A source in the Human Resources Department of the Ekurhuleni Municipality has revealed to The Star that 50% of middle to senior management at the municipality is underqualified or does not meet standard requirements.
Accusations are also mounting against Ekurhuleni Executive Mayor Dr. Nkosindiphile Xhakaza over his perceived inaction in the wake of damning revelations surrounding the irregular appointment of Mr. Phakamile Mbengashe as the Head of Department (HOD) for Communications, Marketing and Tourism.
Despite widespread allegations and formal challenges regarding Mbengashe's academic credentials and experience, the mayor has yet to initiate or endorse any investigation — a silence that critics interpret as implicit protection of the embattled official.
The uMkhonto Wesizwe (MK) Party, in a strongly worded media statement, called for a full-scale investigation into what it terms an ''unscrupulous" and "politically influenced" appointment. 'The appointment of Mr. Mbengashe appears to be a result of his close ties to influential politicians within and outside the city,' said Commissar Oupa 'Sosco' Mokoena, regional coordinator of the MK Party. 'It is an affront to Black excellence to reward friends and cronies in such a manner.'
At the centre of the controversy is Mbengashe's academic record, which allegedly lacks the legally required undergraduate degree for the position — a requirement under South Africa's Local Government: Municipal Systems Act and Regulations on the Appointment of Senior Managers.
A confidential letter from the Municipal Executive and Corporate Staff Union (MECSU), addressed to city officials, specifically questions Mbengashe's qualification, claiming, 'He is allegedly holding a Master's Degree from the University of Salford in the UK, but does not possess a Bachelor's Degree or equivalent NQF Level 7 qualification.' The letter, signed by General Secretary Vukile Mlungwana, demands verification and threatens external legal action if ignored.
Independent reports have echoed these concerns. A story published by The Star revealed that Mbengashe is among a growing list of politically connected figures allegedly exploiting a loophole involving foreign qualifications.
According to the report, the South African Qualifications Authority (SAQA) has often recognised such international postgraduate qualifications without adequate scrutiny of the prerequisite undergraduate credentials.
Adding further fuel to the controversy, a leaked council report shows that out of 288 applicants for the Communications HOD position, Mbengashe, who allegedly lacks both proper qualifications and requisite managerial experience, emerged as the preferred candidate. The Democratic Alliance (DA) and Independent Citizens Movement (ICM) councillors have questioned how the vetting panel could have overlooked these glaring discrepancies.
Dr. Joe Mojapelo, ICM leader and councillor in Ekurhuleni, has written to Gauteng MEC for Cooperative Governance and Traditional Affairs, Jacob Mamabolo, calling for urgent intervention. 'It is clear the process was pushed through without proper verification or transparency,' said Mojapelo. 'This is not just a flawed appointment — it is a potential violation of municipal law.'
Sources within the City of Ekurhuleni claim the situation is symptomatic of a broader problem. 'At least 50% of senior staff in the municipality are underqualified or were irregularly appointed,' one insider alleged. 'These are not isolated incidents; it's a systemic governance issue.'
Meanwhile, MEC Mamabolo has formally requested a Regulation 17 Report detailing the appointment process and addressing all allegations. His office has indicated that if the report confirms procedural flaws or qualifications fraud, he may invoke Section 56(6) of the Municipal Systems Act to declare the appointment invalid.
Yet, Mayor Xhakaza remains silent. Requests for comment have gone unanswered, and no internal probe has been announced. Critics suggest that his reluctance to act may be rooted in political loyalties or fears of wider fallout if the appointment is reversed.
With the Regulation 17 Report due and public pressure mounting, Ekurhuleni faces a pivotal moment. Whether the city will uphold transparency and the rule of law, or continue to shield politically favoured individuals, remains to be seen.
'This isn't just about one man,' said Mokoena. 'It's about the credibility of our entire municipal administration.'

