CNLU to do socio-legal study on witchcraft persecutions

Time of India10-07-2025
Patna: Taking strong note of the recent horrifying incident in Purnia district, where five members of a family were burnt alive over witchcraft accusations, the Gender Resource Centre (GRC) of Chhanakya National Law University (CNLU) on Thursday decided to undertake a socio-legal study to assess the effectiveness of the Bihar Prevention of Witch Practices Act of 1999.
At a meeting held under CNLU vice-chancellor Faizan Mustafa, the legal experts emphasised the need of studying in detail how gender, caste, class and religion intersect the subject of witchcraft accusations and persecution.
Referring to National Crime Records Bureau data (2000-2016), CNLU senior teacher P P Rao pointed out that over 2,500 women were killed on witchcraft charges during the period. He said that a 2023-24 survey revealed that approximately 75,000 women in Bihar face the threat of being labelled as "daayan" (witch), highlighting the need to bridge knowledge gaps through empirical research and foster a society free from gender-based discrimination and violence.
Mustafa called for an intensive research on this subject. "Although laws establish the parameters for acceptable conduct within society, their efficacy is often constrained without commensurate shifts in social attitudes, cultural practices and supportive mechanisms. In this context, evidence-based research is crucial in understanding the nuances of social problems and developing effective interventions," he said.

He added that at the core of witchcraft accusations and persecutions lie fear of evil, intertwined with pervasive gender bias, superstitious beliefs and religion. While laws can provide the framework for change, comprehensive research leading to careful analyses of the underlying social dynamics is necessary for achieving effective and sustainable reform, asserted Mustafa.
Director of GRC, Ayushi Dube, said that the proposed study will be as a critical step towards addressing witchcraft-based persecution and fostering gender justice and social reform in Bihar.

HC stays conviction of vax scientist for wife's suicide; cites 'national interest'; allows returns to duty

. DEHRADUN: Uttarakhand HC has suspended the conviction and five-year rigorous imprisonment of a vaccine scientist found guilty of abetment to suicide following the death of his wife in 2015. Justice Ravindra Maithani granted the relief to Dr Akash Yadav during the pendency of his appeal, saying his role was "undoubtedly essential for public health and national interest" and his conviction had rendered him ineligible to continue contributing to vaccine programmes. Yadav, a vaccinologist with a PhD in biotechnology from IIT-Kgp, had been working as a senior manager at Indian Immunologicals Limited, a PSU that makes human and veterinary vaccines and plays a critical role in national immunisation efforts. tnn Court allows scientist to resume duties at IIL Yadav was convicted by a sessions court under IPC section 306 for abetment to suicide but was acquitted under section 304-B (dowry death) and the Dowry Prohibition Act. He married on May 7, 2015. His wife, who was employed at Pantnagar University, was taken to her maternal home by her brother on July 4, 2015, while Yadav was working in Hyderabad. She resumed her duties but died by suicide on Dec 14, 2015. In her suicide note, she stated that her husband would be responsible for her death. Yadav was arrested on May 11, 2017, and after spending more than three months in jail, he got bail on Aug 28. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Indonesia: New Container Houses (Prices May Surprise You) Container House | Search ads Search Now Undo On Jan 21 this year, the sessions judge of Rudrapur sentenced him to five-year RI and a fine of Rs 20,000 under Section 306. After being granted bail, Yadav filed an interim application under section 389(1) of the Code of Criminal Procedure, seeking suspension of his conviction. He submitted that because of the conviction, he had become disqualified from working with Indian Immunologicals Limited (IIL) and was unable to resume his scientific duties. His counsel argued that the case met the criteria for exceptional circumstances, as the conviction had a direct impact on "work of national importance." Justice Maithani noted that an appellate court can suspend a conviction if failure to do so would result in injustice or irreversible consequences. He cited the Supreme Court rulings in Navjot Singh Sidhu vs State of Punjab (2007) and Rama Narang vs Ramesh Narang (1995) and said that courts must examine whether maintaining the conviction would unfairly affect a person's professional standing or public interest responsibilities. The bench observed, "This was a greater issue of public health and national interest. In light of the afore-stated reasons, the court was of the view that this was a fit case in which the order of conviction as well as execution of sentence, appealed against, should be suspended." The high court suspended both the conviction and sentence during the appeal's pendency, allowing Yadav to resume his duties at IIL. Two ambulance staff held for dumping injured man near health centre in Prayagraj, resulting in his death

