Sarawak allocates RM13.5 bln to Regional Development Agencies for 1,571 projects
KUCHING (May 28): Sarawak has provided an allocation of RM13.5 billion to all nine Regional Development Agencies in the state with each agency receiving an allocation of RM1.5 billion, said Deputy Premier Datuk Amar Douglas Uggah Embas.
The State Minister of Finance and New Economy II said of the RM13.5 billion, RM7.5 billion was allocated under Sarawak's annual budget to finance the implementation of 901 development projects under the supervision of the five Regional Development Agencies.
'Among them are the Sri Aman Development Agency (SADA), Betong Division Development Agency (BDDA), Rajang Delta Development Agency (RADDA), Greater Kuching Development Coordinated Agency (GKCDA), and Mid Rajang Regional Development Agency (MiRRDA).
'Of the total, 894 projects are physical projects, while seven are non-physical projects,' he added when delivering his winding-up speech for the ministry at the State Legislative Assembly sitting, today.
He said that as of April 2025, 82 projects or nine per cent had been completed and that the remaining 819 projects or 91 per cent were in various stages of implementation.
In addition, he also said RM6.0 billion has been allocated under Alternative Financing for projects under the supervision of regional development agencies.
'These include the Northern Regional Development Agency (NRDA), the Highland Development Agency (HDA), the Upper Rajang Development Agency (URDA), and the Integrated Samarahan Regional Development Agency (IRSDA).
'To date, a total of RM3.19 billion has been spent with 601 projects completed,' he said.
Uggah said Sarawak had established various Regional Development Agencies to bridge the development gap between urban and rural areas and accelerate infrastructure development throughout Sarawak.
The initiative, he said, was implemented through a bottom-up approach in project planning and implementation.
Regarding the performance of project implementation under Alternative Financing, Uggah said that this year the Sarawak Government had allocated a total of RM8.12 billion for the implementation of 1,571 projects.
'As of April 2025, a total of RM1.11 billion or 14 per cent of the total allocation has been spent,' he said.
He said that of the total, 1,514 projects were categorised as physical projects while 57 projects were non-physical.
'To date, 974 projects or 61 per cent have been completed, while the remaining 597 projects or 39 per cent are in various stages of implementation,' he said.
Uggah said in total, a total of RM16.0 billion has been spent until April 2025 for the implementation of major development projects throughout Sarawak. douglas uggah DUN regional development agencies

'About 200 rural Sarawak bridges need replacement, upgrade'
KUCHING: The Sarawak Public Works Department has found that about 200 rural bridges in the state need to be replaced or upgraded, said Deputy Premier Datuk Amar Douglas Uggah Embas today. He said tenders for 19 bridges had been issued, costing RM24.44 million, and 10 more would be issued this year, costing RM37.45 million. "Premier Tan Sri Abang Johari Openg has given a directive to the state Infrastructure and Port Development Ministry to replace old bridges and to upgrade the ones that need it," he said after the handing over of three bailey bridges from the National Disaster Management Agency (Nadma) to the Sarawak Disaster Management Committee (SDMC) at Port Senari in Bako. Uggah, who is state infrastructure and port development minister, said the replacement and upgrading of rural bridges would improve movement for rural folk. He said many rural bridges were built by logging companies and "in bad shape". He said bridges in Baram, Skrang, Selangau, Murum and Belaga need to be replaced. He said the state government was in the process of taking over abandoned logging tracks to become state roads. On the bailey bridges, he said two would be placed in Baram, which had bridges that often get destroyed in floods. He said the bailey bridges could be assembled quickly. "We will ask Nadma to provide us with more assets, like amphibious boats and bailey bridges," said Uggah, who is also SDMC chairman. Nadma director-general Datuk Abdul Halim Hamzah said the bridges were part of measures to strengthen disaster logistics and asset preparedness. He said the initiative aimed to improve logistics during emergencies that require a quick solution to infrastructure damage, such as bridges and roads. "This can speed up recovery after a disaster."

According to a report from the Sarawak Public Communications Unit (Ukas), among those sworn in was Alexander Unya Ambon, appointed as Deputy Chief Ombudsman effective July 1, 2025. Albert Tang Yew Liong and Toieyah Tioh were also appointed as Ombudsmen, with their appointments having taken effect on June 22 and 23, 2025, respectively. 'This move is aimed at strengthening the role of the Ombudsman institution in enhancing integrity, transparency, and accountability in the administration of the Sarawak government, in line with the state's aspiration for good governance,' the report added. The appointments were made in accordance with Section 7 of the Sarawak Ombudsman Ordinance 2023, which requires all appointees to be formally sworn in before officially assuming their duties. According to the Office of the Sarawak Ombudsman (OSO), the functions of the Ombudsman, as stipulated under Section 12 of the Ordinance, include receiving, investigating, and resolving complaints relating to maladministration by public service agencies in the state. The Ombudsman is also tasked with promoting good governance and accountability, recommending corrective or remedial measures, and monitoring the implementation of such recommendations. For context, Sarawak is the first state in Malaysia to enact an Ombudsman law with the passing of the Sarawak Ombudsman Ordinance 2023 on November 20, 2023. F&N downgraded to hold as Q3 profit misses expectations
KUALA LUMPUR: Fraser & Neave Holdings Bhd's (F&N) third quarter (Q3) 2025 net profit fell below the analyst's expectation, said CIMB Securities Research. F&N's Q3 net profit was RM98.3 million, after adjusting for RM13.5 million in one-off items (mainly comprising forex losses of RM9.8 million and receivables impairment of RM2.8 million). CIMB Securities said the results fell short of expectations, as the nine months (9M) of financial year 2025 (FY25) net profit of RM399 million accounted for only 73.6 per cent/68.9 per cent of the firm's/consensus FY25 forecasts, respectively. "The negative variance was largely due to wider-than-expected losses from its integrated dairy farm, weaker-than-anticipated sales in Malaysia and Thailand and a higher effective tax rate of 34.4 per cent, likely due to dairy unit underperformance," it said. CIMB Securities expects F&N to post a flattish quarter-on-quarter (QoQ) result in Q4 FY25. While Malaysian sales should recover from the low base in Q3, the firm said this is likely to be offset by softer performance in Indochina due to Thailand-Cambodia border disruptions affecting exports to Cambodia and reduced tourist arrivals in Thailand. "However, the recent strengthening of the ringgit should lead to lower input costs, and internal cost optimisation initiatives should help cushion ongoing dairy farm losses. "In addition, we expect the effective tax rate to normalise in Q4 FY25, supported by the recognition of deferred tax assets to offset losses from the company's dairy farm operations," it said. In view of the recent share price appreciation (14.9 per cent in the past six months), CIMB Securities has downgraded F&N to Hold from Buy. The firm believes that current valuations have largely priced in the defensive nature of its business, while earnings prospects remain muted in its view (three-year core net profit of 2.4 per cent). "Our target price is lowered to RM28.80 after revising down our earnings per share estimates," it added.
