Bengal Governor invokes British historian, demands action in gangrape case

India Todaya day ago
West Bengal Governor and Chancellor of Calcutta University, C V Ananda Bose, has expressed concern over the ongoing situation at South Calcutta Law College, an institution under the University of Calcutta. The law college is currently under scrutiny following the gangrape of a first-year student by an ex-student and his associates within the college premises. Governor Bose has demanded swift and decisive action from university authorities.advertisementA statement from the Governor said that he has been in regular communication with the Vice Chancellor of Calcutta University. He has urged the Vice Chancellor to take all necessary steps to safeguard the interests of students and ensure that college administration functions strictly in accordance with established rules and regulations.
'The governance of educational institutions must be conducted without fear or favour,' the Governor said, emphasising that this principle applies uniformly to all colleges and universities across the state.Highlighting West Bengal's historic role in imparting quality education, the Governor stated that education is not merely a path to employment, but the cradle of civility, social etiquette, tolerance, respect, and responsible behaviour. Education nurtures emotional intelligence, empathy, and the ability to resolve conflicts — laying the foundation for a harmonious and respectful society. The Governor also called on civil society to remain vigilant and to actively defend the sanctity of education. 'Those who suffer in silence are just as guilty as those committing the excesses,' he remarked, urging collective responsibility in resisting any threats to the academic environment."No one — however powerful or well-connected — can be allowed to hold an educational institution hostage or to exert totalitarian power with elements of violence. The law stands above all, and no external force can override the administration governed by established procedures and regulations," the Governor added.Quoting British historian Thomas Fuller, the Governor reminded, 'Be ye never so high, the law is above you.'The Governor reassured students of the state's commitment to their safety and education, urging them to continue their academic pursuits without fear. He also called on society to reject all attempts to disrupt the progress of education.'For every diabolical attempt to insert a 'full stop' after education,' the Governor declared, 'society must respond by turning it into a semicolon — delivering a clear message: Stop, or we shall make you stop; and the effect will be devastating for you.'The Governor's statement comes following the recent case where a first-year student of South Calcutta Law College alleged that a former student, Manojit Mishra, raped her in the presence of three of his associates. Investigations revealed that the accused had a long criminal record.- EndsMust Watch

France's Macron makes state visit to UK with migration, Ukraine on agenda

French President Emmanuel Macron arrives in Britain on Tuesday for a state visit mixing royal pageantry with thorny political talks about stopping migrants from crossing the English Channel in small boats. Macron and Prime Minister Keir Starmer will also try to advance plans for a post-ceasefire security force for Ukraine, despite apparent US indifference to the idea and Russia's refusal to halt the onslaught on its neighbor. Macron's three-day visit, at the invitation of King Charles III, is the first state visit to the UK by a European Union head of state since Brexit, and a symbol of the British government's desire to reset relations with the bloc that the UK acrimoniously left in 2020. The president and his wife, Brigitte Macron, will be driven to Windsor Castle by horse-drawn carriage, greeted by a military honor guard and treated to a state banquet hosted by the king and Queen Camilla. The British royals made a state visit to France in September 2023. Macron also will address both houses of Britain's Parliament in the building's fabulously ornate Royal Gallery before sitting down for talks with Starmer on migration, defense and investment. At a UK-France summit on Thursday, senior government officials from the two countries will discuss small-boat crossings, a thorny issue for successive governments on both sides of the channel. Britain receives fewer asylum-seekers than Mediterranean European countries, but thousands of migrants each year use northern France as a launching point to reach the UK, either by stowing away in trucks or after a clampdown on that route in small boats across one of the world's busiest shipping lanes. The UK has struck a series of deals with France over the years to increase patrols of beaches and share intelligence in an attempt to disrupt the smuggling gangs. It has all had only a limited impact. About 37,000 people were detected crossing the English Channel in small boats in 2024, the second-highest annual figure after 46,000 in 2022. More than 20,000 people made the crossing in the first six months of 2025, up by about 50% from the same period last year. Dozens of people have died attempting the crossing. Starmer, whose center-left government was elected a year ago, has pledged to smash the gangs behind organized people-smuggling. His plan rests on closer cooperation with France and with countries further up the migrants' route from Africa and the Middle East. The UK also aims to strike deals with individual nations to take back failed asylum seekers. British officials have been pushing for French police to intervene more forcefully to stop the boats, and welcomed the sight of officers slashing rubber dinghies with knives in recent days. UK Home Secretary Yvette Cooper said the French are bringing in important new tactics to stop boats that are in the water. Britain also is pushing France to let officers intervene against boats in deeper waters, a change the government in Paris is considering. Campaigners for migrants' rights and a police union warn that doing so could endanger both migrants and officers. Starmer spokesperson Tom Wells said some of the tactics being discussed are operationally and legally complex, but we're working closely with the French. The two leaders have worked closely together to rally support for Ukraine, though they have taken contrasting approaches to US President Donald Trump, with Macron more willing to challenge the American president than the emollient Starmer. Britain and France have led efforts to form an international peacekeeping force for Ukraine to reinforce a future ceasefire with European troops and equipment and US security guarantees. Trump has shown little enthusiasm for the idea, however, and a ceasefire remains elusive. British officials say the coalition of the willing idea is alive and well, with Macron and Starmer due to join an international videoconference on Thursday to discuss planning for the force. Starmer spoke with President Volodymyr Zelenskyy on Monday about the significant progress being made by military planners, the British leader's office said. US airports to drop shoe removal rule? TSA begins rolling back 9/11 security measure

