Sabah to formulate Youth Development Enactment

KOTA KINABALU (May 17): The State Government will formulate the Sabah Youth Development
Enactment making it the legal platform to strengthen the management of youth organisations, expand recognition of youth activism and ensure a more structured space for development, said Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor.
Speaking at the state-level National Youth Day celebrations at the Kota Kinabalu Sports Complex here today, Hajiji said:
'With this enactment, we want every youth leader to be given the time, space and support to lead confidently and continue to contribute to the state without being sidelined due to policy changes.'
He said the State Ministry of Youth and Sports (KKBS) and the Sabah Youth Council (MBS) have been entrusted to look into this matter including the youth age transition policy issue.
'KKBS and MBS will conduct a comprehensive study on the youth age transition policy as the issue needs to be thoroughly studied, taking into account social structures, organisational maturity and on-ground realities, particularly in Sabah,' he added.
The Chief Minister said youth development in Sabah will continue to be the State Government's priority, including the provision of skills and tools necessary for them to lead the state in the future.
'Under the GRS-PH administration, the State Government has done much for youth development.
'Political stability has opened up opportunities for continuous development and people-centric policies, including in the aspect of youth development,' he said.
Hajiji said the Head of State, Tun Musa Aman, in his policy speech had emphasized that youth development should be prioritized, particularly in the aspects of education, skills and leadership.
'Therefore, the State Government has consistently taken into account the aspirations of the youth, including efforts to equip them with the knowledge and skills they need.
'This is to ensure that when the time comes for the younger generation to take over the helm of leadership, they will be qualified and capable of taking the state and country to greater heights,' he said.
The Chief Minister said that the State Government had launched several initiatives and educational assistance programmes that have benefited students in this state.
He said new initiatives such as the Sumbangan Mahasiswa Pengajian Tinggi dalam Negeri (SENTOSA) and Sumbangan Kegiatan Sekolah Secara One-Off (SUKSES) have also been introduced to expand access to higher education and support school activities.
These initiatives are among the 13 educational initiatives provided to students, schools, Parent-Teacher Associations (PTA), and Sabah undergraduate associations both domestic and abroad, totalling RM75.5 million, he said.
'Other initiatives that have been implemented and continued this year include the One-Off Cash Assistance for IPT Registration (BUDI), Computer Assistance Programme (BAIK), Special Cash Examination Assistance (BAKTI), and the State Education Fund Assistance (BISTARI), Sabah Malaysia University Student Secretariat (SEMESTA), and the Sabah Student Flight Ticket Assistance (GRSSUBFLY).
'In the area of skills development, the State Government continues to strengthen Technical and Vocational Education and Training (TVET) and technical training programmes in the state.
'More than 179 courses in the fields of science, technology, innovation, and languages were conducted last year, with over 35,000 enrolments. We also encourage our youth to venture into Sabah's growing oil and gas industry to enhance their skills and to meet the future demands of the energy sector,' he said.
Hajiji said the State Government is also focusing on youth development in sports by constructing and upgrading sports infrastructure such as sports complexes, youth arenas and multipurpose courts in the rural areas, which are now being utilised by the local communities.
At the same time, he said high-impact programmes such as the Sabah Maju Jaya Fellowship (Felo SMJ) and the Sabah State Youth Council implemented in collaboration with the Sabah Youth Council, as well as the Sabah Youth Leadership Incubator (IKEBS) provide an excellent platform for our young to hone their skills within the state's leadership and governance ecosystem.
He also expressed confidence in the Sabah Youth Council, supported by the Sabah Ministry of Youth and Sports (KBSS), as the main body and backbone of the state's youth movement.
'Therefore, I want the Sabah Youth Council to continue leading the youth throughout the state with full dedication and continuously introduce the best, relevant and inclusive initiatives and programmes for the holistic development of the young generation,' he said.
Hajiji urged the youth to stay united with the government and support all initiatives for their benefit and the well-being of the people.
'Let us work together with the government to maintain political stability and economic progress through cooperation and continuous support. This is crucial for the smooth implementation of development in the state.

