Green urban initiative on Kuwait's Second Ring Road first of many to come: Ahmadi Governor

KUWAIT: Kuwait has unveiled the results of its first green urban development initiative under the Green Urban Development Initiatives Committee, with a beautification and planting project along sections of the Second Ring Road. 'This marks the beginning of our committee's work,' said Sheikh Humoud Jaber Al-Ahmad Al-Sabah, Governor of Ahmadi and Chairman of the committee, during an inspection tour of the project on Saturday. 'Similar initiatives will follow across various locations throughout Kuwait.'
The beautification project, proposed by engineer Haifa Al-Muhanna and generously funded by residents of Shuwaikh residential area and surrounding neighborhoods, aims to transform a heavily trafficked stretch of roadway into a visually appealing and environmentally friendly space. 'This is nothing new for the Kuwaiti people,' Sheikh Hammoud said, praising the spirit of community engagement. These projects improve the visual landscape, reduce pollution, and enhance quality of life.'

The first and second phases of the Second Ring Road beutification initiative began on April 14 and continued for three months. The project included the planting of thousands of hardy plants adapted to Kuwait's climate. Among them are date palms, Tecoma, Pennisetum, and red oleander, chosen for their resilience and aesthetic appeal. The palm trees were especially imported with uniform heights to maintain visual harmony. A full irrigation network was also installed to ensure sustainability. 'The palm trees used in the project are non-fruiting to make maintenance easier along major roads,' Al-Muhanna explained. 'We also enhanced the soil quality to support the long-term health and appearance of the plantings.'
Spanning 1.46 kilometers and covering two roundabouts, the project reflects Kuwait's broader environmental vision, said Capital Governor Sheikh Abdullah Salem Al-Ali Al-Sabah, who also joined the tour. 'This initiative represents a major step in promoting environmental sustainability,' he said. 'It's part of a nationwide effort to create healthier and greener urban spaces that improve air quality, reduce carbon emissions, and raise environmental awareness.'

Supporting the initiative, Falah Al-Enezi, Acting Deputy Director General for Beautification at the Public Authority for Agriculture Affairs and Fish Resources, said the authority is committed to offering logistical and technical support for such efforts. 'This kind of collaboration increases Kuwait's green footprint and contributes to environmental development,' he said. Al-Muhanna thanked the local community for their support and expressed appreciation for Sheikh Humoud's direct involvement and follow-up on the project's implementation. 'The support from both residents and officials has been key in delivering this project to a high standard,' she said.
The initiative is the first major undertaking by the Green Urban Development Initiatives Committee, formed in August 2024 by ministerial decree. The committee includes senior representatives from Kuwait's agriculture authority, housing and infrastructure agencies, the Ministry of Electricity and Water, the National Council for Culture, Arts and Letters, the Kuwait Institute for Scientific Research, and civil society leaders, among others. The Indian ambassador noted that the tourist e-visa is valid for up to five years, fulfilling a long-standing request from Kuwaiti travelers, saying that business visas are available for up to one year, while medical, medical attendant, and conference visas are granted for shorter, specific durations. 'The entire process is online — [there is] no need to visit the visa application centers," the ambassador said. "You can upload documents, pay fees, and complete the application from home. Biometrics will be done upon arrival at an Indian airport.' He added, 'Visa fees are affordable, with a five-year tourist visa costing just $80, and shorter-duration visas available from $40. Payments can be made via credit/debit card or online gateways.' The launch comes at a time of deepening bilateral relations between India and Kuwait, with growing tourism, trade, and investment flows. 'Direct flights connect nine cities in India, and the number of Kuwaiti tourists visiting India is rising steadily,' the Ambassador noted. He stated, 'In 2024, approximately 8,000–9,000 tourist visas were issued to Kuwaiti nationals. "E-visa holders may enter India through 32 designated airports and five seaports. For those who prefer, the traditional method of obtaining a Regular/Paper Visa from the Indian Consular Application Centers (ICAC) in Kuwait will continue to be available."

