Alaska House passes public pension bill, sending it to Senate

May 13—The Alaska House on Monday narrowly adopted a new pension plan for state employees, sending the bill to the Senate for consideration.
The bill passed in a 21-19 vote, dividing the chamber along caucus lines.
However, the Senate unlikely to vote on its passage before the end of the regular session next week, Senate Majority Leader Cathy Giessel said on Tuesday.
"It looks like it will be a next-year bill," said Giessel, an Anchorage Republican who sponsored the legislation in the Senate.
If it becomes law, the measure would offer guaranteed retirement income to public-sector workers in Alaska for the first time since 2006, when lawmakers eliminated the state's defined benefit system in the face of a massive unfunded liability.
Lawmakers in 2006 instead adopted a defined contribution system that allows public-sector workers to contribute to individual investment accounts but does not guarantee any specific income in retirement. Several recent analyses have shown that the new plan leaves most public sector workers without enough funds to retire securely.
The plan has been particularly harmful for teachers, who do not contribute to Social Security and do not have access to a Social Security alternative offered by the state to other public sector workers.
Since 2006, unions have warned with increasing urgency that the lack of a defined benefit option has made it difficult to recruit and retain workers in Alaska. Unions and lawmakers in the majority say the elimination of state pensions has led to dire teacher shortages that have forced some districts to hire staff from other countries on temporary visas, and state troopers and corrections officers are relying on overtime shifts rather than filling all posts.
The debate in the House over the new pension plan boiled down to a single question: What would it cost?
Proponents of the bill said it would ultimately save the state money by removing the need to pay tens of millions of dollars annually for recruiting and training new workers in a variety of sectors. Opponents said the pension system would shackle the state to payments it cannot afford, even as it is still paying off the unfunded liability it accrued for the pension system it closed in 2006.
The bill is expected to cost around $600 million in the coming 14 years, or roughly $40 million per year, according to House Majority Leader Chuck Kopp, an Anchorage Republican who is sponsoring the legislation.
However, Kopp said the state is currently spending far more than that on recruitment and retention bonuses, overtime pay and the cost of regularly training new workers to make up for high turnover.
"We are burning bonfires of money," Kopp said. "What we're doing now is staggeringly expensive."
Kopp and other proponents of the bill said the measure — which would allow current state employees in the defined contribution system to opt in to the new pension system — would save the state money by improving worker retention in the long haul.
Minority members said that despite the fact that the plan was designed to ensure that employees would increase their contribution rate if the pension plan became underfunded, it was impossible to ensure that the plan remained solvent in perpetuity due to a variety of factors, including the fast-ballooning cost of health care premiums in Alaska.
"We cannot predict the future," said Rep. Justin Ruffridge, a Soldotna Republican. "I want to support this bill. I really, actually do. I think that there are a lot of options in here that are good for people, but until we can have a hard conversation about the costs of this bill and really take a hard look at the levers that are in this bill, and until we can use some fiscal constraint around the cost over time, it's really hard to support this at this time."
The bipartisan majority in the Senate adopted similar legislation in 2023 but has yet to take a final vote a pension plan this year. Gov. Mike Dunleavy has not taken a position on the legislation. The regular legislative session must end by May 21, giving lawmakers limited time to consider the bill or amend it this year.
"We simply don't have time the rest of this year," said Giessel.

