Authorities Rescue Girl Whose Mother Livestreamed Her Sexual Abuse

A 9-year-old Vietnamese girl who was sexually abused by her mother for customers watching on smartphone apps in the United States and elsewhere has been rescued and her mother arrested, according to U.S. authorities.
The abuse, which a man in Utah recorded from a livestream feed after paying to watch it on his iPhone, was reported by The New York Times in December as part of an investigation into the role mothers play in the online exploitation of their underage daughters. Officials at that time said a rescue mission was in progress, but they only now announced that it had been successfully completed.
The woman, whose name was not released, used multiple apps available in the Apple and Google stores, including the video chat platforms Bigo Live and BuzzCast as well as WhatsApp. The woman also created made-to-order videos for customers, according to Tanya Roman, a spokeswoman for the U.S. Department of Homeland Security.
Law enforcement officials in Vietnam did not respond to a request for comment.
The woman lived in rural Vietnam and told the authorities that she 'needed the money,' Ms. Roman said. The girl is now in state care, and her mother has been charged with raping a person under 16 years old and production of child sexual abuse material, according to Homeland Security. If convicted, she faces a sentence of 20 years to life in prison.
The authorities are waiting to obtain access to the woman's phone, which they expect will contain valuable leads on her American buyers. The man from Utah told The Times that he paid $550 for the mother and another woman he contacted online to sexually abuse their daughters. He later reported the sessions to the Canadian Center for Child Protection, which verified the abuse to The Times.
'The No. 1 offending country is the United States,' said an undercover agent with Homeland Security, who was involved in the case and spoke on the condition that he not be named to protect his ability to do his work. 'They're the ones paying for this abuse.'

Jul. 3—An Owatonna man has been charged with domestic assault following an altercation Wednesday afternoon in Austin. Joshua Scott Sexter, 23, was charged with felony domestic assault by strangulation and gross misdemeanor domestic assault in Mower County District Court Thursday. According to the court complaint, Sexter allegedly assaulted a woman he is in a relationship with and that during the altercation allegedly choked her twice from behind. Both times she was able to escape by pinching his arm. The complaint states that Austin Police Department officers were dispatched to the incident at just before 7 p.m. on Wednesday, July 2. When officers talked with the victim, she stated that she and Sexter started arguing around 3:30 p.m. in the afternoon before Sexter left the house, picking up again after he returned back to the residence. One of the officers observed a small scratch just below the chin of the victim with some redness on the left side of her neck. There was also a scratch on her left cheek, just above her mouth and another on her nose. When he was questioned, Sexter denied the assault and noted that tensions were high due to money issues, however, he also said "there was an altercation and the kid was crying." Sexter is slated for an initial appearance on July 17.

The Waterford Police Department is warning residents of a scam where the caller claims to be an officer and tells the victim that they missed jury duty. Police say the scammer would use the name of an actual police officer in the department and instruct the person to call 248-814-2780. Authorities say the scammer would have the victim's name, address and other personal information. "Fortunately, we are not aware of anyone calling that number or what the rest of the scam may have entailed," police said in a news release. "The Waterford Police Department does not contact anyone regarding jury duty, for any reason. No law enforcement agency or court will communicate by phone regarding jury duty, outstanding warrants, fines or fees owed, or any other court matter." Police advise anyone who receives a similar call to hang up and not engage with the scammer. Residents should also delete any text messages and emails that they are not familiar with and spread the word to family members, specifically elderly people.

Jul. 3—A man was indicted for allegedly shooting a man near a Dayton bar in June. Jacob A. Brady, 27, was indicted on two counts of felonious assault, one count of tampering with evidence and one count of illegal possession of a firearm in a liquor permit premises. Each felonious assault charges also included a three-year firearm specification. The charges stem from June 22, when Dayton police responded to a shots fired call at Pat's Bar, 2725 Linden Ave. When officers arrived, they learned a man had been shot and was taken to the hospital in a private vehicle, where he was listed in critical condition. Crews gathered bullet casings and began speaking to witnesses. According to an affidavit filed in Dayton Municipal Court, surveillance video showed a man, later identified as Brady, shoot a person. "It appeared that Jacob Brady shot (the man) due to a female that had dated (the man) and did not want to be romantically involved with Mr. Brady," a detective wrote in the affidavit. Brady told police he shot the man because he made threats, court documents said. "Mr. Brady was investigated on jail calls laughing at the fact he had shot (the man), stating, 'I'm gonna put that on a t-shirt, BLAM, that boy down,'" an affidavit read. Brady is currently in the Montgomery County Jail, and is scheduled to be arraigned July 8.