E-Visa Categories and Application Process Dr. Swaika stated that the new system is fully digital and does not require applicants to visit any Indian visa application centers. The entire process—from form submission and document upload to payment—can be completed online through the designated portal. The e-visa will be available in five main categories: Tourist Visa Business Visa Medical Visa Conference Visa (To attend Seminars/Workshops or similar events) AYUSH Visa (for those seeking treatment or training in traditional Indian medicine systems such as Ayurveda and Yoga) One of the key highlights of this initiative is the five-year multiple-entry tourist visa, which will cost just $80. Visa fees for other categories will vary between $40 and $80, depending on the duration and purpose of the visit. 'The application process is very simple,' Dr. Swaika explained. 'Kuwaiti applicants can complete everything online, and biometric data such as fingerprints will be collected upon arrival at an Indian airport.' He also noted that the typical processing time for an e-visa is 3 to 4 working days, although some initial technical challenges may occur as the system is newly introduced. Current Travel Volume and Air Connectivity Dr. Swaika shared that between 8,000 and 9,000 Kuwaiti citizens traveled to India on tourist visas in the previous year. With the introduction of the e-visa facility, he expects these numbers to rise substantially. He also highlighted the robust air connectivity between the two nations. Under the civil aviation agreement, 12,000 weekly flight seats are allocated to each side. These flights are operated by Kuwait Airways and Jazeera Airways on the Kuwaiti side, and by IndiGo, Air India Express, and Akasa Air on the Indian side, connecting Kuwait directly to nine Indian cities. Student Visas Remain Paper-Based While the e-visa platform covers a wide range of travel purposes, student visas are not yet part of the electronic system. The Ambassador of Uzbekistan to Kuwait Ayubkhon Yunusov highlighted the rich and diverse tourism potential of his country, inviting Kuwaiti and Gulf travelers to explore its cultural and natural treasures. During the event, the ambassador announced the signing of an executive tourism cooperation program for the period 2025–2027, reflecting a mutual commitment to further developing this vital sector. He stated 'We are pleased to share that starting from June 2025; Kuwaiti citizens will be allowed visa-free entry to Uzbekistan for up to 30 days. This is a significant step towards facilitating travel and tourism between our two countries.' The Ambassador emphasized the progress made in bilateral relations, saying 'Uzbekistan and Kuwait have enjoyed 31 years of fruitful cooperation and friendship. 'The Kuwait Tourism Authority plays a pivotal role within the Middle East tourism framework. We are here with a delegation of around ten Uzbek tourism companies to build partnerships and promote our destination,' he said. Ambassador of Uzbekistan to Kuwait Ayubkhon Yunusov The Audience Osamah Al-Mekhyal Umid Shadiev, Chairman of the Tourism Committee of Uzbekistan Shadiev revealed that a national strategic tourism development plan for 2025–2026 has been issued and is now being translated into action plans tailored to Gulf markets, adding 'In the coming weeks, we will launch a package of new tourism initiatives, including investment incentives and partnerships with key players in the region's tourism industry.' Highlighting Uzbekistan's tourism appeal, Shadiev noted 'Uzbekistan is home to four UNESCO World Heritage Sites, offering a unique blend of mountain adventures, rich history and cultural depth. Kuwaitis are natural explorers, and we welcome them to experience something truly special.' He also extended a call to Kuwaiti investors 'The Uzbek government offers direct financial support of up to $5,000 per hotel room constructed, meaning a 100-room hotel can receive up to $500,000 in incentives. We see great potential for Kuwaiti investment in our tourism infrastructure.' Despite growing interest from the Gulf, he acknowledged that only about 500 Kuwaiti tourists had visited Uzbekistan so far, stressing the importance of this promotional event in building sustainable partnerships. Commenting on bilateral ties, he added 'The historic visit of the President of Uzbekistan to Kuwait last February marked a turning point in our relations. It resulted in the signing of several agreements in tourism, investment, and cultural exchange including an MoU between the Uzbek Tourism Committee and Kuwait's National Council for Culture, Arts and Letters.' For his part, Assistant Undersecretary for the Tourism Sector of the Ministry of Information and Culture of the State of Kuwait, Osamah Al-Mekhyal, emphasized that hosting the event reflects the strong and growing ties between the two countries. He stated, 'This gathering underscores our shared desire to open new horizons of cooperation in tourism, which will serve the mutual interests of our peoples and enhance cultural and economic exchange.' Al-Mekhyal described Uzbekistan as a promising tourism destination, rich in history, culture, and natural beauty, with a unique oriental cuisine, adding 'This event is a valuable opportunity to explore the country's vibrant tourism diversity and foster new partnerships for future collaboration.'
