Interview: German official opposes tariffs, calls for stronger economic ties with China

BERLIN, May 4 (Xinhua) -- Escalating trade tensions and punitive tariffs imposed by the United States could harm the global economy and pose serious risks to Germany's manufacturing sector, Hubert Aiwanger, deputy minister president of the German state of Bavaria, warned in a recent interview.
Speaking during a visit to Chinese electric vehicle maker NIO's battery swap station in Zusmarshausen, near Munich, Aiwanger stressed the importance of a rules-based international trade system and expressed strong support for continued economic cooperation with China.
From Bavaria's perspective, he said, punitive tariffs - whether imposed by the European Union (EU) on China or by the United States on China or the EU - are self-defeating. "Trade barriers only lead to retaliation and economic harm," he noted. "What our businesses and citizens need is open, fair, and stable international cooperation."
His comments come amid rising concern in Germany over the Trump administration's plans to introduce sweeping new tariffs, which will deal a blow to global automakers like BMW, headquartered in Bavaria, that depend heavily on global supply chains and international production networks.
Germany's export-driven manufacturers, many of which source components from one country, assemble in another, and sell to a third, are particularly exposed to rising trade barriers. Tariffs imposed at multiple stages, from imports of Chinese goods to exports to the United States, create a hostile environment for globally integrated companies.
Aiwanger urged major economies to resolve trade disputes through dialogue and cooperation. "The best path forward is to work toward a global market with minimal tariffs and fair competition rules," he said.
Against this backdrop, Aiwanger welcomed the growing presence of Chinese companies in Europe, citing NIO's expansion as an example of mutually beneficial cooperation. The automaker recently opened its 60th battery swap station in Europe.
"We welcome innovative Chinese companies like NIO investing and operating in Bavaria," he said, adding that such partnerships support Bavaria's efforts to transition toward electric mobility and green energy. He emphasized that the battery-swap model could alleviate concerns among German consumers about EV range and charging convenience.
Economic ties between Bavaria and China remain robust. As one of Germany's most industrialized states and home to Siemens, Allianz, and Audi, Bavaria hosts about 500 Chinese companies. Bilateral trade volume nearly doubled in a decade -- from 27 billion euros (30.51 billion U.S. dollars) in 2013 to 53 billion euros in 2023, according to statistics from the Bavarian government.
Regarding the annual dialogue sessions held by the Bavarian government with Chinese firms operating locally, Aiwanger said, "We value their input. They are highly motivated, eager to learn, and focused on results. These conversations help us improve administrative services and streamline approval processes."
In October 2024, Aiwanger led a four-day delegation to China, where he met with business leaders and officials to discuss topics such as autonomous driving and sustainable transportation. Recalling that visit, he said he was particularly impressed by the speed and efficiency with which Chinese companies develop and scale new products and infrastructure. "German companies that cooperate with Chinese suppliers value this agility."
Looking ahead, Aiwanger emphasized the potential for further collaboration with China in artificial intelligence and green industrial transformation. "AI is a key topic in nearly every international exchange, and China is making rapid advances," he said, expressing confidence in the mutual benefits brought by joint research and innovation.
"Chinese firms are well-positioned to expand globally," he said. "As long as they bring high-quality products, they are welcome in Bavaria. Our economic ties should transcend geopolitics and focus on mutual benefit."

'Even after all these years, my experience this time has been just as wonderful,' she added. Renowned for its breathtaking scenery, Namtso Lake attracted 5.11 million domestic and international tourists between 2014 and 2024. 'As of mid-July this year, we have welcomed about 150,000 tourists,' said Zhang Longquan, chairman of the Namtso Lake scenic area protection and development company, noting that the company's revenue has boosted local livelihoods by creating jobs, such as hiring herdsmen to provide horses and yaks for tourists, and by distributing dividends to them. 'I earn about 9,000 yuan (about US$1,259) per month without having to work far from home,' said Sigya, 26, a resident of a nearby village. To better protect the lake's ecosystem, the company has upgraded the surrounding infrastructure, including introducing eco-friendly public toilets and electric sightseeing buses. 'Wildlife diversity in the area has significantly increased in recent years,' Zhang said. 'In recent years, the central government and local authorities in Xizang have vigorously promoted the high-quality development of the tourism industry. 'Since summer began, we've had almost no vacancies,' he said. A steady stream of guests from the sweltering nearby regions of Sichuan and Chongqing is replacing the usual ebb and flow of tourists in this capital city of Yunnan Province. As scorching heat blankets much of China, Yunnan and Guizhou provinces, with average summer temperatures of 15 to 21 degrees Celsius, are experiencing the explosive growth of 'cool summer residencies'. Yunnan alone hosted 2.8 million long-stay visitors in the first half of 2025, a surge of 45.4 per cent year on year. These visitors stayed an average of 91 days, 11 days longer than the previous year. In the province's Qujing City, famed for its cooler summers, companies like Licheng Residential Leasing are transforming idle homes into managed residences. This summer, Licheng has provided over 100 beds and three meals daily through contracted residential homes in the city's Niujie community, hosting over 200 guests so far. Industry experts believe that traditional tourism often funnels spending into transportation and tickets, limiting local economic benefits, whereas tourism engaging local residents retains more spending within the community. In Qujing, for example, dining accounts for 40 per cent of long-stay visitors' spending, vastly exceeding the 10 per cent typical of short-stay tourists. The city welcomed 2 million long-stay visitors last summer, peaking at 270,000 daily, generating 23.6 billion yuan (around US$3.3 billion) in revenue. Leveraging its national forest park, Xishui County in Guizhou has developed 28 summer residence projects across six townships, now housing 36,000 households, mostly from other provinces. Since June, hotels and homestays have reported peak seasons. Dai Bin, head of the China Tourism Academy, highlighted the shift of the tourism model 'from simply leveraging cool climates to integrating culture, wellness and learning'. He cited the example of children joining forest rangers for plant identification in a nature science camp while parents learn local crafts, as well as one in Yunnan's Dali that combines cool air with holistic healing through yoga in the forest. Recognising the potential, China's National Development and Reform Commission issued guidelines in 2023 to boost summer tourism, urging better products and infrastructure. According to Rao Xiangbi, deputy director of Yunnan's culture and tourism department, long-stay visitors now flock not just from nearby Sichuan and Chongqing, but increasingly from Guangdong, Zhejiang, and even the northernmost Heilongjiang Province, with over 80 per cent being young and middle-aged people. OTTAWA, July 25 (Xinhua) -- Freight traffic volume received from U.S. rail connections in Canada fell 13.2 percent year over year to 3.6 million tonnes in May, the fourth straight month of double-digit declines in tonnage, Statistics Canada said Friday. The figure was the lowest recorded for May in four years and came after large year-over-year decreases of 15 percent in March and 22.5 percent in April, said the national statistical agency. According to the agency, in 2023 and 2024, traffic received from U.S. connections represented an average of 12 percent of total rail tonnage each month. It went down to 11.3 percent in January 2025, then to just over 10 percent in February and March. In April, it fell below 10 percent, then reached 10.9 percent in May. The volume of cargo carried by Canadian railways edged up to 32.7 million tonnes in May, above the five-year average for the month, second only to the record high of 34.7 million tonnes set in May 2019, said the agency. May's traffic increase was the result of higher volumes of domestic loadings, offsetting the decline in freight traffic from connections with American railways, said Statistics Canada.
