Thailand and Cambodia agree to ceasefire after days of deadly clashes

The ceasefire was announced by Malaysian Prime Minister Anwar Ibrahim, the current chair of the Association of Southeast Asian Nations (ASEAN), who mediated talks between Cambodian Prime Minister Hun Manet and acting Thai Prime Minister Phumtham Wechayachai at his official residence near the capital Kuala Lumpur. Both sides have accused the other of starting the latest border flare-up and traded blame for the ongoing fighting, which has killed at least 38 people and injured more than 200, according to figures from Thai and Cambodian officials. The dispute over their border goes back decades. The leaders indicated in a joint news conference that fighting will stop immediately, even as clashes continued on Monday morning in the hours before the peace talks. Cambodian authorities accused Thailand of striking at least two locations in the early hours, while the Thai army said clashes were taking place in three provinces. Reports of fighting dragged on even after the ceasefire was announced. The head of an evacuation shelter on the Cambodian side, Dr. Moun Nara, told CNN hours after the announcement: 'I still hear the sound of the shooting… It's not yet ended yet. Let's wait and see until midnight.' The United States and China also participated in the ceasefire negotiations.  US Secretary of State Marco Rubio applauded the ceasefire on Monday and said the Trump administration expects the two governments 'to fully honor their commitments to end this conflict.' Rubio said earlier that State Department officials were on the ground in Malaysia to assist with the negotiations. US President Donald Trump announced on Saturday that the Southeast Asian nations had agreed to ceasefire talks, but localized fighting continued throughout the weekend. Trump said he warned the Thai and Cambodian leaders that he would not make trade deals with either country if the deadly border conflict continued. 'This is an important step towards reducing tensions and restoring peace and security,' Hun Manet said in a statement confirming the ceasefire, in which he thanked the Malaysian prime minister, the Chinese government and Donald Trump specifically for their support in the negotiation process. He also announced that the two countries will establish a Cambodian-Thai General Boundary Committee, which will hold an initial meeting on August 4, hosted by Cambodia. 'Today's outcome reflects Thailand's desire for a peaceful resolution, while continuing to protect our sovereignty and the lives of our people,' Phumtham said in the news conference. 'We agreed to a ceasefire that will be carried out in good faith by both sides.' Malaysia is prepared to deploy a team to 'ensure implementation and observation' of the ceasefire, Ibrahim said, adding that both Thailand and Cambodia will resume direct communication at the level of prime ministers, foreign ministers and defense ministers. In recent decades, Thailand and Cambodia have had a complicated relationship of both cooperation and rivalry. The two countries share a 500-mile (800-kilometer) land border – largely mapped by the French when they controlled Cambodia as a colony – that has periodically seen military clashes. Recent tension had been simmering since an encounter in May, in which a Cambodian soldier was killed. Relations soured further following the release of a leaked phone call between Thai Prime Minister Paetongtarn Shinawatra and Cambodia's Hun Sen, the father of the current prime minister. In the call, Paetongtarn could be heard calling Hun Sen 'uncle' and appeared to criticize her own army's actions in the border dispute, which led to her suspension after opponents accusing her of compromising the country's interests. The most recent flare-up came after five Thai soldiers were injured in a landmine explosion last week, with the incident prompting Thailand to downgrade diplomatic relations with its neighbor. That was followed by days of deadly clashes and heavy weapons fire across their disputed border, displacing more than 139,000 people from seven provinces in Thailand, and at least 80,000 people in Cambodia. Thailand on Monday said 25 people have been killed since hostilities began, 14 of whom are civilians. Cambodian authorities previously said that in Oddar Meanchey province, which borders Thailand's Surin, 13 people had been killed, including eight civilians, and 50 wounded. The United States warned travelers to "exercise increased caution" when traveling to Thailand and Cambodia, following heightened conflict between the countries. The State Department raised both advisories to Level 2 on July 25, citing the "risk of unrest" in Thailand and crime and landmines in Cambodia. Areas near the Thailand-Cambodia border are also designated Level 4 – its highest – because of armed conflict. 'Do not travel to areas within 50km of the Thai-Cambodian border due to ongoing fighting between Thai and Cambodian military forces,' the State Department's Thailand advisory said. Cambodia and Thailand agreed to an "immediate and unconditional ceasefire" from midnight on Monday, in a bid to halt their deadliest conflict in more than a decade after five days of fierce fighting that has displaced more than 300,000 people. The Southeast Asian neighbors have wrangled for decades over border territory and have been tussling since the killing of a Cambodian soldier in a skirmish late in May, which led to a troop buildup on both sides. A full-blown diplomatic crisis brought Thailand's fragile coalition government to the brink of collapse. The advisories also highlight other potential risks. In Thailand, which has seen increased interest from travelers as the setting of the most recent season of 'The White Lotus', the State Department warned of insurgent activities in certain provinces, for example. 'Periodic violence between Thai security services and armed insurgents has been known to occur in Thailand's three southernmost provinces of Yala, Pattani, and Narathiwat,' the advisory said. 'Seventeen districts in these provinces remain under a declared state of emergency due to ongoing violent conflict.' The State Department recommended that travelers to both countries sign up for its Smart Traveler Enrollment Program (STEP), which can help them receive emergency updates, be prepared to evacuate without the help of the U.S. government, and take other safety precautions. 2 killed in Throggs Neck shooting near Bronx's Ferry Point Park, NYPD says

A fatal shooting in the Throggs Neck section of the Bronx has left two men dead and two suspects on the loose, New York City police said today. The fatal shooting happened early Monday morning on Schley Avenue, right at the edge of Ferry Point Park, a popular destination for families and others who want to spend time outdoors. A large police presence was summoned to the scene near Ferry Point Park after multiple shots were fired at the men in a parking lot, NYPD said. A 21-year-old was shot in the stomach and buttocks, and a 22-year-old was shot in the armpit and shoulder, according to investigators. They were both rushed to Jacobi Medical Center, where they were pronounced dead. As of noon, the victims' families had not been notified, police said. While no arrests have been made, investigators said they were looking for two people who were wearing ski masks when they took off from the scene on some kind of scooter. Visitors to the park on Monday said they were startled by the investigation. "Right now, I'm obviously scared because I've never heard this before. I've been living in this part of the Bronx for over 32 years," one man said. "I saw this and I'm like, 'Oh my god!'" another man said. "It caught me by surprise. I didn't expect my first day coming out to the field to work out would be two people killed." It was not immediately clear what led up to the shooting, police said. The deadly shooting on Schley Avenue comes just two days after another incident near Ferry Point Park. A 21-year-old man survived after getting shot in the torso early Saturday morning on Brush Avenue. Police were searching for four suspects who fled in a Dodge Durango, but no arrests have been made in this case either. Detectives are looking into whether the shootings are connected.