In a shift in post-9/11 US airport security policy, passengers at several major airports in United States are no longer being asked to remove their shoes during standard preflight screenings, CBS News has confirmed. The Transportation Security Administration (TSA) appears to be phasing out the longstanding rule at select locations, with no official announcement made thus far. According to CBS report citing officials familiar with the development, the no-shoe-removal rule is no longer being enforced at airports including Baltimore/Washington International, Fort Lauderdale International, Cincinnati/Northern Kentucky, Portland International, Philadelphia International, and Piedmont Triad International Airport in North Carolina. Further reports from CBS News correspondents in Los Angeles International Airport (LAX) and New York City's LaGuardia Airport suggest that the relaxed protocol is being observed there as well, despite not being officially listed among the initial locations. The change affects only travellers going through standard TSA screening lines. Passengers enrolled in TSA PreCheck—who have undergone a pre-screening process—were already exempt from the shoe-removal requirement. While the TSA has not publicly announced the policy shift, a statement given to CBS News noted that both the TSA and the Department of Homeland Security are "always exploring new and innovative ways to enhance the passenger experience and our strong security posture." The shoe-removal requirement was formally implemented in 2006, several years after British national Richard Reid, now known as the "shoe bomber," attempted to blow up an American Airlines flight in December 2001 using explosives concealed in his footwear. Though Reid's plot was foiled by passengers and the flight landed safely in Boston, the incident prompted heightened security measures across US airports. Initially voluntary, shoe removal soon became a mandated practice at security checkpoints across the United States. The recent rollback marks one of the first major relaxations of that protocol in nearly two decades. While the change may come as a welcome relief to frequent flyers, it is not yet universal. Travellers flying from US airports not listed in the initial phase should still expect to remove their shoes unless they are part of the TSA PreCheck programme. There is no timeline yet for a nationwide rollback, but CBS report citing industry insiders suggest more airports could be added quietly in the coming weeks.

Jagraon: Rare political unity: Oppn, farm unions join hands to protest land pooling policy

In a rare show of unity, leaders of all major political parties in opposition and prominent farmer organisations came together on one platform in Jagraon on Monday to oppose the Punjab government's land pooling policy. Punjab Congress president Amarinder Singh Raja Warring added that while land acquisition has existed since British times, it was the Congress-led UPA government under Dr Manmohan Singh that brought a transformative law requiring 80% consent from landowners before any acquisition. (HT Photo) The protest held at the local tehsil checkpoint, saw participation from senior Congress, Shiromani Akali Dal, and BJP leaders, along with several grassroots-level farmer leaders and activists. Addressing the crowd, former Punjab chief minister Charanjit Singh Channi launched a scathing attack on chief minister Bhagwant Mann, accusing him of handing over Punjab's agricultural land to outside forces. 'Before the elections, I warned people that the 'outsiders' do not care about Punjab. But no one listened. Today, we see the consequences,' Channi said. He vowed that if Congress is voted back to power, reversing this policy would be their first decision. 'Every inch of land taken will be returned to the farmers,' he promised, calling upon all Punjabis to unite against the government's move. Punjab Congress president Amarinder Singh Raja Warring added that while land acquisition has existed since British times, it was the Congress-led UPA government under Dr Manmohan Singh that brought a transformative law requiring 80% consent from landowners before any acquisition. 'Despite this protection, if the land is forcibly taken, we will not stay silent. The Congress will launch a full-scale agitation and will gherao the GLADA office in Ludhiana on July 14,' he announced. MLA Sukhpal Khaira alleged that the CM has become a mere puppet in the hands of Delhi leadership. 'This is not just about land—it's a calculated strategy to erase Punjab's identity as an agriculture-based state. The land will be handed over to corporate mafias,' he said. Voicing similar concerns, Akali leader and MLA Manpreet Singh Ayali, BJP's advocate Vikramjit Singh Sindhu, and former Akali MLA SR Kler stressed that the land pooling policy is a direct threat to the entire state. 'This is a fight for Punjab's future. If our land is lost, our economy will collapse. The CM is merely following orders from Delhi,' they claimed. The protest was also addressed by several other leaders and representatives of various organisations including Congress general secretary Capt Sandeep Sandhu, Didar Singh Malak and Gurvinder Singh Panna from the Land Pooling Policy Sangharsh Committee, former MLAs Tarsam Jadha and Kamaljit Singh Brar, former Congress district president Karanjit Soni Ghalib, former chairman Satinderpal Singh Kaka Gurwal, Kamaljit Singh Mallah, engineer Jagdeep Singh, and farmer leaders Mahinder Singh Kamalpura, Jagtar Singh Daharka, Gurdial Singh Talwandi, among others. Government's position The Punjab cabinet had last month given its nod to the land pooling policy and asserted that not even a single yard will be forcibly acquired from land owners. Under the land pooling policy, a land owner will be given 1,000 square yards of residential plot and 200 square yards of commercial plot in fully developed land in lieu of one acre of land, the state government had said earlier. The government had also said that the land pooling policy was designed to foster transparent and planned urban development across the state.