Prayagraj: Two employees of the ambulance service were arrested by a joint team of Special Operations Group (SOG) and Kaushambi police on Sunday for allegedly dumping an injured man near a community health centre (CHC) in Alamchandra village on July 31. The man died while undergoing treatment at SRN hospital on Aug 1. Kaushambi SP Rajesh Kumar said, "On July 31, the village watchman alerted the police about an unidentified man lying unconscious near Pulia Road. Local police responded promptly, taking the man to Manjhanpur district hospital for treatment. Due to his serious condition, he was referred to SRN hospital in Prayagraj, where he succumbed to his injuries." After scanning CCTV footage, mobile call details, cops managed to arrest both the ambulance employees, Naresh Kumar and Ashish Mishra, near Sayyad Sarawa road. Taking a serious note of the incident, Kaushambi police have registered an FIR under relevant sections against the ambulance employees. Police said that both ambulance employees did not perform their duties sincerely and dumped the unconscious man near Pulia Road instead of getting him admitted to the hospital. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo The ambulance employees confessed to the police that they were informed by a man on July 31 about an unconscious individual lying near Mundera Mandi Road in Prayagraj, with foam coming out of his mouth. The 108 ambulance crew responded to the call and initially headed to Bhagwatpur's 100-bed hospital. However, en route, they decided against taking the unconscious man there, anticipating no doctors would be on duty and the hospital staff might refuse admission due to the lack of an attendant. Instead, they turned back towards the Prayagraj-Kanpur highway and proceeded to Alamchandra community health centre (CHC). The ambulance crew, anticipating a similar situation at Alamchandra CHC due to the absence of doctors, decided not to take the unconscious man there. Instead, they abandoned him near Pulia Road and left. Later, someone dialled 108 and 112, and the police took the unconscious man to Manjhanpur district hospital. The doctors there assessed his condition and referred him to SRN hospital for further treatment. Telangana man trapped in UAE after 2 job agents misuse his bank account

Hyderabad: A 25-year-old worker from Telangana is facing a travel ban in Dubai after a bank account in his name was allegedly misused by two individuals. The family of the victim, M Ganga Prasad from Velpur in Nizamabad district, approached 'Pravasi Prajavani' on July 25 and addressed a letter to chief minister A Revanth Reddy outlining the problem he is facing. "We have taken up the issue with the police, acting on the complaint made by the family, which has named two individuals from Telangana itself in connection with the fraud. The govt will send a letter to the Consul General of India in Dubai requesting legal assistance for him," said Mandha Bheem Reddy, vice-chairperson of the NRI advisory committee, speaking to STOI on Saturday. Prasad's case is unusual in the sense, four years ago, he was promised an IT-related job in the UAE. Two agents, one from Nizamabad and the other from Hyderabad, facilitated his travel, assuring him that he would eventually be sent to Europe on a work visa. The agents also collected 8.7 lakh from the victim. When the landlord did not receive rent for a period, he approached the police. It was on April 13, 2025, while Prasad was returning to India, that he was stopped at the airport by immigration authorities. He subsequently approached the Sharjah police on April 15 and was informed that a case had been filed against him concerning a tenancy dispute. Prasad was taken into custody and produced before the court. He paid AED 4,000 immediately and was released on bail. "However, he is still liable to pay AED 23,000 (approximately 5.4 lakh) to settle the case and have the travel ban lifted," Prasad's father, M Bojanna, stated in the letter to CM A Revanth Reddy seeking assistance. Prasad's brother, M Sai Prasad, told STOI that they had also submitted a representation to the Nizamabad police, urging them to take action against the alleged job agents who defrauded his brother. As he didn't have a job, Prasad supported himself by working as a cook, his brother added. Although he had no IT qualifications, the agents had promised him an IT-related job, allegedly to 'build his profile' for eventual relocation to Europe.
