
Reassessing SA's political holidays: Are they still relevant in our changing society?
South Africa, like many other countries, has public holidays that commemorate important political events.
Who can deny the importance of 27 April? If you were alive in 1994 you may well remember voting yourself, or watching other people voting for the first time.
Each of our political holidays (as opposed to religious and international holidays like New Year's Day or Christmas Day) commemorates something important.
But they are also the result of the settlement involving the forces that were dominant during the early 1990s.
For example, Cosatu and the union movement were powerful enough to ensure that there was a Workers' Day. If there had to be a negotiation process now, it is not certain that unions would have the power to force their will on this issue.
At the time, there were only two major players. Famously, when there were negotiations on issues like public holidays, decisions were made by the concept of 'sufficient consensus'.
In practice that came to mean when the ANC and the National Party agreed. It also meant that there were some clever solutions to difficult problems. The 16th of December is now the Day of Reconciliation.
Battle of Blood River
But its date was chosen to allow people to continue their celebrations of their victory over the Zulu nation in the Battle of Blood River in 1838 (the fact this battle occurred should put to bed the colonial myth that South Africa was 'empty' when white people moved into the interior of the country).
While it could be argued that we most certainly do need a day of reconciliation, no one would argue now that it should be held on that date.
But something else may now be happening. As we move further away from the historical events they are supposed to commemorate, they feel less important.
If you were alive during the Sharpeville Massacre in 1960, you might well remember the horror when it emerged that so many people had been killed by the police in one incident.
If you were not alive during that time, you might well ask why it is that Human Rights Day falls on that day, and not on the date of the Marikana Massacre (16 August 2012)? Especially, as the argument would go, when that date marks a moment when a democratic state used police to defend the interests of capital against workers.
This was always foreseeable. While our society is still defined by racialised inequality, personal memories of apartheid may recede.
This then leads to a question about whether or not our political public holidays should continue or if there should be a change.
It is likely that the ANC would argue they should all remain.
But in fact, it is possibly because of the ANC that there is also less support for some of our current holidays.
For many years it has been common practice for government figures, who were all from the ANC at the time, to almost monopolise these events.
The PAC has always been almost ignored on Human Rights Day for example, when it was they who led the march on the Sharpeville Police Station.
Generations have now grown up who have seen only ANC figures on a stage during a public holiday commemoration.
Strategy
At the time, the ANC was doing this deliberately. It was part of a strategy to remind people that they must vote for the ANC because it was the ANC that had fought for freedom from apartheid.
The impression being given was that the ANC was using these events to campaign. There were government stages and sound systems and celebrations, but all presided over by ANC figures.
But as the ANC has lost credibility, so it may also have weakened the credibility of our political public holidays.
It is true that some figures from other parties are now joining these events through the coalition. PA leader and Sport, Arts and Culture Minister Gayton McKenzie presided over the national government's Youth Day event on Monday, 16 June 2025.
Interestingly, President Cyril Ramaphosa was not there. The keynote address was given by Deputy President Paul Mashatile.
And his critics might well accuse him of using the event to campaign. Because while he is correct to say that youth unemployment is a 'moral emergency', it is interesting that he is only entering this debate now, while campaigning for the position of ANC leader.
It is a well-known facet of human culture that the meaning and importance of past events shifts according to present-day dynamics. From time to time events and figures rise and sink in prominence as present day politicians seek to use them for their own ends.
It is entirely possible, for example, that someone like Julius Malema could seek to make 16 December less about reconciliation, and more about a day to commemorate how white people took land from black people through violence.
The fact that both the ANC's armed wing Umkhonto weSizwe and Jacob Zuma's MK were formed on 16 December suggests this date might well continue to carry important significance.
Zuma could certainly continue to use the day to stir an ethnic nationalism of some kind.
But some of our other public holidays might simply continue to recede to the point where questions are asked about why we retain them.
National Dialogue
This could be one of the questions that the National Dialogue has to grapple with. And it could reveal the relative strength of certain constituencies.
For example, it seems unlikely that unions will have the power to make Workers' Day great again. And thus it could lead to that day falling away.
Women's Day is both a symptom of the government's weakness (it has failed to stop so many women being killed by so many men) and a reminder of how deep the need for change is.
But political formations formed to serve only the interests of women have failed to make important headway in our society in the past (the last party that tried this approach, Women Forward, won just over 6,000 votes in 2019).
This suggests that few people will stand up to defend Women's Day, even if there is an important need for it.
