Delhi Orders Probe Into Rs 145-Crore 'Scam' In Jai Bhim Coaching Scheme
The Jai Bhim Mukhyamantri Pratibha Vikas Yojana, a scheme meant to fund free coaching at private institutes for underprivileged students during the Aam Aadmi Party government, is now at the centre of a political and financial controversy.
Delhi's Lieutenant Governor Vinai Kumar Saxena on Wednesday ordered an Anti-Corruption Branch (ACB) probe into an alleged Rs 145-crore scam linked to the scheme during the Covid period.
The announcement was made by Delhi's Home and Education Minister Ashish Sood and SC/ST Welfare Minister Ravinder Indraj Singh while addressing a press conference, alleging large-scale irregularities under the previous Aam Aadmi Party (AAP) government.
"The Jai Bhim scheme was started to help SC/ST/OBC/EWS/Minority students prepare for competitive exams like UPSC and NEET, but during the pandemic, it became a tool for embezzlement," Mr Sood said. He added that coaching institutes prepared a bill payment of Rs 145 crore between July 2021 and August 2022-far beyond the scheme's original budget of Rs 15 crore.
Out of 13,000 student claims submitted by coaching centres, only about 3,000 could be verified, Mr Sood said, adding, the rest allegedly lacked documentation, signatures, or any record of attendance.
"The average coaching cost is Rs 1 lakh for IAS, Rs 50,000 for MBA/CLAT, Rs 30,000 for SSC/LIC, Rs 25,000 for Group-C exams and Rs 10,000 for interview preparation," he said.
"Even if we consider that all 3,000 verified students took IAS coaching, the maximum cost would be around Rs 30 crore. How did it become Rs 145 crore?," Mr Soon added. He alleged that AAP has insulted Dr Ambedkar's legacy and turned a welfare scheme into a nexus of corruption.
Following a recommendation from Chief Minister Rekha Gupta, the LG approved a detailed probe by the ACB into what is now being referred to as an "alleged coaching scam."
The investigation will focus on 35 coaching centres that failed to provide verified data for even 100 students, SC/ST Welfare Minister Ravinder Indraj Singh said.
He said the scheme, which began in 2018, was intended to create educational opportunities for Dalit students. "Instead, it was allegedly turned into a money-making racket. We owe it to the students to investigate this thoroughly," Singh said.
'Witch Hunt, Not Governance': AAP Responds
The Aam Aadmi Party has hit back, calling the probe a "politically motivated witch hunt." In a statement, AAP accused the BJP-led government of using state agencies to target opposition leaders instead of focusing on governance.
"Six months into power, the BJP has offered no solutions to Delhi's real problems-just endless vendetta politics," the party said, adding, "The functioning model of education and health has been dismantled. Now, instead of delivering on promises like Rs 2,500 to women, they are digging up old files to attack AAP."
The party also alleged that civic issues such as power cuts, sewer overflows, and fee hikes in private schools have worsened under the BJP's watch.

In fact, the idea to reduce registration to a flat rate was mooted by chief minister Yogi Adityanath in 2024 not just to reduce pendency in courts but since in the case of partition there is no sale or purchase of property but just division, it was felt that high registration rates were unfair on citizens. On social media, counter-narrative builds against AAP govt's land pooling policy in Punjab
1 2 Jalandhar: At a time when the Aam Aadmi Party (AAP) govt is at pains to push its land pooling policy, especially among farmers, activists and Punjabi netizens, not necessarily aligned to any political party, are playing a crucial role in bringing a counter-narrative, with the battle on the Punjabi social media space increasingly becoming aggressive. What can be an even bigger headache for the ruling party is that opponents of the policy have started invoking the terminology, expressions, and analogies of the three farm laws brought by the BJP govt, which led to the historical farm movement, and ultimately forced the Narendra Modi govt to withdraw them. While the opposition political parties and farm groups have staged protests, Punjab chief minister Bhagwant Mann has been taking jibes at the opposition parties and farm leaders to discredit them. However, the battle on social media is being driven more by the activists and netizens. The influential pro-farm social media account, 'Tractor 2 Twitter', which played a pivotal role on social media during the farm protest against the three farm laws, shared a poster on Thursday using the analogy: 'BJP's three black farm laws – (were) a conspiracy to snatch govt mandis'; 'AAP's black land pooling policy – a conspiracy to snatch fertile fields'. ‘Don't run, they'll shoot you': Brother recalls last words before cops took Surmukh to his death
1 2 Amritsar: A CBI court's order to sentence a former SP to 10 years in prison for killing two constables in a staged encounter on April 18, 1993, has stirred up painful memories for Kashmir Singh, whose elder brother, Surmukh Singh, was one of the victims. Sitting at his home in Mucchal village, 30km from here, Kashmir remembered how his brother saved his life when he saw him the last time. He, however, was of the view that the court's verdict was too lenient and three other personnel, who were acquitted, too should have been held accountable. "On that fateful day, a police team arrived at our home and picked up Surmukh. When I questioned why he was being taken away, they misbehaved with me. When I insisted, they grabbed me by the legs, bundled me into their vehicle, and drove off," he said. The CBI court in Mohali handed down the 10-year sentence to retired SP Paramjit Singh, the SHO of Beas police station in 1993, on Wednesday. Kashmir said after traveling a short distance, the cops stopped the vehicle and told him to get down and run. Though Charanjit had been recruited as a Punjab Police officer in 2012, he was never recruited as he had been tagged "son of a terrorist". He now works as a private driver, earning Rs 9,000 a month. Charanjit, a father of two, demanded the govt issue his appointment letter, along with compensation and job-related benefits for the 13 years he was unable to join the service. An acquaintance of Surmukh and resident of Muchhal village, Balbir Singh Muchhal said 10 years was nothing. "When those entrusted with the law break it, their punishment should reflect the gravity of that betrayal," he added.
