Private ARC AUM may drop 4-6% as redemptions outpace acquisitions: Crisil Ratings
The rating agency said that the acquisition of stressed assets will continue to trend lower even as redemptions, which have improved in recent years, are likely to remain healthy, which will assist the ARCs.
Additionally, with the securitisation of NPAs potentially disrupting the industry's status quo, ARCs may have to seek alternative opportunities to drive growth and profitability.
The Crisil Ratings further added that with the Reserve Bank of India's (RBI) draft guidelines of April 2025 providing a framework for this new product, ARCs must prepare to pivot and adapt to a rapidly changing landscape.
This fiscal, acquisitions by private ARCs will remain subdued. SRs issued last fiscal had already reduced 29 per cent to ₹ 22,000 crore from ₹ 31,000 crore in fiscal 2024, the report added.
In the corporate segment, this was largely owing to limited opportunities given that gross non-performing assets (NPAs) for banks in the segment were at a multi-year low of less than 2 per cent as on March 31, 2025, and expected to remain subdued over the medium term, the report added.
The report further said that despite the existence of a large stock of written-off corporate loan assets, private ARCs may not be very competitive, especially for large accounts, because of competition from the only government-supported ARC with its unique guarantee-backed SR model.
As for retail assets, higher operational intensity due to stringent regulatory needs had reduced the interest among ARCs.
Subha Sri Narayanan, Director, Crisil Ratings, said, "However, retail acquisitions could see some pick-up this fiscal for two reasons. One, there is an uptick in delinquencies in certain segments, such as microfinance and unsecured loans. Two, the regulations have become more conducive. For instance, there is clarity now on appointing the selling entity as a servicer. This practice, commonly followed by ARCs, had raised eyebrows at the regulator. Moreover, ARCs can now settle retail loans under ₹ 1 crore without IAC3 approval, simplifying the process."
But such acquisitions may not necessarily be AUM-accretive, given the relatively higher discount rates in retail pools, especially for unsecured loans. Nevertheless, private ARCs will continue to tap both corporate and retail assets based on opportunity and value.
Apart from the quantum of acquisitions, the healthy trajectory of SR redemptions also had a bearing on AUM growth for ARCs.
Lower vintage of assets in recent acquisitions, higher share of retail assets that typically churn faster, and more of optimally priced cash transactions were some of the factors driving this trend.
In this milieu, private ARCs continued to see high SR redemptions at over ₹ 28,600 crore last fiscal, outpacing acquisitions for the second consecutive year.
Another aspect that ARCs have had to manage over the years is the evolving regulatory environment, the report added.
The RBI published draft guidelines on a new product, i.e., the securitisation of stressed assets, on April 5, 2025, offering lenders an alternative to the existing ARC mechanism.
This involves the selling entities -- banks and other institutions -- hawking their bad loans to special purpose entities (SPEs) that, in turn, will create securities and sell to investors.
Such SPEs may appoint resolution managers (ReMs) to be responsible for the administrative process and recovery of the underlying stressed exposures. Only the RBI-regulated entities, i.e., scheduled commercial banks (excluding regional rural banks), non-banking financial companies (NBFCs; including housing finance companies) and ARCs can be appointed as ReMs.
Aesha Maru, Associate Director, Crisil Ratings, stated, "The new product could increase competition for ARCs when it comes to acquisitions. They can look to build asset-light, fee-based business models by leveraging the existing resolution infrastructure and expertise in stressed assets resolution and become ReMs under the new framework."
