
Time for hard choices in Scotland's infrastructure sector
There is a tendency in our industry, and perhaps across government too, to wait for the perfect conditions before moving. But those conditions may never arrive. The pace of change is quickening. Geopolitical uncertainty, ageing cross-sector infrastructure and mounting expectations on net zero all point to a delivery environment where agility and strategic clarity are absolutely critical.
One example is the shifting shape of Scotland's construction workforce. High-value energy investment in the north of Scotland is undoubtedly exciting, but it's also diverting labour away from the central belt and other regions that still need delivery to continue at pace. What we're seeing is a kind of skills migration, what I've termed a 'reverse of the Highland Clearances', that is leaving significant workforce gaps in its wake. This will, inevitably, lead to project delays and, indeed, cancellations, unless action is taken.
We need to keep all of Scotland switched on. That means investing now in apprenticeships, employability programmes and knowledge transfer. At Akela Construction, we've placed that commitment at the heart of our strategy – with 30% of our team now under 30, and a goal to reach 50% in five years. This isn't just good practice. It's necessary internal infrastructure in its own right and a core driver of long-term delivery confidence.
Being agile doesn't mean chasing trends. It means building organisational resilience and having the confidence to diversify, to engage meaningfully with government and local authorities and to set your business up for long-term value rather than short-term volatility.
Our own strategic pivot is shaped by that thinking. We've moved decisively into three integrated sectors: residential, civil and energy infrastructure. We've embedded transparent performance protocols. And we've joined procurement frameworks that allow us to tender with purpose and predictability.
But this isn't a story about Akela Construction. It's a call for urgency across our industry.
Scotland needs partners who are thinking nationally, while acting and delivering locally. That means bridging the delivery gap between high-growth energy projects and the everyday civil infrastructure that communities across Scotland rely upon.
It also means not waiting for direction from others but setting your own. Because when the ground shifts, as it's doing right now, being prepared isn't a luxury. It's what determines whether you move forward or get left behind.

Growing the economy and the art of the possible
Without economic growth, we can't create opportunity — and without opportunity everywhere, the economy won't thrive. At a time when Scottish society is ageing and too many Scots aren't in work, investing in new education, lifelong learning and training opportunities is a key priority. In a highly competitive global economy, we must back Scotland's existing strengths, such as in food and drink, financial services, and energy, whilst attracting new opportunities in data, space, and life sciences. With economic security a major concern, we must support our critical technologies clusters and develop circular solutions which safeguard our access to critical raw materials as well as attract investment to Scotland from higher UK defence spending. It isn't enough to create the conditions to produce more at home if we have nowhere to sell them. Building trade partnerships with markets such as EU, US and India is vital to help domestic firms grow. Scotland is good at making new discoveries, but we sometimes struggle to make money from them. Adapting procurement rules to make the public sector the 'first customer' for Scottish tech and research is one eye-catching idea. A post-election cross-party approach to shaping a funding model that puts our world-leading higher education institutions on a sustainable footing would ensure that our universities continue to be engines of growth and opportunity. Our infrastructure is creaking, with delays in the planning system holding back growth, so brownfield housing developments should be fast-tracked and modern methods of construction embraced to enable 25,000 homes to be built a year. Cleaning up our economy and improving living standards are two sides of the same coin. Energy transition provides a once in a generation opportunity. A relentless focus to provide economic certainty and remove barriers to skills reform, competition, infrastructure delivery, and innovation is needed more than ever to realise its potential. A pragmatic transition from hydrocarbons towards renewable and low carbon energy in the North Sea will also help the oil and gas supply chain invest in new opportunities. Empowering Scotland's regions would help align funding and unlock investment. A mission-driven approach, with government setting and sticking to high-level priorities, will enable progress by front-line organisations, and this must be backed with multi-year budgets to invest in new ideas and ways of working. Once the votes are counted, Prosper stands ready to bring government, business, the third sector and communities together to make prosperity possible for Scotland, as we have done for nearly a century. Act early to boost job outcomes for young disabled people
As of early 2025, the unemployment rate for 16 to 24-year-olds in the UK has climbed to 14.2%, with nearly 620,000 young people out of work. Almost one million are now not in education, employment, or training, which is the highest figure since 2013. For young disabled people, the risks are even greater. Without urgent action, the UK's stark and persistent 30% disability employment gap will only widen further. The solution? Earlier intervention. Through the Churchill Fellowship, I had the opportunity to explore best practice in the USA and Canada, two countries that prove starting young makes all the difference. In the USA, Pre-Employment Transition Services (Pre-ETS) introduce career support as early as five years old. This early start helps young disabled children view a career as something that is not only their right but something they should be aspiring towards. The results speak for themselves: higher employment rates, better-paid roles, and a significant economic return. For every dollar invested in early transition planning, the return is an estimated five dollars. If the UK wants to bridge its employment gap, it must take inspiration from these international models. Waiting until the final years of education to act is not enough. We need a fundamental and systemic shift in approach. All disabled children should be supported to believe that a job is within reach. This means giving the same opportunities to explore, experience and aim high. Success doesn't start at the school gates on the way out. If we're serious about helping young people thrive, we need consistent, joined-up support long before they leave education. Too often, young disabled people face fragmented systems that simply don't match the support their peers receive. Every disabled student deserves meaningful work experience, not just token placements in low-skilled roles. Scotland, and the UK as a whole, must foster ambition from an early age, no matter a child's circumstances. Failing to act now means failing an entire generation. It also means missing a huge economic opportunity. The UK simply cannot afford to get this wrong. Ashley Ryan is director of Enable Works, one of the largest employment support teams in the UK.
