
FATF & Pak quest for cryptocurrency
The decision comes at a time when the Financial Action Task Force (FATF), in its sixth targeted update published on 26 June 2025, has emphasized the urgent need for jurisdictions to implement robust Anti-Money Laundering and Counter-Terrorist Financing (AML/CFT) measures concerning Virtual Assets (VAs) and Virtual Asset Service Providers (VASPs).
This FATF update serves as a pivotal guidepost for Pakistan as it endeavours to pose as a responsible participant in the global crypto ecosystem, echoing global expectations articulated in Recommendation 15 (R.15) and its interpretative note (INR.15), the bases for regulating this sector since 2019.
FATF's latest report acknowledges progress made globally, including jurisdictions with materially significant VASP activity, those constituting approximately 98% of this market. The report reveals that 138 jurisdictions have been assessed under R.15 as of April 2025, of which only 1 jurisdiction is rated as fully compliant while 40 jurisdictions (29%) rated largely compliant, showing modest advancement from 2024.
FATF's findings underline that despite significant regulatory developments, including Pakistan's recent legal and institutional overtures, fundamental implementation gaps remain. FATF highlights the inability of many jurisdictions to identify natural or legal persons conducting VASP activities, lack of enforcement against offshore entities, and significant challenges in implementing Travel Rule which mandates the sharing of sender and receiver information during VA transfers. This Travel Rule has been legislated in 85 of 117 jurisdictions as of 2025, yet enforcement remains weak.
FATF particularly urges jurisdictions, including Pakistan, to formulate comprehensive risk assessments of VAs and VASPs. FATF's 2025 report shows that only 76 percent of jurisdictions have completed such assessments. Despite this, a critical shortcoming remains in the operationalization of supervisory frameworks.
FATF calls for immediate actions such as licensing, risk-based supervision, and enforcement measures. In Pakistan's case, the regulatory trajectory must include legislation that addresses both domestic and offshore VASP activity, integrating preventive mechanisms to mitigate risks related to money laundering (ML), terrorist financing (TF), and proliferation financing (PF).
The report also sheds light on emergent and growing risks. Democratic People's Republic of Korea's (DPRK) record-setting $1.46 billion theft from the VASP ByBit in 2025 and the subsequent laundering of funds through 125,000 Ethereum wallets exemplifies the scope of cross-border cyber exploitation.
Only 3.8% of these funds have been recovered, underlining the urgent need for enhanced asset recovery mechanisms. FATF's report also reveals that US$51 billion in illicit activity from fraud and scams was conducted through virtual assets in 2024, and much of it involved stablecoins, which have grown to dominate the volume of on-chain illicit transactions.
FATF identifies the use of USDT on the Tron network as a preferred channel for criminal actors due to its transaction speed and anonymity-enhancing capabilities.
FATF's recommendations for public authorities include five primary priorities. Firstly, jurisdictions must finalize ML/TF/PF risk assessments and implement mitigation strategies.
Secondly, jurisdictions must either fully regulate or clearly prohibit VAs and VASPs—with a caution that prohibition is often difficult to enforce effectively. Thirdly, regulatory frameworks must include licensing and identification mechanisms, including offshore VASPs. Fourthly, Travel Rule should be legislated and operationalized with urgency.
Lastly, regulators must monitor and address risks arising from stablecoins, DeFi arrangements, and fraud ecosystems involving AI-enabled frauds and unregulated wallets. For the private sector, FATF calls on VASPs to improve risk assessment capabilities, mitigate stablecoin-specific threats, and adopt measures that respond to scams such as address poisoning and pig butchering.
FATF also outlines its roadmap for the Virtual Assets Contact Group (VACG), which includes preparing targeted reports on DeFi, stablecoins, and offshore VASPs between October 2025 and June 2026. These reports will guide future regulatory calibrations.
The VACG is also tasked with maintaining the updated public table of jurisdictions with materially important VASP activity, which now includes nine additional non-FATF jurisdictions for 2025. FATF urges jurisdictions to designate unregulated VASPs as higher-risk and encourages adoption of 2021 updated guidance on a risk-based approach.
