About 19% of New Zealand schools self-supply their drinking water, with many located in rural or remote areas, according to water regulator Taumata Arowai's recently released Drinking Water Regulation Report 2024.
The school had its last E. coli exceedance notification in August 2024, after receiving 11 notifications, the report said.
'It was very positive not to have to tell every single visitor 'please do not drink the water' or tell school groups, 'you must bring your own water bottles',' Burrell said of the upgrade.
The Ministry of Education reimbursed the school for the costs of bottled drinking water.
Since the upgrade, the caretaker and support staff were pleased not to be lugging bottled water in and out of school, as they are 'not light', said Burrell.
'And suddenly the principal can focus on teaching and learning and not have this long-term concern that visitors, students and staff would inadvertently drink the tap water.'
The school, which presently educates 74 students from new entrants to Year 13, had the national water regulator Taumata Arowai visit the school twice last year.
According to the authority's report released last month, the risk to drinking water quality at many self-supplied schools is extremely high, demonstrated by high incidences of water contamination.
Last year, 59% of laboratory notifications of E. coli were about self-supplied schools, which affected 71 different school supplies, the report says.
During the authority's visits to the school, its staff viewed the water treatment system and guided the school's caretaker, who was also the plant operator.
The authority remained in 'constant contact' with the school's principal throughout 2024 and provided status updates at monthly meetings with the Ministry of Education, according to the report.
'With the support of the ministry, the school upgraded its treatment plant in late 2024.
'As a result of this upgrade, the school was able to lift its long-term 'do not drink' advisory,' the report says.
The Ministry of Education's head of property, Sam Fowler, said E. coli detections were likely a result of contamination of the rainwater collected from the school roofs or through soil contamination because of leaking pipe networks.
'The school collects rainwater from various school building roofs and stores this in seven tanks of 25sq m capacity, providing a total of 175sq m of storage across the site,' he said.
Fowler said after each incident, the school had undertaken servicing and maintenance of its treatment system, including chlorine dosing of its storage tanks.
'Unfortunately, maintenance alone was unable to address the recurring contamination issue.'
The water infrastructure upgrade included new connections between various rainwater capture storage tanks across the school, and improvements to the treatment system, including a new UV disinfection unit and residual chlorine disinfection equipment, plus treated water storage, Fowler said.
A dedicated Water Services team within the ministry provides ongoing support to schools for maintenance, regular water quality testing, and compliance reporting, he said.
'This work is part of a broader programme aimed at upgrading all schools that do not currently meet national drinking water standards, with priority given to those with the most urgent needs.'

Boil Water Advisory Issued For Havelock
Marlborough District Council has issued a boil water advisory for residents and businesses using the town water supply in Havelock, following a request from the Water Services Regulator - Taumata Arowai. 'As a precautionary measure, we are issuing a boil water advisory due to the risk of protozoa entering the Havelock supply,' Richard Coningham, Assets and Services Manager said. He said the advisory was released in response to the requirements in the Water Services Act 2021, which is regulated through the Water Services Authority - Taumata Arowai. 'The risk of protozoa contamination in Havelock has not changed, it's just that New Zealand's requirements on the provision of drinking water are becoming more stringent.' Information would be shared with residents via a letter drop and through Council's online and print communications channels. Hospitality businesses would receive a phone call from Council's Environmental Health team. 'People can boil water used for drinking, cooking, brushing teeth and washing food. 'Although chlorine is used in the Havelock supply, it doesn't protect from the risk - however small - of protozoa getting into the supply.' Protozoa are single-celled parasites, like cryptosporidium and giardia, that can make people sick. They can be removed from water with filters or inactivated using ultraviolet (UV) light so that they don't pose a health risk. 'Water supplies in New Zealand require a multi-barrier approach - a range of processes, procedures and tools to protect and treat water,' Mr Coningham said. 'A new $14M water treatment plant is planned for Havelock which will use a multi-barrier approach, including filtration, chlorine and UV. The plant upgrade has been planned for some years and budget is set aside in the Council's Long Term Plan. However it has been difficult to secure a new site, with few land options available in the town or nearby.' 'Council has now found a site and is planning and designing a new treatment plant, for completion in early 2028. Land purchase negotiations are in the final stages and a new road will also be built to provide access. Tendering for the construction of the plant will follow.'

Councillor ‘risking health' by ignoring boil water notice

Photo: LDR/supplied The country's water regulator says a Southland councillor who refuses to boil his tap water could be risking his health. However, councillor Derek Chamberlain is standing by his decision to ignore a local boil water notice despite criticism from Taumata Arowai. Chamberlain made headlines this week for saying he would sooner drink from his compromised Eastern Bush/Otahu Flat network than have Auckland water. The district councillor lives on one of 54 properties in rural Southland which has been under a boil notice since July 2024. Taumata Arowai head of operations Steve Taylor said Chamberlain's decision to ignore the notice was not safe, even though he was using a filter. There were a range of factors affecting a filter's ability to remove microorganisms including type, pore size, and whether it was used in conjunction with other treatments like boiling or UV, Taylor said. Photo: Laura Smith / LDR One of the main issues affecting the Eastern Bush/Otahu Flat supply was turbidity - or cloudiness - which became worse when rain dirtied the Wairaki River. Taylor said high turbidity impacted treatment and indicated a higher risk of protozoa, which the supply did not have a barrier to protect against. Even if the water was visibly clear, it could still contain pathogens which could lead to serious illness, he warned. In response, Chamberlain issued the regulator a challenge "If they're that concerned about it, why don't they come down and do something about it?" he said. "My argument's at Wellington. I mean it's alright for them sitting up there bloody making all the rules, someone's got to pay for it." The boil notice was issued in July 2024 and could be in place until as late as 2027 when the treatment plant is upgraded. On Monday, the council issued a reminder to residents that boiling was still necessary. The notice is the only active one across the entire region.