If there ever is a proper national debate about our public holidays, that will be a sign that the end of apartheid is no longer the foundation of our society. And it will reveal how power is shifting into a proper post-apartheid nation. DM

Image: Phando Jikelo / Independent Newspapers Controversial former ANC MP Boy Mamabolo says Mamabolo National Congress, which was registered with the Electoral Commission of SA (IEC) on Friday, is not a political party but a non-profit company (NPC). Mamabolo has been battling the IEC over the registration of Mandela For President, which faced opposition from both the ANC and the Nelson Mandela Foundation. "We did not register any party called Mamabolo National Congress, it's an NPC which won't even contest elections. It is an NPC that will be in support of Mandela For President party, once IEC confirms registration," he explained. According to Mamabolo, he is spearheading the building of a tripartite alliance which will be announced soon. "The Mamabolo National Congress will mobilise all the 'Kolobe clans' and all people who are bearing the Mamabolo surname to support our political party," he added. The IEC announced in a notice published in the government gazette on Friday that it had received an application of registration of a party in terms of the Electoral Commission Act. "Notice is hereby given that the Mamabolo National Congress is applying for registration in terms of the Electoral Commission Act, 1996 (Act No. 51 of 1996)," read the notice. The commission said the date on which the application will be or has been submitted to its chief electoral officer Sy Mamabolo was August 1. The abbreviation of the name of the party is MNC and it has a distinguishing mark or symbol bearing the ANC's black, green and gold colours. The IEC urged anyone wishing to raise an objection against the intended registration to do so by written notice in which are set out the grounds for the objections and which must be delivered at the office of the chief electoral officer within fourteen days after the publication from Friday. Ramokgopa says US tariffs are not linked to South Africa's transformative policies
JOHANNESBURG - The African National Congress (ANC) believes the 30% tariffs imposed on South Africa by the United States have nothing to do with policies such as Black Economic Empowerment or the expropriation of land without compensation. Dr Kgosientso Ramokgopa spoke to journalists following deliberations by the ANC's national executive committee on issues pertaining to the country's economy in Germiston on Saturday. Ramokgopa has poured cold water over criticism that U.S. President Donald Trump's retaliatory tariffs might be linked to transformative policies being championed by the ANC in government. He says the tariffs aren't targeted at just South Africa. 'Over 90 countries are experiencing US tariff imposition, so South Africa is not isolated as a result, as some may argue, of our policies like BEE and expropriation. Some of them are historic and close allies to the US. So, we don't feel isolated,' said Ramokgopa. He says the ANC believes the government must do everything possible to preserve its relationship with the United States. America is South Africa's second-largest trade partner, and while attempts have been made—including an official visit by President Cyril Ramaphosa to put together a trade deal—the Americans have been non-responsive. Despite this, Ramokgopa says the channels of communication remain open. 'We presented before them; Minister Tau, in his official capacity, continues to engage. We are still to receive a response, so the rate at which we are able to resolve this is also a function of the response we are getting from the counterparty," he added.

Ramokgopa dismisses claims US tariffs target BEE policy but admits it needs ‘tweaking'
Electricity minister said 'South Africa is not being targeted and isolated as a country'. Electricity and Energy Minister Kgosientsho Ramokgopa has denied allegations that the United States (US) imposed a 30% tariff on South Africa due to its broad-based black economic empowerment (B-BBEE) policy. The tariffs on South African goods are set to take effect on 7 August, after the South African government failed to secure a trade agreement with the US ahead of President Donald Trump's deadline. In response, the government is preparing a support package for companies expected to be affected by the 30% tariffs. Experts have warned that the automotive industry, as well as citrus farmers, will be the hardest hit by the US tariffs. ANC NEC meeting focuses on economy, US tariffs On Friday, the ANC's national executive committee (NEC) commenced its much anticipated four-day meeting at the Lakewood Conference Centre in Ormonde, south of Johannesburg. The committee last met in February. Key issues on the agenda include the state of the economy, the functioning of the government of national unity (GNU), and preparations for the 2026 local government elections. The NEC is also set to receive reports from both the national working committee (NWC) and the integrity commission. The ANC's economic transformation committee (ETC) held a media briefing on Saturday to update the public on discussions thus far. Given that the US remains South Africa's second-largest trading partner, Ramokgopa stressed the importance of maintaining the relationship. 'It has got huge economic implications to South Africa and the most direct is in relation the number of jobs that potentially could be lost as a result of these tariffs,' the ANC NEC member said. He said negotiations between South Africa and the US were ongoing, expressing hope that both countries would be able to 'find each other'. Ramokgopa highlighted the tariffs had accelerated South Africa's efforts to diversify its trade markets. Watch the briefing below: ANC defends B-BBEE Ramokgopa rejected suggestions that the US tariffs were a reaction to domestic policies such as B-BBEE or the Expropriation Act. 'South Africa is not being targeted and isolated as a country; there's over 90 countries that are subjected to these tariffs and some of them are historic.' The minister also emphasised that B-BBEE remains a core government policy, though he acknowledged it might require 'some degree of tweaking'. 'As is the case with any other policy, there are moments of reflecting on the efficacy of that policy and how we are discharging that policy. 'It remains a central pillar of our request to ensure that we fundamentally alter the economic relations of society. Ramokgopa added that B-BBEE has often been misinterpreted, which has led to exploitation. 'It's important that we are able to distinguish a criminal enterprise that abuses what we mean by black economic empowerment and the honest intentions of how we want to incorporate the participation of local communities.' Furthermore, he made it clear that economic growth and the implementation of B-BBEE were not mutually exclusive. 'You can achieve both.' The proposal, made public on Thursday, drew swift criticism from Finance Minister Enoch Godongwana the following day. The finance ministry criticised Sarb for making what it described as 'unilateral announcements that pre-empt legitimate policy deliberation'. The ministry clarified that there had been no official change to the inflation target and that such decisions would not be made during the upcoming medium-term budget policy statement (MTBPS). The Ministry emphasised the need for broad consultation involving the National Treasury, Cabinet, the Reserve Bank and others. 'What the Reserve Bank has been doing historically since the introduction of the tariff ban was to pursue a mid-point of 4.5%,' he said. While acknowledging Kganyago's suggestion to shift the inflation target ceiling closer to 3%, Ramokgopa said the ANC welcomes the debate. 'I must say we did not have sufficient time to conclude on that because it's something that has become topical and the ETC never had an opportunity to discuss that in its completeness,' he said. He confirmed that the NEC has tasked the ETC with conducting a more in-depth discussion and formulating a recommendation. 'The NEC has assigned the ETC to have a much deeper conversation and provide guidance on how best we can respond to these proposals.
