British carbon capture and storage gets a second look post-Brexit

In a decisive step towards decarbonising its energy sector, the UK government unveiled a comprehensive regulatory framework in 2013 aimed at reducing investment uncertainty in carbon capture and storage (CCS) technologies. Brexit made effective EU partnerships highly problematic, hindering the UK's energy ambitions, but the political landscape is shifting.
By establishing stringent safety, environmental, and operational standards alongside detailed licensing procedures, Whitehall sought to position CCS as a central pillar of its emissions reduction strategy.
The move built on the EU's 2009 CCS Directive but signalled a more proactive stance than that of many other member states, underscoring Britain's intent to attract private capital into a nascent but critical climate technology.
That regulatory architecture aimed to streamline project development, but a decade later, not much has happened.
The model established by the UK aimed to promote "clusters" with industrial emitters and CO2 transport and storage operators. This would work by guaranteeing cost recovery and return on the regulated invested capital for both the grid operators through the Regulated Asset Value (RAV), and the industrial emitters in the clusters through the Industrial Carbon Capture (ICC) or Carbon Contract for Difference (CCfD).
Though the strategy was left to gather dust for several years, in 2024 the government announced a commitment of £21.7 billion over 25 years to support the development of two of the clusters – HyNet centred around the Liverpool area and East Coast Cluster (ECC).
New projects, new investment
That spurred interest from international investors.
Italian energy company Eni, for instance, has started work on two long-term CCS projects in the UK, projects which have recently entered critical demonstration phases.
Eni's Liverpool Bay Transportation and Storage (LB T&S) Project reached financial close with the UK Authorities in April of this year and has now entered the construction phase. It is expected to be operational by 2028. It will reuse some existing infrastructure, the utilisation of depleted gas fields operated by Eni, and will also construct new facilities to enable the transportation of CO2 captured from emitters selected by the UK Government and its subsequent offshore storage.
Eni CEO Claudio Descalzi said that April's financial close shows the UK government 'reaffirms its leadership' on CCS thanks to 'the promotion of a regulatory framework that aims to strengthen the development of CCS and make it fully competitive in the market.' 'The HyNet Consortium will become one of the first low-carbon clusters in the world,' he added. 'CCS will play a crucial role in tackling the decarbonisation challenge by safely eliminating CO2 emissions from industries that currently do not have equally efficient and effective solutions.'
Eni has also obtained a second carbon dioxide storage appraisal license from the UK authorities for its depleted gas field, Hewett in the Bacton CCS Cluster, which covers an area located in the British Southern North Sea.
Hewett, with its significant total storage capacity of more than 300 million tonnes, represents an ideal site to permanently store CO2 from industries in the South-East of England, East Anglia and the Thames estuary area, near London.
Notably, the project could also attract CO2 flows from the European Union, offering a cost-effective solution to EU emitters thanks to its geographic proximity to North-West Europe.
In the initial phase, the injection capacity at Hewett will be able to reach 5 million tonnes of CO2 per year, increasing with an injection of approximately 10 million tonnes in the subsequent expansion phase. The overall storage potential of the fields is approximately 200 million tonnes of CO2, according to the company
Post-Brexit difficulties
Despite these recent advances, this isn't where the government wanted to be by now when it adopted its strategy over a decade ago. It was hoped that there would be functioning CCS sites by now. But Britain's vote to leave the European Union in 2016 complicated this.
The EU's CCS Directive had set the framework for how international investors, particularly those from continental Europe, would invest in these new projects. With the future of that regulatory cooperation suddenly in doubt, investors pulled back.
In December, the Carbon Capture and Storage Association (CCSA) published an analysis of the situation for the UK's cross-border CCS connections, detailing the problems that are being encountered.
The report concluded that, 'Currently, transporting CO2 across EU/EEA-UK borders for permanent storage is technically possible, but not feasible due to policy barriers, including that CO2 captured in the EU/EEA, but stored outside that jurisdiction would not be recognised under the EU emissions trading system (ETS) as having been stored.'
'Therefore, the responsible party would still be liable to surrender allowances for their captured and stored CO2, and effectively pay twice. This means that EU/EEA countries are unable to take advantage of the fact that the UK has significant CO2 storage potential in the North Sea and that the cost of storing CO2 in the UK would be lower than in other countries.'
Cost-effective storage
The research found that UK storage wells are among the most cost-effective and well-located in Europe, so enabling access to these means emitters in the EU would see considerable cost savings compared to the status quo.