"Implemented well, ARCs can reduce dependency on management fees and upside income as their primary revenue sources (which remain linked to the pace of acquisitions and redemptions) and replace that with fee income from direct transactions between selling institutions and investors. But the level of activity here would be a function of the asset quality in the financial sector," Maru further added. (ANI)

Tesla drops
Tesla New Delhi [India], July 12 (ANI): Elon Musk-owned electric car company Tesla is finally entering India this month, the company announced on Friday, putting out a teaser on its India-focused X handle. 'Coming soon,' reads the brief X post, attached with a graphic that indicates Tesla will be in India this month (July 2025). Tesla is not interested in manufacturing in India; instead, they are opening showrooms here, Union Minister for Heavy Industries HD Kumaraswamy had indicated in early June. In the later part of June, Kumaraswamy said Tesla is only interested in opening a showroom here in India. 'They want to sell their car in India. There is no further development about Tesla,' he had said. Earlier, there were reports that Tesla was interested in importing Tesla cars into India and subsequently selling them through their showrooms in India. But Tesla has been tight-lipped all through on its India operations. Early this year, Tesla Inc. officially began its hiring process in India, marking a significant step towards its long-anticipated entry into the domestic market. While Tesla had not provided an official timeline for its India launch, its active hiring had suggested that preparations were in full swing. Tesla boss Musk had in past indicated that he was interested in investing in India, but 'high import duty' structures were a bone of contention. Tesla's intention to come into India had intensified after India announced its new EV policy, under which import duty was substantially reduced and many incentives were provided for wooing global EV carmakers. In April this year, Prime Minister Narendra Modi held a telephonic conversation with Tesla CEO Elon Musk and discussed the immense potential for collaboration in the technology and innovation sectors. PM Modi had also met Musk this February in the US. (ANI)

ICEA Chairman welcomes rare earth magnet incentives, terms it
New Delhi [India], July 11 (ANI): Pankaj Mohindroo, Chairman of India Cellular and Electronics Association (ICEA), welcomed the central government initiatives to ramp up rare earth magnets production in India, particularly the incentives the latter is earmarking for. ICEA is the apex industry body representing the entire electronics sector. 'We are extremely excited, although this will make set up capacities in the longer run, but the intention is very good and I think it is very timely because the industry is facing a bit of a crisis and the supply of magnets is quite difficult to procure if we set up independent Capacity here,' the ICEA Chairman told ANI. 'It will be a true triumph. We are very excited about this announcement. The magnets is a core industry, and the processing of rare earths and metals is a very core industry. It's a very good development. I think this is a substantial sum of money. The scheme is well articulated. We'll go through the details and we will fully support the government in this great initiative,' he added. The central government has earmarked Rs 1,345 crore to incentivise rare earth magnets production in India, aimed at building domestic capacity when there are reports of global short supply. 'Some progress is going on (on the rare earth magnet production front). We have already allocated Rs 1,345 crore (for subsidy). We are on course to select the manufacturers,' Minister for Heavy Industries HD Kumaraswamy told reporters at a press conference earlier today. Heavy Industries Secretary Kamran Rizvi, accompanying the minister, said the scheme has been circulated and it is currently under inter-ministerial consultation. 'We are interested only in magnets. Anybody who gives us magnets will get incentives,' the top official said. It is expected that there will be at least 2 manufacturers who will participate in this program. Early this April, China announced a decision to implement export controls on certain rare earth-related items, pushing a supply shortage across the world, including India. India was in touch with the Chinese side, seeking predictability in the supply of rare earth metals -- which had been put under the export controls regime by the Xi administration. China's overwhelming control of global rare earth processing - commanding over 90 per cent of the world's magnet production capacity - has created significant vulnerabilities for industries worldwide. These materials are critical across multiple sectors, including automobiles, home appliances, and clean energy systems. Beyond China, there are only a few alternative suppliers of critical minerals. Finance Minister Nirmala Sitharaman announced the setting up of the Critical Mineral Mission in the Union Budget for 2024-25 on July 23, 2024. The Union Cabinet in January 2025 approved the launch of the National Critical Mineral Mission (NCMM) with an expenditure of Rs 16,300 crore and an expected investment of Rs 18,000 crore by Public Sector Undertakings. Recently, Union Minister for Coal and Mines G Kishan Reddy said the central government is actively encouraging private companies to mine and explore critical minerals overseas and bring them back into the country to serve the needs of the domestic industry.
