases in the region. We need to be vigilant of cyber attacks that could come our way through Iran. Iran is not done,' she wrote. As Trump's ambassador to the United Nations during his first term, Haley made the case both to him and to the global stage that the United States should back out of its 2015 nuclear deal with Iran. In the 2024 Republican presidential primary, during which she attempted to criticize the president, she also positioned herself as both a staunch defender of Israel and a Middle East hawk. After being the last of Trump's primary challengers to bow out, Haley failed to secure a place in his administration (she claimed she wanted no part in it). She is currently at the Hudson Institute, a conservative think tank, and making her way around the speaker circuit.

Slain Minnesota state House member, husband mourned at funeral

Photo courtesy of Minnesota House of Representatives June 28 (UPI) -- About 1,500 people on Saturday attended the funeral of slain former Minnesota House Speaker Melissa Hortman and her husband, Mark, in Minneapolis. The Catholic service was private but it was livestreamed on the Minnesota Department of Public Safety's YouTube page. KMSP-TV reported an estimated 1,500 people attended the service at Basilica of St. Mary, including former President Joe Biden, former Vice President Kamala Harris, and Gov. Tim Walz and his wife, Gwen, who sat next to each other in the front row. Walz was a pallbearer and gave an eulogy. "Melissa Hortman will be remembered as the most consequential speaker in Minnesota history -- and I'll always remember her as a close friend, a mentor and the most talented legislator I've ever known," Walz said. "For seven years, I've had the privilege of signing her bills into law. And I know that millions of Minnesotans will get to live better lives because she and Mark chose public service." Walz described their enduring relationship of 30 years. "There's a part of the story that belongs only to those of us fortunate enough to know the people behind that legacy," Walz said. "It takes place at CR's Billiards, where Mark loved to shoot pool on Monday nights. It takes place in the garden, where Melissa fussed over her lilies like they were wayward members of the caucus. It takes place in the kitchen, where Mark fed his sourdough starter and Melissa mixed margaritas and baked cakes, and Gilbert begged for scraps, and the sound of laughter filled the air." Robin Ann Williams, a close friend of the couple, also gave an eulogy. She explained how Mark Hortman was supportive of his wife. "Mark was also happy to stay at home ... He was always proud of Melissa, and vice versa, and they were never jealous of each other," Williams said. She remembered the families' last dinner together one week before their deaths on June 14. "We are buried in sorrow right now, but I do believe that we will experience joy again. And Mark and Melissa would not want it any other way," she said. Father Dan Griffith said the Hortmans' home in Brooklyn Park became known as "Hortman Hotel" where everyone was welcome. During his homily, Griffifth described Minnesota as "the Ground Zero place, sadly, for racial injustice, the killing of George Floyd just miles from our church today. And now we are the Ground Zero place for political violence and extremism." They leave behind two children. The couple and their dog, Gilbert, laid in state in the Minnesota Capitol Rotunda. More than 7,000 paid their respects on Friday, according to the Minnesota Department of Safety. The funeral included a flyover by a State Patrol helicopter and bells toiled at the Basilica. Vance Boelter, 57, is accused of killing the Hortmans and their dog. About 90 minutes before the Hortmans died, Boelter allegedly also shot Democratic state Sen. John Hoffman and his wife, Yvette. He was arrested near his Sibley County home the next day.

Thousands call for Thai PM's removal during Bangkok protests
June 28 (UPI) -- Protestors took to the streets of Bangkok Saturday, calling for the removal of Thailand's prime minister, less than a year after she was sworn into office. Demonstrators blocked streets in the country's capital city, taking issue with Prime Minister Paetongtarn Shinawatra's phone call with Cambodian leader Hun Sen. The call was recorded and made public this week. In it, Shinawatra appears to be close with Hun, the former prime minister and ex-military officer who is the current head of the Cambodian Senate and the country's de facto leader. Shinawatra has since apologized for the phone call, which took place because of a border dispute between the two countries. Following the phone call, Thai officials sent a letter of protest to the Cambodian government. Earlier this week, authorities closed Thailand's border to travelers looking to cross into Cambodia, following a dispute over scams. One Cambodian soldier has been killed in the rising tensions between the neighboring countries. More than 6,000 people converged for the protests in heavy rain Saturday, Thai police reported. Local media reported Saturday that Shinawatra reaffirmed the public's right to peacefully protest, in a country where previous rulers have been overthrown in military coups, including two of the prime minister's relatives. Shinawatra became Thailand's youngest-ever elected leader when she was sworn into office last August at the age of 37. The leader of the country's ruling Pheu Thai Party is the third member of her family to hold the title of Thai Prime Minister. Her billionaire father Thaksin and aunt Yingluck both led the country during separate periods. The family made its money in the telecom industry. Thaksin served as Thailand's prime minister from 2001 until 2006 when he was deposed by the military. He has had previous close ties with Hun and is set to face trial in the coming weeks over charges he insulted the Thai military. Yingluck Shinawatra served as prime minister between 2011 and 2014 and was removed by a constitutional court.