The current implementation status for Recommendation 15 shows improvement yet persistent challenges. Of the 138 jurisdictions assessed as of April 2025, 29% are rated largely compliant (up from 25% in 2024), 49% are partially compliant, and 21% remain non-compliant. Only one jurisdiction globally is rated fully compliant.
Within the Travel Rule domain, while 73% of jurisdictions have passed relevant legislation, only 41% have operationalized it through enforcement or supervision. FATF notes that the lack of coordination between jurisdictions remains a significant vulnerability given the borderless nature of VAs.
FATF's annexed table reveals that countries like the Bahamas, Malta, and Luxembourg have achieved considerable implementation success. In contrast, countries such as Pakistan, which are in the process of formalizing legal and institutional measures, must accelerate their alignment with the FATF's standards. As Pakistan advances toward regulating its crypto landscape, learning from these jurisdictions' approaches especially around licensing, risk assessment, and enforcement will be essential.
Pakistan must address three immediate challenges for way forward. The first is technical: establishing clear and enforceable definitions for VAs and VASPs in domestic law that harmonize with FATF's interpretive note.
The second is regulatory: building a risk-based framework that includes licensing requirements, identifies legal and natural persons operating VASPs, and implements the Travel Rule with enforceable supervision. The third is institutional: enhancing the capacity of regulators, law enforcement, and financial intelligence units to monitor, investigate, and prosecute crimes involving virtual assets.
Pakistan should also prioritize public-private partnerships with blockchain analytics firms, adopt cross-border cooperation protocols, and develop public registries for licensed VASPs. FATF's support for technical assistance, as expressed in its engagement with VACG and Global Network, offers a valuable window for Pakistan to request targeted help in closing compliance gaps.
The government's decision to legalize cryptocurrency is timely and strategically aligned with FATF's global roadmap. However, without a technically sound and enforceable regulatory regime grounded in FATF's Recommendation 15, Pakistan risks falling short of global compliance standards.
The country must now move swiftly to codify regulations, build institutional capacity, and participate in the international supervisory ecosystem for virtual assets. This will not only ensure FATF compliance but also position Pakistan as a credible and secure player in the global digital economy.

Tariff threat forces EU to hedge bets
Listen to article Barely months into Donald Trump's return to power, America's global standing has been bleeding credibility at a staggering pace, forcing many nations to prepare for a post-American world as tariff theatrics rattle the world. The American president's decision to impose a sweeping 30% tariff on EU exports has ruptured the fragile scaffolding of trust that long upheld the US-EU relationship. Although Europe has repeatedly aligned itself with Washington, often to the bewilderment of its own citizens, it appears to be showing signs of hedging its bets. EU allies, long and strangely willing to toe the American line on so-called "common" security and economic interests, are beginning to scramble for cover from Washington's whims, as the facade of shared purpose wears thin. The push for self-reliance is beginning to forge a rare moment of cohesion in the EU, finding an alternative to the disunity that marked the Brexit years. The shift was plain when European Commission President Ursula von der Leyen, while signing a cooperation pledge with Japan recently, remarked that the EU was now seeking "more reliable partners" to counter economic coercion and unfair trade practices — a barbed formulation that conspicuously sidesteps the US. Timing, too, is everything. The EU has yet to clinch a free trade deal with Washington, and the sudden tariff spike has landed like a hammer blow amid delicate negotiations with a looming deadline set by Washington. However, Europe's response is not simply reactive. European officials warned that such a tariff would "practically prohibit" transatlantic trade and inflict deep damage on economies that export over 20% of their goods to the US, with Germany alone sending over $174.5 billion worth of products in 2024. Brussels activated a first wave of counter-tariffs, suspended only until August 6, covering €21 billion of US goods. A second package, initially targeting €95 billion, was whittled down through fierce internal lobbying to €72 billion, sparing items like diagnostic reagents, semiconductor-manufacturing machines and key medical devices deemed too critical to Europe's own supply chains. Anti-Coercion Instrument Meanwhile, EU diplomats quietly dusted off their most potent, never-used tool: the Anti-Coercion Instrument (ACI). Designed in 2023 to deter economic blackmail, the ACI can impose duties, quotas, investment restrictions and limits on public procurement against any country that "coerces" EU members. Where WTO courts have failed, the mechanism allows qualified majority action — 15 states representing 65% of the EU population — circumventing the need for unanimity. Analysts observe that just floating the ACI sends a powerful signal: Europe is done being a passive victim of trade bullying. Germany, once cautious about escalation, now publicly supports considering the ACI. France has long championed it. Even Italy's far-right leadership, initially tipped to cosy up to Trump, has resisted side deals and endorsed a firm, collective stance. The recent EU-Japan pledge to deepen cooperation was one sign of the