TALLAHASSEE, Fla. — In the final moments of a life defined by violence, 60-year-old Edward Zakrzewski thanked the people of Florida for killing him 'in the most cold, calculated, clean, humane, efficient way possible,' breathing deeply as a lethal drug cocktail coursed through his veins. With his last breath, strapped to a gurney inside a state prison's death chamber, Zakrzewski paid what Florida had deemed was his debt to society and became the 27th person put to death in the U.S. so far this year, the highest number in a decade. Under Republican Gov. Ron DeSantis, Florida has executed nine people in 2025, more than than any other state, and set a new state record, with DeSantis overseeing more executions in a single year than any other Florida governor since the death penalty was reinstated in 1976. Across the country, more people have been put to death in the first seven months of this year than in all of 2024. Florida's increase is helping put the U.S. on track to surpass 2015's total of 28 executions. And the number of executions is expected to keep climbing. Nine more people are scheduled to be put to death in seven states during the remainder of 2025. Florida drives a national increase in executions After the Supreme Court lifted its ban on capital punishment in the '70s, executions steadily increased, peaking in 1999 at 98 deaths. Since then, they had been dropping — in part due to legal battles, a shortage of lethal injection drugs, and declining public support for capital punishment, which has prompted a majority of states to either pause or abolish it altogether. The ratcheting up after this yearslong decline comes as Republican President Donald Trump has urged prosecutors to aggressively seek the death penalty and as some GOP-controlled state legislatures have pushed to expand the category of crimes punishable by death and the methods used to carry out executions. John Blume, director of the Cornell Death Penalty Project, says the uptick in executions doesn't appear to be linked to a change in public support for the death penalty or an increase in the rate of death sentences, but is rather a function of the discretion of state governors. 'The most cynical view would be: It seems to matter to the president, so it matters to them,' Blume said of the governors. 'The only appropriate punishment' In response to questions from The Associated Press, a spokesperson for DeSantis pointed to statements the governor made at a press conference in May, saying he takes capital cases 'very seriously.' 'There are some crimes that are just so horrific, the only appropriate punishment is the death penalty,' DeSantis said, adding: 'these are the worst of the worst.' Julie Andrew expressed relief after witnessing the April execution of the man who killed her sister in the Florida Keys in 2000. 'It's done,' she said. 'My heart felt lighter and I can breathe again.' The governor's office did not respond to questions about why the governor is increasing the pace of executions now and whether Trump's policies are playing a role. Deciding who lives and who dies Little is publicly known about how the governor decides whose death warrant to sign and when, a process critics have called 'secretive' and 'arbitrary.' According to the Florida Department of Corrections, there are 266 people currently on death row, including two men in their 80s, both of whom have been awaiting their court-ordered fate for more than 40 years. Speaking at the press conference in May, DeSantis said it's his 'obligation' to oversee executions, which he hopes provide 'some closure' to victims' families. 'Any time we go forward, I'm convinced that not only was the verdict correct, but that this punishment is absolutely appropriate under the circumstances,' DeSantis said. US ranks alongside Iran and Saudi Arabia for executions For years, the U.S. has ranked alongside Iran, Saudi Arabia, Iraq and Egypt as among the countries carrying out the highest number of confirmed executions. China is thought to execute more of its citizens than any other nation, although the exact totals are considered a state secret, according to the non-profit Death Penalty Information Center. Robin Maher, the center's executive director, says elected officials in the U.S. have long used the death penalty as a 'political tool,' adding it's 'a way of embellishing their own tough-on-crime credentials.' Florida executions vary year to year In 2024, DeSantis signed one death warrant. From 2020-2022, Florida didn't carry out a single execution. In 2023, DeSantis oversaw six — the highest number during his time in office until this year. 2023 was also the year the governor challenged Trump for the Republican presidential nomination. There are a number of reasons why the rate of executions may vary from one administration to the next, said Mark Schlakman, an attorney and Florida State University professor who advised then-governor Lawton Chiles on the death penalty. The availability of staff resources, the tempo of lengthy legal appeals, and court challenges against the death penalty itself can all play a role, Schlakman said, as well as a governor's 'sensibilities.' 'The one person who can stop this' One execution after another, opponents of the death penalty hold vigils in the Florida capitol, outside the governor's mansion, and near the state prison that houses the death chamber, as people of faith across the state pray for mercy, healing and justice. Suzanne Printy, a volunteer with the group Floridians for Alternatives to the Death Penalty, has hand-delivered thousands of petitions to DeSantis' office, but says they seem to have no effect. Still, Printy keeps praying. 'He's the one person who can stop this,' she said.