Kumandan further warned institutions that failure to upgrade identity verification and monitoring systems could expose them to serious financial and reputational risks during this high-pressure period. Accountable institutions should ensure their Know Your Customer (KYC) protocols include multi-factor authentication (MFA), biometric ID verification, and real-time document validation against trusted data sources. Dormant, inactive, or high-risk accounts should be reverified before any transactional activity is permitted. Keep customer records and risk profiles current Fraud often exploits outdated or incomplete records. Institutions should continuously refresh customer data and risk scores, synchronise records across departments, and use machine learning tools to flag anomalies. Data hygiene is more than a compliance requirement - it's a strategic shield against social engineering. Leverage technology for real-time monitoring Transaction monitoring shouldn't be reactive. Use real-time analytics to flag unexpected login behaviour (such as geolocation shifts or device changes), unusually high transaction volumes, or rapid movement in new accounts. Institutions should also monitor for red flags around SARS refund timelines, when fraudulent withdrawals are most likely to spike. Prioritise education and fraud awareness Internal teams and clients are often the weakest security link - but also the most scalable defence. SARS regularly publishes updated scam alerts on its website, which institutions should actively circulate. In-house phishing simulations, seasonal fraud briefings, and client education campaigns can significantly reduce vulnerability. Ultimately, tax season is a pressure test - not only for compliance teams, but for the systems and habits that underpin them. Institutions that invest in proactive monitoring, smarter verification, and continuous education are far better positioned to protect their clients and their reputations long after the filing deadline has passed. Sporadic gunfire was heard across Luanda and several other cities on Monday and Tuesday as people looted shops and clashed with police when violence erupted during a taxi strike. The strike was the latest in a series of protests after the price of fuel was hiked from 300 to 400 kwanzas ($0.33 to $0.43) a litre on July 1, squeezing living costs for the millions of poor in one of Africa's top oil producers. "We regret 22 deaths, including one police officer," Interior Minister Manuel Homem told reporters in a press conference on Wednesday. Nearly 200 people were injured in the violence, he said, and more than 1,200 people had been arrested. Shops and businesses remained closed in Luanda on Wednesday as security forces patrolled the city. The streets were largely empty as people stayed home, although there were some queues outside petrol stations and shops, AFP reporters said. Police in the southern city of Lubango confirmed separately that a police officer had shot and killed a 16-year-old on Tuesday. There had been similar protests the two previous weekends. Four people were killed on the first day of the unrest on Monday, according to police. Local media reported other victims on Tuesday. TV Nzinga showed women weeping over a body in a street in Luanda's central Cazenga area as people ran out of a supermarket carrying food and goods. The report did not say how the person was killed. In the same area, a young man was killed near a supermarket, apparently by a stray bullet, an AFP reporter said. Protests and unrest were also reported outside the capital, including in the city of Huambo, around 600 kilometres (370 miles) north of Luanda, police said. Images on social media also showed protests in the coastal city of Benguela, south of the capital. The Portuguese-speaking country of more than 36 million has a high inflation rate that neared 20 percent in June, while the unemployment rate hit almost 30 percent, according to the national statistics authority. Councillor Ross Strachan, Democratic Alliance Msunduzi Caucus Leader, said he had written to the KwaZulu-Natal Cooperative Governance and Traditional Affairs (CoGTA) and the Water and Sanitation to demand urgent intervention as the water crisis worsens in the municipality. Strachan said residents in parts of Msunduzi endured nine days without any water supply. He was also concerned about the Msunduzi water department's 60% vacancy rate. 'For years, residents of Msunduzi have borne the brunt of a collapsing water supply system, riddled with neglect, mismanagement, and corruption. The current crisis underscores the complete breakdown of essential services,' he said. Strachan said the DA had put forward a water rescue plan which includes the immediate ring-fencing of funds for urgent infrastructure upgrades, maintenance, and water supply capacity building. Hlela said the population has grown and the dynamics of the area have changed resulting in insufficient water supply. He said pipelines have been laid and the wait was on the completion of reservoirs. 'I know it is a daunting task but people who did not have water for eight years now have water. The challenge for us is to keep it and sustain it daily,' he said. Hlela said the Northdale area, which did not have water for several days, will receive an upgraded and larger reservoir to meet demand. He warned that the municipality cannot build pipelines and reservoirs overnight and called for councillors to be patient. 'We are working on a plan to secure funding to fix ageing infrastructure in the municipality,' he said. Nelisiwe Ngcobo, acting city manager, said the water department required long term solutions and resources. On staff shortages she said they have recruited three people in the water department recently. Ngcobo said they were making every effort to address water challenges. Reinus Niemand, an African Christian Democratic Party councillor, said the municipality has allowed it under their watch through mismanagement and corruption to deteriorate to the extent that it is now a crisis. 'Areas have not received proper water reticulation for years are a fact. Water is one aspect where politics should be set aside and innovative ways found to address the situation. The administration has failed and it is time to take hands with the private sector and civil society to pave the way forward,' he said. During the council meeting the majority of councillors voted against the PPP suggestion.
