Bhopal: The state cabinet, headed by chief minister Mohan Yadav, on Tuesday approved the Madhya Pradesh Public Service Promotion Rules, 2025, ensuring the representation and protection of interests of the reserved categories.
After nine years, the state govt on Tuesday opened the doors for the promotion of govt employees. Briefing the media after the cabinet meeting, the minister for urban administration, Kailash Vijayvargiya, said, "In the last nine years, there were many hindrances in the way of promotion of state govt employees. This time, we found a way for giving promotions."
He further stated, "With promotions, the lower rank posts will get vacant, making way for fresh recruitments."
He mentioned that the govt has taken all precautions to maintain and respect the high court and other court orders, so that there are no legal complications with the promotions.
Provisions have been made to include 20% reservation for scheduled tribes (ST) and 16% for scheduled castes (SC). SC and ST public servants will also have the opportunity for promotion based on merit, the minister said.
A state govt release explained, "Departmental Promotion Committees may meet in the current year to prepare selection lists for the next year's vacancies.
Due weightage will be given to seniority, and among senior officials, those obtaining the minimum qualifying marks will be eligible for promotion. For Class I officers, a merit-cum-seniority principle will apply."
For Class IV employees, there will be no marks system; they will be promoted solely based on suitability. Even partial service in a year will be considered as full qualifying service. Provisions have also been made to allow promotion against posts vacated by officers on deputation who will not be available in the promotion year.
The rules ensure that posts available on a particular day are filled, based on merit and representation of reserved categories.
Approximately 2 lakh new posts will be created with the promotions, leading to enhanced administrative efficiency and effectiveness.
In another decision, the cabinet approved the establishment, operation, and construction of 459 new anganwadi centres in special tribal areas under the PM-JANMAN (Pradhan Mantri Janjatiya Nagarik Mahaabhiyan) scheme.
Approval was also given to create 459 honorary posts for anganwadi workers, another 459 posts for anganwadi helpers, and 26 regular supervisory posts.

xpenditure on the scheme from fiscal year 2025–26 to 2030–31 will be made as per the approval received by the Centre. The total estimated cost of implementation is Rs 143.46 crore, of which the Central share will be Rs 72.78 crore and the state's share Rs 70.68 crore.
The cabinet also approved a total estimated expenditure of Rs 5,163 crores for ongoing and upcoming capital projects of Madhya Pradesh Power Transmission Company Limited (MPPTCL) for the period 2025–26 to 2029–30. The funding will comprise 20% equity from the state govt and 80% as loans from financial institutions and banks.
Key allocations include Rs 1,154 crores for construction and upgradation of transmission systems approved by the central transmission unit, Rs 185 crores for power infrastructure for Simhastha–2028, Rs 1,015 crores for construction of new extra-high-voltage substations, Rs 54 crores for new EHV (Extra High Voltage) lines for uninterrupted power to Morena Division HQ and northern Gwalior, and Rs 1,280 crores for capacity enhancement of existing EHV transformers.
In yet another decision, the cabinet approved the establishment of district treasuries in the newly formed districts of Pandhurna, Maihar, and Mauganj.

His counsel, senior advocate Maninder Singh, claimed the ED's application was vague, lacked jurisdiction, and failed to meet the legal threshold under the FEO Act. Singh had further argued that the monetary value of the alleged offence did not exceed Rs 100 crore, referencing a 2020 submission by the Income Tax Department. He also pointed out that the UK High Court had discharged Bhandari, and no fresh warrants were pending against him. The UK High Court had earlier blocked Bhandari's extradition on human rights grounds, citing risks of extortion and violence in Indian custody. The Indian government's subsequent attempt to challenge the decision in Britain's Supreme Court was also rejected.