In a position paper, Eni also stressed that the lack of regulatory harmony between the UK and the EU is holding CCS development back.
'It is crucial to explore ways to swiftly align the UK and EU regulatory frameworks to allow the storage of EU-generated CO2 in UK storage sites,' the company wrote. 'As of right now, policy remains the largest obstacle to transporting CO2 across the EU-UK border, which would otherwise be technically feasible and often the lowest cost solution.'
Specifically, Eni is calling for Brussels and London to establish a bilateral pact under the Trade and Cooperation Agreement (TCA) to enable the mutual recognition of each jurisdiction's CCS regulatory regime.
Mutual recognition
They also want to see an agreement of mutual recognition that permanent carbon storage in each other's jurisdiction exempts EU/UK industrial players from having to surrender ETS allowances under the respective emission trading schemes.
Eni said that, 'In this context, the recent agreement between the EU and UK to launch formal negotiations towards the linking of the EU and UK Emissions Trading Systems (ETSs) represents a step in the right direction to remove the existing regulatory barriers that currently prevent projects like Bacton CCS from also storing EU emissions.'
Those difficulties become apparent when comparing the situation to the Eni investments in CCS projects within the EU.
Eni is also developing the L-10-CCS project in the Netherlands, which has been identified as an EU project of common interest – something UK projects are no longer eligible for. In February 2025, the project secured €55 million in CEF (Connecting Europe Facilities) funding to cover part of the development costs. CO2 injection is expected to start by 2030 with a rate of five MTPA and a total storage capacity of approximately 100 million tonnes.
Investors are hopeful that the UK and EU can reach an agreement to establish a common regulatory framework for CCS, and linking the two emissions trading systems could be a win that can come relatively soon.
UK and EU officials have formed bilateral groups to discuss common standards, safety protocols, and liability issue,s looking toward the possibility of developing compatible regulatory regimes in the future.
Harmonising standards
Discussions include establishing mutual recognition of licenses, harmonising safety standards, and developing legal provisions for cross-border CO₂ transport and storage. Both sides are also exploring financial mechanisms, including grants and subsidies, to de-risk cross-border CCS projects.
Though the UK's initial legislative adoption of a CCS regulatory framework marked a significant step towards realising the potential of this technology, geopolitical shifts, economic challenges and technical complexities have slowed progress.
The departure from the EU has particularly hindered cross-border cooperation, essential for harnessing the North Sea's geological and industrial synergies. Investors are now eager to see real, tangible progress in this area to reinvigorate these efforts, which have been stalled for a decade.

Løkke Rasmussen is set to travel to Washington with Defence Minister Troels Lund Poulsen on Saturday to meet with American decision-makers, the defence industry, and opinion leaders to send a "strong signal." Since Trump's first threats in January, Danish Prime Minister Mette Frederiksen has toured EU capitals to garner European support for the Danish realm. Last month, French President Emmanuel Macron visited Greenland, and German Defence Minister Boris Pistorius is scheduled to follow in September. EU to propose options paper on Israel over Gaza next week

The EU is expected next week to lay out a range of around five possible measures against Israel over its conduct in Gaza, though the bloc's deep divisions suggest that few, if any, will be adopted. An internal EU review of Israel's trade agreement with the bloc, seen by Euractiv last month, had found "indications of a breach" of the human rights commitments outlined under the deal. Now, the EU's diplomatic service (EEAS) is expected to present an options paper with possible measures to the bloc's ambassadors next Wednesday, according to officials familiar with the discussions. The options paper is expected to include a full or partial suspension of the agreement, sanctions on individuals such as Israeli government ministers, military personnel or Israeli extremist settlers, trade measures, an arms embargo, or a suspension of scientific cooperation between the two. While most of those options have been floated in previous talks, this is the first time they are being formally laid out in writing. EU foreign ministers are set to discuss the options paper at their 15 July meeting in Brussels – the last before the summer break. The same day also serves as an informal deadline for Israel to demonstrate improvements in Gaza's humanitarian situation. Israel has slammed the EU review as "outrageous" and "full of methodological shortcomings." 