recalibration. So too is the EU's intensified internal debate over "strategic autonomy", a term that gained currency after Trump's earlier attacks on Nato and withdrawal from key international agreements. The sentiment was even more audible in the Spanish prime minister's recent statement. At a business forum in Paraguay, he not only decried the US for "unfounded and unfair" measures, but also proposed using retaliatory funds to create an EU solidarity fund for affected industries. Similarly, Denmark reported a record 74% public trust in the EU — up from 63% five years ago — crediting a shared sense of resisting external coercion. Earlier this month, the UK, still navigating post-Brexit independence, joined the WTO's interim appeals mechanism (excluding the US) to safeguard its ability to challenge future trade distortions. Asian allies are likewise on edge: Singapore's defence minister lamented that the US has shifted "from liberator... to a landlord seeking rent". Strategic autonomy A decade ago, the talk of "strategic autonomy" in Brussels elicited polite nods and little action. Today, it has become doctrine. In a recent interview with BBC, German Chancellor Friedrich Merz declared that Europe can no longer be a free rider on US security guarantees, announcing stepped-up defence spending and trilateral security dialogues with France and the UK (the so-called E3). Together, the UK, Germany and France are working on a triangular alliance of major European powers, which Merz says will focus not just on security and foreign policy but on economic growth as well. France and Germany have extended joint procurement plans, while Spain and Italy have explored loosening Nato's centrality in favour of EU-driven defence cooperation. Similarly, Spain and the Netherlands, once sceptical of EU defence, now champion flexibility in EU budget rules to fund military modernisation. Even before taking office, the German chancellor had made waves on the night of his election victory by declaring that the Trump administration was "largely indifferent to the fate of Europe". Asked in the BBC interview whether his view had shifted, he responded that it had not, noting that Trump was "not as clear and as committed as former US presidents were, former US administrations were". Observers point out that European defence budgets, long kept low relative to GDP, are now under political pressure to rise. The EU's joint procurement loan facility — €150 billion in shared borrowing — aims to accelerate drone and artillery acquisitions. An Institute for Global Affairs (Eurasia Group) report finds that Western Europeans are urging their leaders to "stand up to Trump" and even seek partial autonomy from Washington. Even before Trump's return, think tanks were noting how Washington's browbeating of Europe and Latin America was prompting those regions to forge independent arrangements — from a European "army of Europe" to new Asian trade pacts — to hedge against US caprice. One Pew report found that in the past year, only 27% of Europeans have confidence in Trump and fear is growing that a faltering US will neglect Nato and other security guarantees. Remarkably, the 2025 Democracy Perception Index shows China overtaking the US as the world's most positively viewed major power. Beijing is now negotiating a standalone climate pact with the EU. Analysts calculate that Chinese clean tech exports reduced global emissions by roughly 1% in 2024, strengthening Beijing's claim to climate leadership. Latin American nations are doing the same. Brazil, fresh from calling US tariffs "overtly political", established a new Brazilian tax office in Beijing — only the fifth of its kind — signalling where Rio now sees its most dependable partner. The old trust in American stewardship is obsolete, and Europe's halting steps toward strategic autonomy and the assertive postures of others show that a shared resolve to envision a world without Uncle Sam's shield is gaining momentum. Indian PM Modi renews ties with Maldives

Regional powerhouse India had been concerned that its small, yet strategically located neighbour was drifting towards the orbit of its rival China following the 2023 election of President Mohamed Muizzu on an anti-India platform. Since coming to office, Muizzu has secured the withdrawal of a small contingent of Indian military personnel who operated search-and-rescue aircraft in the archipelago. But he has since toned down his anti-India rhetoric, and on Friday he touted the two nations' collaboration on security and trade. "India has long stood as the Maldives' closest and most trusted partner," Muizzu said in a banquet speech alongside Modi, whom he met with twice last year. "We deeply value the friendship of India and are grateful for the timely assistance your country has extended to us in moments of need," Muizzu added. Shortly after his arrival on Friday, Modi unveiled a $565 million credit line for the Maldives, which is facing a severe foreign exchange shortage despite its thriving tourism industry. India also reduced annual repayments of an earlier credit line from $51 million to $29 million, and the two sides discussed a potential free-trade agreement. Muizzu said the new credit line would bolster the Maldives' security forces, and improve healthcare, housing and education. During his two-day trip, Modi also inaugurated a new defence ministry headquarters and several India-funded infrastructure projects, including roads and a 4,000-unit housing scheme. Modi's visit had set "a clear path for the future of Maldives-India relations", Muizzu wrote on X on Saturday as the Indian leader left the capital Male after 60th Independence Day celebrations. "Our relationship continues to grow, shaped by people-to-people ties and cooperation in various sectors," Modi wrote in his own post on X.