PENAMPANG: The Kaamatan and Gawai festivals serve as more than just symbols of gratitude for the harvest season. They are also platforms to strengthen the bond between Sabah and Sarawak as fellow Bornean states, said Chief Minister Datuk Seri Hajiji Noor. Speaking at the Kaamatan-Gawai Gala Dinner 2025 at the ITCC's Grand Ballroom last Saturday, Hajiji said the close relationship between both states must be preserved as the foundation for fostering unity and harmony among the multi-racial communities in East Malaysia. 'Sabah and Sarawak do not just share borders, but also the Bornean identity that is rich with culture, customs and traditions. We must strengthen this relationship for our mutual progress and prosperity,' he said. His speech was delivered by Deputy Chief Minister II cum State Local Government and Housing Minister Datuk Seri Dr Joachim Gunsalam. Hajiji noted that the celebration of Kaamatan-Gawai symbolises consensus and appreciation for ancestral heritage, while strengthening the spirit of goodwill among the Kadazan, Dusun, Murut, Rungus, Iban, Bidayuh, Dayak and other indigenous communities. He said the cultural diversity of various ethnic groups in Sabah and Sarawak has become a tourism attraction capable of introducing local heritage wealth to the international level. 'Such celebrations can be held because of the peace and harmony we enjoy. Malaysians should be grateful to live in a country that prioritises racial unity and stability,' he said. He said unity and tolerance between races and religions remain the country's main strength, which is difficult to find in other nations today. 'Racial unity must be enhanced so that future generations understand that Malaysia is a country for all citizens regardless of background,' he added. Hajiji welcomed closer cooperation with the Sarawak government in various fields including economics, education, investment and cultural exchange, particularly involving youth participation. He said the State Government is also committed to empowering rural communities, protecting customary land and expanding access to education and digital services to ensure no citizen is left behind in the development stream. 'Every Sabahan deserves fair opportunities for mutual prosperity,' he said. He expressed appreciation to all parties who made the event successful, including artists, community leaders and volunteers who continue to keep alive the spirit of Bornean culture. Kota Kinabalu: Chief Minister Datuk Seri Hajiji Noor called on media practitioners to carry out their duties with integrity, guided by the principles of professional and responsible journalism. He said the success and dissemination of government policy implementation also depend on the vital role of the media in conveying information clearly and effectively to the public. In the context of state development, he said the Government remains committed to implementing various initiatives that benefit the people and accelerate Sabah's progress through the Sabah Maju Jaya Development Plan. 'As a sector with close collaboration and ties with the Government, the media also plays a role in delivering information on state government development policies, particularly under the Sabah Maju Jaya (SMJ) Development Plan. 'Therefore, I hope this strategic cooperation will continue to be strengthened and that the good relationship between us will be further enhanced to help the Government disseminate key information to the people regarding the State's development agenda and direction. 'Media reports also assist the Government in understanding what is happening at the grassroots level, including the concerns of the people. Certainly, the Government welcomes such reports and coverage from media practitioners, as a bridge connecting the Government and the people,' he said. His speech was delivered by Assistant Minister of Tourism, Culture and Environment, Datuk Joniston Bangkuai. Hajiji expressed hope that the media will continue to play an important role as a trusted source of information, a provider of accurate news and a platform for faster and more precise updates to society. He said the Kinabalu Press Awards, organised by the Sabah Journalists Association (SJA) in collaboration with the State Government and other sponsors, aims to recognise and appreciate the commitment and capabilities of media practitioners in the State. 'This event also serves as an excellent platform to inspire media practitioners to remain motivated, focused and responsible in carrying out their duties transparently and ethically,' he added. In this regard, he said the Government has never overlooked the media's important role in society and continues to support programmes such as the KPA through financial sponsorship contributions. 'The State Government greatly values and understands this need, and in fact, sponsorship support has increased every year. 'I also extend my congratulations to all the winners. Kota Kinabalu: Chief Minister Datuk Seri Hajiji Noor said the State Government is leaving the matter of two assemblymen facing corruption charges to the legal process. 'We respect the law and we will let the legal process take its course. The Gabungan Rakyat Sabah (GRS) State Government will not interfere in any investigation and legal action on any of its government leaders,' he said in a statement, Monday. He was commenting on Sindumin Assemblyman Datuk Dr Yusof Yacob and Tanjung Batu Assemblyman Datuk Andi Muhammad Suryady Bandi, who were charged with corruption before Sessions Court Judge Jason Juga, here, Monday. On their position in the present government, Hajiji said he would consider this carefully in due course after all relevant information and reports have been received. Hajiji said the GRS State Government is committed to ensuring integrity in the administration and management of the Government. Andi, who is Assistant Industrial Development and Entrepreneurship Minister, and Dr Yusof, who is Qhazanah Sabah Berhad Chairman, have been accused of receiving money from one Dato Tei Jeinn Cheing as an inducement to assist in securing a mineral exploration licence for two companies owned by his (Tei's) business partners. Tei was also charged in the same court for giving bribes (see separate reports on this page). At the Lotud Cultural Festival at Hone Hall in IPGM Kent, Tuaran, earlier, Hajiji urged the people not to be influenced by unverified stories making the rounds in social media. He said with election looming, many untruths are being spread in the social media platforms. 'Do not make the wrong choice, the present State Government has made many achievements in developing Sabah through strategic planning in education, tourism and collaboration with Petronas to get more revenue for the State. 'This election is a major challenge and it is a golden opportunity for the people to choose a government that is not only sensitive to the needs of the people but is also a government that is based on local aspirations,' he said. The Chief Minister also said only during the GRS administration has so much assistance been rendered to students. Never before were Sabah students studying in Peninsula Malaysia able to return to their hometown during all major festivities. 'We want to help lessen the burden of our students,' he said. Hajiji said investments have been coming into Sabah so much so the Sabah Oil and Gas Industrial Park (Sogip) in Sipitang is now fully occupied. The latest is a Singapore-based company which is bringing in RM19.5 billion total investments in three phases, he said, adding that in the first phase alone, the project required some 8,000 jobs. 'This is our aspiration to create jobs for the people of Sabah,' he said. The Chief Minister also lauded the initiative of the organiser of the BBKWDDP Lotud Cultural Festival to help preserve the Lotud community's culture and tradition. 'The State Government fully supports such initiatives that strengthen cultural values and empower youth through heritage and cultural activities,' he said. Hajiji reiterated his hope for the Dusun Lotud to become a progressive race and be at par with other communities in the State.