'The first goal is to change behaviour on the ground (...). If the situation does not improve, then we can discuss further measures," the top EU's diplomat, Kaja Kallas, told reporters last month. In recent weeks, an EU technical team led by the bloc's Middle East envoy, Christophe Bigot, has been sent to Israel to negotiate with the Israeli side, though officials remain sceptical about securing concrete commitments. "We still hope that there can be some sort of deal with them," an EU official confirmed. While Brussels has presented the review as a tool to alleviate civilian suffering in Gaza, EU countries said last month they remain deeply divided on whether to follow through with actual sanctions. EU leaders, wary of inflaming tensions, have so far avoided signalling any firm position, merely inviting foreign ministers to 'continue discussions on a follow-up' depending on developments on the ground in Gaza. A full suspension of the association agreement – or even a partial freeze of its foreign policy provisions – would require unanimous approval from EU states, which remains very unlikely given opposition from key allies such as Germany, the Czech Republic, and Hungary. The Commission, which is responsible for the bloc's trade policy, is also thought to oppose sweeping economic measures. An arms embargo appears likewise remote, particularly as Germany, Israel's largest European arms supplier, is unlikely to sign off. Nonetheless, targeted sanctions on individuals, such as those already imposed by the UK, Australia, Canada, New Zealand and Norway, are seen as the most politically feasible option, EU diplomats say. Good morning and welcome back to Firepower, The EU has been muscling its way into military matters in a major way over recent years. Sidelined in the process has been the European Parliament, with MEPs so far mostly stuck looking on as key capitals and the Commission reshape defence policy for the bloc. But now the Parliament is fighting back. Sources tell Firepower that a widely anticipated legal challenge to the EU's €150 billion SAFE joint procurement programme will be announced on Monday. Parliament negotiators are also digging in their heels over strict rules on non-European defence firms participating in the Commission's flagship European Defence Industrial Programme (EDIP), and preparing for a showdown over the next seven-year EU budget (more on that below). The stakes? Whether MEPs will have any sway in shaping the EU's moves into the defence space. Stay tuned. Shortages of key explosives like TNT has become a major bottleneck holding up European efforts to boost ammunition production. Opening new production lines is costly and requires gruelling permitting processes. Some companies are reopening mothballed Cold War-era factories, but retrofits take time there as well. More here . Rheinmetall CEO Armin Papperger told Firepower that Europeans should pool together more military orders to avoid skyrocketing prices and achieve better economies of scale. Papperger, visiting Brussels on Wednesday, said that a lead nation approach has worked well with ammunition and air defence systems, with one country coordinating orders on behalf of a larger group of purchasers. BUNDLING: He contended that the same 'Europeanisation of contracts' should be used for vehicle systems as well. 'We need to bundle [orders] so that fair prices can be achieved,' Papperger told Firepower after meeting Ursula von der Leyen along with other CEOs from the German state of North Rhine-Westphalia. The European Commission and NATO have both been pushing countries to place joint orders together to fight price inflation. Prices for 155mm artillery ammunition, for instance, have quadrupled since the beginning of the war in Ukraine as exploding demand strained supply chains for critical components such as TNT. ON THAT NOTE, Rheinmetall announced the largest order in company's history yesterday. An unspecified European NATO country finalised a multi-year deal for 155mm artillery ammunition and bimodular propellants worth several hundred million euros. LONG-TERM COMMITMENT: Papperger didn't say so explicitly, but plenty of defence industry executives have tried to make clear in recent years that large, long-term contracts make it much easier for companies to invest in expanding production facilities and forging tighter relations with suppliers. During his stop in Brussels, Papperger said he also lobbied for a new raft of industrial subsidies and incentives – modelled on the EU's just-expired ASAP ammo programme – to boost the production of long-range missiles. ASAP's core is replicated in the European Defence Industrial Programme (EDIP), still under negotiation. On your radar EDIP, SEASON THREE. Trilogues started this week on EDIP, with a first technical talk yesterday and another this morning. Negotiators from the Parliament and the Council hope to reach a deal by October, but at least two substantive obstacles stand in the way: Disagreements over rules for non-European countries participating in the programme, and the (diminutive) size of the programme's proposed budget, just €1.5 billion. ARTILLERY AMMO FOR UKRAINE. 