Over 85K PDLs released through paralegal services —DILG
FROM JUNE 2024 TO MAY 2025
A total of 85,183 persons deprived of liberty (PDLs) were released from June 2024 to May 2025 through the paralegal services of the Bureau of Jail Management and Penology (BJMP), the Department of the Interior and Local Government (DILG) said Friday.
The DILG said 11,139 PDLs were granted good conduct time allowance (GCTA), 8,280 were released on probation, 23 on parole, and 8,825 on bail.
Meanwhile, 7,431 PDLs were acquitted, 16,311 were released after fully serving their sentence, 340 were required to perform community service, and 3,570 were released on recognizance.
The department said some 15,085 PDLs were also transferred to the Bureau of Corrections, provincial jails, drug treatment centers, and youth detention facilities.
Around 5,667 cases were also permanently dismissed while 6,342 were provisionally dismissed.
'The BJMP paralegal program is a key intervention aimed at addressing jail congestion, helping qualified PDLs gain timely access to legal remedies for early release,' the DILG said in a statement.
Meanwhile, it said that the BJMP is constructing 43 new jail buildings, including perimeter fences and standardized functional areas, nationwide. —VAL, GMA Integrated News

DILG: Rape, physical injury, robbery incidents fall sharply in H1 2025
The Department of the Interior and Local Government (DILG) reported Friday sharp declines in the number of focus or index crimes during the first half of 2025. In a statement by the DILG, Interior and Local Government Secretary Jonvic Remulla said incidents of focus crimes such as rape, physical injuries, and robbery logged "significant" drops from January 1 and June 6 this year compared to the same period in 2024. Remulla reported the improved numbers during the 1st Joint National and Regional Peace and Order Council (NPOC-RPOC) meeting. He said rape incidents were down 31.85%, physical injuries by 30.21%, and robbery by 26.47%. "Focus crimes are considered serious offenses that occur frequently and directly impact public safety," the DILG statement read. Remulla, who also serves as the NPOC chair, also credited ongoing anti-criminality campaigns for the improved numbers. The DILG's crackdown on loose firearms, Remulla said, led to the confiscation of 12,891 illegal firearms and the arrest of 5,314 suspects, with 4,096 of them now facing court cases. Meanwhile, authorities launched 22,649 anti-drug operations, which resulted in the arrest of 24,148 individuals and the seizure of over 200,000 grams of illegal drugs with a street value of P2.17 billion. The DILG chief also called on newly appointed chairpersons of local and regional peace and order councils to practice good governance and ensure that security initiatives are properly planned and implemented. Posthumous honors Also during the meeting, the NPOC passed a resolution commending outgoing RPOC chairpersons who served from 2022 to 2025 for their leadership. Among those honored posthumously were Negros Oriental Governor Roel Degamo and Nueva Vizcaya Governor Carlos "Caloy" Padilla. Degamo's family has blamed his death in March 2023 on former Negros Oriental third district Representative Arnolfo "Arnie" Teves Jr., who was recently brought back to the Philippines following his arrest and detention in Timor-Leste. Padilla, on the other hand, was in his third and final term as governor of Nueva Vizcaya when he passed away in May 2023. Before his death, he spent 29 years as the representative of the province's lone district, including six years of service in the Batasan Pambansa. Attendees of NPOC-RPOC meeting include senior officials in the government's security and peacekeeping cluster, including National Security Adviser Eduardo Año, Armed Forces of the Philippines chief General Romeo Brawner Jr., Philippine National Police (PNP) Deputy Chief for Administration Lieutenant General Jose Melencio Nartatez Jr., Presidential Peace Adviser Carlito Galvez Jr., and National Intelligence Coordinating Agency (NICA) Director General Ricardo de Leon. BuCor: 2,923 inmates released from April to June 2025
The Bureau of Corrections (BuCor) on Wednesday announced that 2,923 persons deprived of liberty (PDLs) were released from April 1 to June 11, 2025. 'By facilitating the reintegration of PDLs into society, the government not only helps these individuals reclaim their lives but also fosters safer communities,' BuCor Director Gregorio Catapang Jr. said in a statement. 'Proper reintegration programs can significantly reduce recidivism rates, allowing for better engagement with society and improved public safety,' Catapang said. Meanwhile, of the released inmates, the bureau said 2,373 were due to expiration of sentence, 228 were acquitted, 212 due to parole, 76 due to habeas corpus, 59 were granted probation, and two were turned over. Meanwhile, 1,204 were from New Bilibid Prison, 248 from the Correctional Institution for Women (CIW) in Mandaluyong City, four from CIW-Iwahig Prison and Penal Farm, and 42 from CIW-Mindanao. BuCor said 469 were from the Davao Prison and Penal Farm, 356 from the Iwahig Prison and Penal Farm, 134 from the Leyte Regional Prison, 180 from the Sablayan Prison and Penal Farm, and 313 from the San Ramon Prison and Penal Farm.