The labor statistics chief that President Trump fired Friday is a "terrific person," but the jobs data her agency produced has become "very unreliable," National Economic Council director Kevin Hassett said Sunday. Why it matters: One of the top advisers to the leader of the world's largest economy is effectively saying one of the most crucial datapoints on that economy isn't particularly trustworthy, and hasn't been for years. Catch up quick: On Friday, the Bureau of Labor Statistics reported weak job growth in July, with historic downward revisions to the May and June numbers that suggested the labor market was all but flat in recent months. Hours later, Trump claimed — without any evidence — that the report was rigged, and he fired BLS commissioner Erika McEntarfer. What they're saying: "I don't think it was explained very well and I think that markets might be as much unsettled by the fact that the data are so noisy," Hassett told "Fox News Sunday." "So imagine if the revision in the data — so the correction of errors — is five times bigger than the number itself. Then that makes you wonder 'well can I believe this number at all?' And I think that that's actually something that needs to be fixed, it needs to be fixed fast," Hassent said. "I think that the president is right to call for new leadership. I think Erika is a terrific person, but I think that it's time for someone to get in there and fix this," Hassett said, arguing that the data never recovered from problems that began during the pandemic. "If the data aren't that good, then it's a real problem for the U.S. And right now the data are — have become very unreliable with these massive revisions over the last few years." Zoom in: Hassett, in a subsequent interview with NBC's "Meet the Press," said Trump wanted his own people running BLS to achieve "more transparent and more reliable" data. "If there are big changes and big revisions — we expect more big revisions for the jobs data in September, for example — then we want to know why," he said. But pressed repeatedly for hard evidence that the data were rigged or manipulated for political reasons, Hassett would say only that the revisions proved the data were wrong. The big picture: There is little precedent for the government's senior economic leaders openly questioning the fundamental quality of the nation's core macroeconomic data. It comes as international investors have just started regaining confidence in the U.S., following the emergence of a tariff-driven " Sell America" trade earlier this year. The intrigue: Condemnation of Trump's move was swift, not just from Democrats, but from Republican lawmakers and economists. Sen. Cynthia Lummis (R-Wyo.), ordinarily a strong Trump supporter, told The Guardian that firing McEntarfer was "kind of impetuous" and added "it's not the statistician's fault if the numbers are accurate and that they're not what the president had hoped for." GOP Sens. Rand Paul (Ky.) and Thom Tillis (N.C.) also reportedly spoke out against the move. William Beach, who was appointed BLS commissioner by Trump in his first term, said on CNN's "State of the Union" that "there's no way for" McEntarfer to rig the data, as Trump claimed last week. He added that the commissioner doesn't even see the final, fully calculated number until two days before its release and their job at that time is "to kind of do the edits on the text. So there's no hands-on at all for the commissioner." Beach also said that revisions to data are commonplace, since the initial jobs data is conducted like a survey and not all of the businesses turn their numbers in before the deadline. "BLS keeps the door open for two more months to get more information. So what you saw on Friday was the effect of trying to do a better job, getting more information," Beach said of the revisions for May and June in Friday's report. The bottom line: Beach said Trump firing McEntarfer "undermines credibility in BLS." "Suppose that they get a new commissioner, and this person, male, female, are just the best people possible, right? And they do a bad number. Well everybody's going to think 'well it's not as bad as it probably really is,' because they're going to suspect political influence," Beach said. What to watch: The next jobs report is in 33 days.

U.S. District Judge Gretchen Lund agreed to delay the sentencing date for former Portage Mayor James Snyder on federal tax charges until Oct. 16. Originally set for September 3, Snyder requested the delay as his attorney Andrèa Gambino has a conflict involving oral arguments in a separate case before the Seventh Circuit Court of Appeals in Chicago on Sept. 9, according to his motion to reset sentencing Snyder has requested calling four witnesses to speak his behalf at sentencing and expects it to take a half day. He said Gambino has been in contact with government attorneys who don't oppose the move, the motion stated. Prosecutors will move to dismiss Snyder's remaining bribery count at sentencing, the Post-Tribune previously reported. They will present evidence of Snyder's bribery, which was the basis of his two previous convictions, but will not ask the court to apply the bribery guideline in determining his sentence. 'This is not about 'hostage-taking,' but about ensuring that defendant is sentenced before any remaining count is dismissed,' prosecutors wrote in a May filing. 'The government believes that the interests of justice are best served by proceeding to sentencing on the current count of conviction.' If the date holds up, it would cap off a legal odyssey for Snyder, who was originally indicted in November 17, 2016 on two bribery counts and one of obstructing the IRS, over allegations surrounding a $13,000 payment involving around $1 million in contracts for garbage trucks. A jury found Snyder not guilty on a bribery count involving a towing contract and guilty on the other two counts in March 2021. The second bribery conviction stood after two trials, only to get overturned when the Supreme Court ruled on June 26, 2024 that the payment to Snyder from the Buha brothers, owners of Great Lakes Peterbilt, was a gratuity because Snyder received the money, reportedly for consulting work, after the business got the garbage truck contracts and not before. The court's majority opined that criminalizing the payment put even routine campaign contributions at the risk of the federal government's wrath. Overturning Snyder's conviction had a ripple effect on countless other cases, most notably prominent cases in Illinois, including the trial of ex-House Speaker Michael Madigan and the case of the 'ComEd Four' who were convicted of a scheme to bribe him. Federal prosecutors have described Snyder in their filing as 'a thoroughly corrupt public official, twice convicted by a jury of his peers for receiving a $13,000 payoff.' Snyder said he got a job doing health insurance consulting from Great Lakes Peterbilt's owners Stephen and Robert Buha, but prosecutors noted no contracts were written and there was no documented proof work was done. Snyder, a Republican, was first elected mayor in 2011 and reelected in 2015, a term cut short by his federal conviction in February 2019. In 2023, Snyder received a sentence of 21 months in prison for the bribery and IRS convictions and a year on supervised release from U.S. District Court Judge Matthew F. Kennelly of the Northern District of Illinois. Still, Snyder successfully argued that the start of his sentence should be postponed until his bid to have the Supreme Court hear his case was complete.