'We will deliver 2 million shells to Ukraine by the end of the year,' von der Leyen said on Thursday. Her remark anticipates that EU countries will end up coming through on the artillery funding initiative pushed by Kaja Kallas, even though ( last we checked ) it'd only collected pledges for about two-thirds of the cash needed to buy that many rounds. The Europeans will now be racing to increase military support to Ukraine, with reports that the US will halt its own aid . ICELAND WANTS DEFENCE PARTNERSHIP. Reykjavík is the latest capital looking to negotiate a 'Security and Defence Partnership' with the EU, a key prerequisite for accessing joint weapons procurement contracts under the EU's SAFE programme . Eight other countries have already signed such deals, to increase cooperation in areas including cyber defence and military exercises. EUROPE GOES QUANTUM. The Commission pitched a quantum strategy on Wednesday to develop and commercialise the EU-made technology key for security of communications and encryption, as competition from the US and China heats up. Cash Corner €100 BILLION FOR DEFENCE IN THE NEXT EU BUDGET? That's how much EPP MEP Christophe Gomart, the co-chair of the Security and Defence Committee, is hoping to see in the EU's next seven-year budget. He told Firepower that the EU could break 12 digits for defence if EU countries increase their direct contributions for a defence budget in the MFF. Current contributions to the EU budget are set at about 1% of GNI. Some back-of-the-envelope maths: If countries agree to increase that contribution by 0.5 percentage points to 1.5%, that works out to around that extra €100 billion. NOT THE FIRST IDEA. Other prominent voices have previously pitched the same big, round figure for defence. Among them? Current Defence Commissioner Andrius Kubilius, former Defence Commissioner Thierry Breton, the chair of the main European defence industry lobby ASD and several Eastern European countries. BUDGET FIGHTS COMING UP. The €100 billion idea is not outside the realm of possibility, considering Ursula von der Leyen's ambitions to make defence a top EU priority. Defence industry representative David Luengo told Firepower that the figure 'makes sense in a security paradigm shift' and called high-level discussions around it 'serious'. Capitals are divided on WHETHER TO INCREASE THE OVERALL EU POT, a decisive factor in the Commission's draft budget, which will be presented on 16 JULY. Among the other options to increase the budget: more re-purposing of EU civilian and social funds – or possibly taking up more EU debt, a controversial step taken during Covid, and for the EU's new €150 billion SAFE joint military procurement programme. But sources tell us there's nothing close to consensus, at least for now, meaning the budget is likely in for lengthy and difficult negotiations. RECAP: The 2021-27 EU defence & security budget includes just €16.4 billion, or about €2.3 billion a year (although EU countries altogether spent €326 billion on defence in 2024 ). By way of comparison: The Pentagon pitched nearly three times as much for next year, a whopping $961.6 billion (€818 billion). How much is 5% of GDP? Leaders are grappling with just how much 5% of GDP is after pledging their countries to spend that much at last week's NATO summit. For Canada, it comes to around C$150 billion (€93bn) per year, according to PM Mark Carney. That's almost a third of the country's yearly budget of C$449.2 (€281.31billion). In Germany, Europe's biggest economy, each percentage point of GDP amounts to around €45 billion, according to Chancellor Friedrich Merz. That means 5% would come in at €225 billion per year, or a full 45% of Germany's current €476.8 billion government budget. Credit rating agency Moody's warned that because of NATO's higher spending pledge, the debt-to-GDP ratios could rise by 3.5 to 5 percentage points by 2029 for Europe's four largest economies: Germany, the UK, France and Italy. News from the Capitals TURKEY's air force could see major changes in the coming years. Sales of Eurofighter jets could be approved soon , according to the UK, part of the consortium behind the planes. Germany, another member, has previously been blocking the sale. The US ambassador to Turkey, meanwhile, said the dispute with Turkey over F-35 fighters could be settled by the end of the year. The US cancelled sales of F-35s to Turkey after bought Russian air-defence systems. GERMANY plans to deepen cooperation with Israel, including to develop a ' cyberdome ' to defend the country against drones and cyberattacks. German Interior Minister Alexander Dobrindt described the proposal as a 'holistic' system that combines military and civil defence. Dobrindt also pitched increased cooperation between German intelligence agencies and Israel's Mossad, and a new German-Israeli centre for cyber research. UKRAINIAN defence companies plan to open production lines in DENMARK, under a €67 million deal inked on Sunday . The idea of integrating the Ukrainian defence industry into the European market is gaining serious momentum across Europe, and has been named as a key priority for the Commission and Kyiv. Just what it looks like still needs more definition, though. For EU defence chief Kubilius argued back in May that 'Ukraine can benefit from EU production capacity' – while the EU will benefit 'massively' from 'lower production costs'.
