India set to lead World Bank's global land reform talks in Washington
Led by Ministry of Panchayati Raj (MoPR) Secretary Vivek Bharadwaj, and comprising of Joint Secretary, MoPR, Alok Prem Nagar, Additional Surveyor General, Survey of India Shailesh Kumar Sinha, the delegation will present its flagship SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) Scheme at two key sessions during the upcoming international forum on land governance.
This year's World Bank Land Conference, themed "Securing Land Tenure and Access for Climate Action: Moving from Awareness to Action", will bring together global leaders, policymakers, experts and development partners to explore strategies for securing land tenure, modernising land administration for sustainable development and climate-responsive governance, the statement said.
Under India's flagship SVAMITVA Scheme that provides legal ownership of rural properties using drones and geospatial technology, property cards to over 24.4 million households across 1.6 lakh villages have been issued, mapping over 100 million property parcels and unlocking an estimated $1.162 trillion (approx Rs 100 crore) in land value.
India will play a key role at the World Bank Land Conference 2025, wherein the SVAMITVA Scheme will be spotlighted as a transformative model of rural empowerment through drone mapping, high-accuracy geospatial data, and platforms like Gram Manchitra for climate-aligned planning. With applications in tax administration, infrastructure, and disaster preparedness, SVAMITVA exemplifies inclusive, tech-driven governance. India's leadership in digital land reforms and its commitment to South-South collaboration will be central to the global dialogue on scalable and people-centric land solutions.
The conference agenda includes high-level plenary sessions, regional workshops, thematic exchanges, and an innovation expo, all focused on accelerating secure land access, modernising land administration systems, and driving climate-responsive governance. Sessions will highlight best practices, operational strategies, and cutting-edge research to scale up reforms in land tenure, promote the use of geospatial technologies, and build resilience in the face of climate challenges.
The Secretary, Ministry of Panchayati Raj, will represent India as a Country Champion in the Plenary Session on "Good Practices and Challenges in Land Tenure and Governance Reform", wherein the SVAMITVA Scheme's impact on rural property rights, women's empowerment, and dispute resolution, will be shared, contributing to global discussions on SDG Target.
Joint Secretary Nagar will lead a Technical Session on "Establishing the Land Foundation for Climate Action and Disaster Risk Management", wherein India's Gram Manchitra platform, which utilises SVAMITVA's high-resolution spatial data to support village-level planning, solar energy site selection, disaster mitigation and rural development will be showcased.

Addressing the FMCBG, Sitharaman also highlighted how India had demonstrated resilience through a combination of strong domestic demand, prudent macroeconomic management, and targeted fiscal measures.

The plan is to flood the rural and remote landscape with visible, active governance infrastructure and make enhanced outreach In the wake of the Pahalgam terror attack, the Narendra Modi government has now doubled down on its grassroots administrative expansion in Jammu & Kashmir. The strategic move is aimed at increasing the presence of the administration through political participation which may, in a way, deter youth radicalisation and cut off recruitment pathways for OGWs (Overground Workers) of terror outfits. In an instance of massive infrastructure rollout under the Support for Panchayat Infrastructure programme in J&K, the Ministry of Panchayati Raj (MoPR) has approved a staggering 970 Gram Panchayat (GP) Bhawans for construction in the 2024–25 cycle alone, along with 1,606 community service centres with digitally equipped infrastructure. The government has sanctioned Rs 216 crore for current projects, which are in different phases of implementation. A team of Union government officers led by a senior officer from the Prime Minister's Office (PMO) will be in J&K on Monday to make further outreach in the region and take stock of the situation. Of all the sanctioned infrastructure, 470 GP Bhawans were carried over from the previous year, which includes 330 Bhawans as already completed, and 140 under active construction. An additional 500 new GP Bhawans have been sanctioned this year, of which 370 have already been tendered out. Land identification for 130 of these has also been completed, said the official document, exclusively accessed by News 18. The plan is to flood the rural and remote landscape with visible, active governance infrastructure and make enhanced outreach. To accelerate pace and to keep track of the work, the MoPR has instructed its CB Division teams to verify physical progress of at least 20 per cent of these projects before further release of funds. Parallelly, another major push is underway for digital integration at the village level across the region. The government has approved 1,606 Common Service Centre (CSC) co-locations within GP Bhawans to promote digital governance and efficient citizen services access. Of the 1,106 CSCs carried over from 2023–24, 926 are now functional in the area, with 180 expected to be operational soon. Another 500 new CSCs have been approved for the current year, with 370 tendered and land identified for 130. For this phase, the UT administration has received approval for 680 CSC co-locations, backed by Rs 68.67 crore in funding. In administrative and strategic terms, this is more than an infrastructure update for the J&K. It is a visible assertion of state authority in high-risk zones. With security forces tackling militants and their backers on the ground, these administrative centres are being designed to take on the longer battle of increasing governance, countering misinformation, and turning the tide on radicalisation. Inflation likely to stay within RBI's target in Q1 FY26; vegetable, pulse deflation drives trend
Representative image Retail inflation is expected to remain comfortably within the Reserve Bank of India 's (RBI) projections for the first quarter of FY26, supported by a favourable base effect and continued deflation in essential food items, according to a recent report by Bank of Baroda. As per news agency ANI, the central bank's policy outlook currently pegs Consumer Price Index (CPI) inflation at 3.7% for FY26, with Q1 forecasted at 2.9%, followed by 3.4%, 3.9% and 4.4% in the subsequent quarters. In June 2025, the Bank of Baroda Essential Commodities Index (BoB ECI) recorded a year-on-year decline of 1.8%, deepening from a 0.6% fall in May. This marks the third consecutive month of deflation, largely driven by steep price corrections in vegetables and pulses, backed by improved production and favourable supply dynamics. Vegetables from the TOP category (Tomato, Onion, Potato) were key drivers. Onion and potato retail prices dropped sharply by 26.1% and 20.3%, respectively, while tomato prices fell by 24% year-on-year. Among pulses, Tur/Arhar plunged by 23.8%, with other varieties like Urad, Masoor, and Moong also reflecting sustained price drops due to better Kharif sowing, reported ANI. The report expects June CPI inflation to settle at 2.6%, providing room for the RBI to focus on growth-friendly policies. 'The outlook for inflation remains comforting for now, as it has the handholding of a favourable statistical base,' the report stated, adding that July could see similar trends. On a month-on-month basis, the BoB ECI saw a nominal 0.6% increase in June. However, the seasonally adjusted figure dropped 0.7%, indicating the sequential rise was largely seasonal. For instance, tomato prices jumped 36.1% from May, the highest since October 2024, due to monsoon-linked supply shifts. Onion prices were stable, dipping just 0.4% in June after a sharper drop in May. The report, however, cautioned that TOP prices usually begin to reverse upwards in June and July, and urged for strengthened supply chain infrastructure, including cold storage and localised clusters, to reduce price volatility. Contributing to a stable inflation environment is a strong start to Kharif sowing, which rose 11.3% year-on-year, led by rice and pulses. Improved monsoon distribution has also helped, with June rainfall reaching 109% of the Long Period Average (LPA) and key agri-states like Rajasthan, Gujarat, and Madhya Pradesh receiving surplus rainfall. With food prices easing and supply-side pressures under control, inflation remains well below the RBI's upper tolerance band of 6%, giving the central bank a window to maintain its growth focus, the Bank of Baroda report concluded.