China's commitment, Pakistan's opportunity
EDITORIAL: While much of the developing world struggles to navigate the fault lines of a new Cold War, Pakistan appears to be managing its balancing act with unusual poise. The deepening of ties with China, reaffirmed yet again in Foreign Minister Ishaq Dar's latest meeting with Wang Yi, underscores a crucial constant in Pakistan's foreign policy: Beijing has been a reliable, strategic, and deeply invested partner, regardless of the diplomatic weather. This renewed emphasis on cooperation in agriculture, industry, and mining couldn't come at a better time. Each of these sectors holds transformative potential for Pakistan, and each has stagnated for reasons both structural and political. If China's technical expertise and capital — already well established through CPEC — can be channelled into these critical domains, the resulting multiplier effect could reshape not just trade flows, but Pakistan's growth trajectory itself. That's not wishful thinking. China's record in capacity-building and infrastructure deployment across Asia and Africa is well-documented. Pakistan, for all its internal dysfunction, has been a standout recipient of Chinese commitment, economically, diplomatically, and militarily. Even in the recent war with India, when much of the world hedged or looked away, China stood firm in supporting Pakistan's strategic space. That solidarity matters. So does Beijing's unambiguous support for Pakistan's anti-terror operations, and its confidence in Islamabad's ability to protect Chinese projects and personnel on the ground. Contrast this with the ambiguity in Pakistan's dealings with Washington. As the US increasingly views global affairs through a China-containment lens, bilateral engagement with Pakistan has become more transactional, more tactical. Islamabad can no longer afford to mistake occasional nods of approval from Washington as strategic depth. That's why Beijing's clarity, both in commitment and continuity, is invaluable. Still, Pakistan has done well to avoid open alignment in the US-China binary. Even as its relationship with China has matured into a strategic cooperative partnership, Islamabad has resisted being boxed into an anti-West posture. That balancing act is rarely acknowledged, yet it remains one of the more underrated successes of Pakistan's foreign policy. Now, with CPEC's next phase aiming at industrial cooperation and sustainable growth, this new push into agriculture and mining could expand the corridor into a truly multidimensional economic framework. Pakistan's agriculture sector, chronically underproductive and exposed to climate volatility, needs smart technology, irrigation infrastructure, and better logistics — all of which China can help deliver. Similarly, mining remains one of Pakistan's most underexploited sectors, despite rich deposits of copper, gold, and rare earths. If Beijing's entry can introduce efficiency, transparency, and export-scale production, it would be a rare and welcome inflection point. There's of course the risk of overdependence — or worse, capture — that critics often cite when discussing China's international footprint. But that framing ignores two key facts: first, no major donor has come close to matching China's scale and consistency in Pakistan; and second, the success or failure of these ventures will ultimately depend on how Pakistani institutions govern them. Blaming China for local mis-governance is deflection, not diagnosis. The priority now must be to convert this political goodwill into fast-tracked, bankable projects. Coordination mechanisms between Islamabad and Beijing already exist; they need to deliver. At the same time, messaging around this partnership must remain calibrated — not boastful, not paranoid. China does not ask for allegiance, only stability and execution. Pakistan would do well to reciprocate with seriousness, not slogans. In a world of shifting alliances and unreliable allies, Pakistan's enduring partnership with China remains a strategic anchor.
