The Bristol-born McLaren star capitalised on a ten-second time penalty for team-mate Oscar Piastri after he abruptly stopped under the safety car.
That move had seen
But race stewards slapped the Aussie driver with a severe penalty for a safety car infringement.
Norris was reduced to tears over the team radio as he roared: 'Wooo, we did it."

Asked about his race after taking the lead, Norris said: "Your mind just goes pretty blank. Everything you might think before the race, you forget.
"The main thing is just don't f*** it up, that's rule number one.
"The last few laps I was just looking into the crowd. I was just trying to take it all in, enjoy the moment, because it might never happen again.

"I hope it does. But these are memories that I'll bring with me forever. An incredible achievement."
Button swiftly apologised for the swear word, while Norris also added his own apology.

Norris might have landed a fine from the FIA earlier in the season, but the governing body climbed down from its harsh stance over driver swearing in interviews and on the team radio.
He then extended some praise to his team-mate, who he called "fast the whole way" and thanked his team for the car.
Norris said: "In terms of being a stressful race, this is as stressful as you can get. It was a good race for Oscar as well.
"I've got to give credit to Oscar, he was fast the whole way. So a round of applause Oscar, because he put up a good fight.
"I enjoy those moments together when we're on track, not as much when he's ahead of me as when he's behind, but that's life.
"Credit to him and to McLaren, to win at home in front of all the friends and family we have here, it's pretty amazing."
Norris shared the podium with Piastri and Sauber's Nico Hulkenberg, who scored his first-ever F1 podium after 239 races in the motorsport and a number of near misses.
The trio and the winning constructor were presented with trophies made entirely out of LEGO Bricks.
In his own post-race interview, Piastri, 24, was visibly fuming about the controversial decision which went against him.
He said: "I'm not going to say much. Well done to Nico, I think that's the highlight of the day. I'll leave it there.

"Apparently you can't brake behind the safety car anymore. I did it for five laps before that. I'm not going to say too much because I'll get myself in trouble.
"Thanks to the crowd for a great event. Thanks for sticking through the weather. I still like Silverstone even if I don't like it today."
Hulkenberg, 37, cast a far happier figure.
The German said: "It has been a long time coming, hasn't it? I always knew we have it in us, I have it in me somewhere.
"What a race, coming from virtually last, doing it all over again from last weekend, it's pretty surreal to be honest.
"Not sure how it all happened but obviously crazy conditions, mixed conditions. It was a survival fight for a lot of the race.
"I think we were just on it, the right calls, the right tyres, the right moment, made no mistakes and yeah, quite incredible."
Hulkenberg's podium finish was just ahead of Lewis Hamilton, who was hunting for his first Ferrari podium at the track where he holds the record for the most wins (nine).
With Hamilton in P4, Verstappen managed to recover to P5 after his late spin under the safety car which had dropped him from P2 to P9.
Norris now sits eight points behind Piastri in the drivers' standings.

In the hometown of the Tour's first five-time winner Jacques Anquetil, the Slovenian took a stride to what he hopes will be his fourth title with a show of strength, edging out Van der Poel and great rival Jonas Vingegaard in an uphill sprint. It was Pogacar's 18th career Tour stage win and one that put him on the same time as Van der Poel – who retains yellow on countback – with Vingegaard eight seconds back going into today's time trial. Pogacar (26) became the fourth youngest rider to reach 100 professional wins. Oscar Onley, the 22-year-old Scot riding his second Tour, was fourth on the stage as he was able to hang with an elite group of riders on a hilly finish to the stage from Amiens. Lenny Martinez, the last survivor of a four-man breakaway, was caught with 20km left as Pogacar's UAE Team Emirates-XRG squad and Vingegaard's Visma-Lease A Bike team came to the fore. Pogacar tried to attack on the steepest section of the last categorised climb, briefly distancing Vingegaard, who was the only man who could follow before getting back onto his rival's wheel by the summit. Remco Evenepoel dragged a handful of riders back across to the leading pair on the descent into Rouen, Van der Poel among them, but there would be no beating the world champion to victory. 'I think today I got very, very close to the limit,' Pogacar said. 'I tried with an attack on the last climb and then Jonas followed me and everything came together. 'Joao (Almeida) did such an amazing job to lead me out until the very end, even if people were attacking so I'm super happy and proud of the team today, it's amazing and I'm just without words, it's such a nice victory. 'To win at the Tour is incredible, to do it in this jersey even more so and to win 100 victories is amazing… We will see, tomorrow is the real test. Already to win a stage in this jersey for me it's enough, I just go on enjoying this race. Of course we aim for yellow and we will see.' Evenepoel conceded another three seconds to Pogacar and Vingegaard, leaving him 58 seconds off yellow, while Primoz Roglic lost 32 seconds to fall one minute 27 seconds down. Onley's performance was enough to lift the Team Picnic-PostNL rider up to seventh overall, 55 seconds down. 'It was pretty cool,' Onley said of being in the mix. 'It doesn't get much bigger than this in terms of races and competitors so it's nice to prove to myself that I can be there right at the top.' Eddie Dunbar finished the day in 42nd, 1:49 behind Pogacar after guiding his team leader, Ben O'Connor, to the line when the Aussie lost contact with the general classification group in the final kilometres. Ben Healy was 45th, four seconds further back. Tomorrow's stage is a 33km time trial starting in Caen.

Current and former racers such as Eddie Irvine, Damon Hill, Mika Hakkinen, Martin Donnelly, David Coulthard, Martin Brundle, Christian Horner and Johnny Herbert joined hundreds who packed into Westminster Central Hall to pay tribute to the Dubliner. No funeral details were announced for the father-of-four, from Dartry in south Dublin. But his widow Marie attended yesterday's ceremony, at which his daughter Zoe recited A E Housman's poem To an Athlete Dying Young. 'The time you won your town the race,' she read. Celebrating the life of Eddie Jordan 'We chaired you through the marketplace, Man and boy stood cheering by, and home we brought you shoulder high. 'Today, the road all runners come, Shoulder-high we bring you home, And set you at your threshold down, Townsman of a stiller town.' She ended: 'Now you will not swell the rout. Of lads that wore their honours out, Runners whom renown outran, And the name died before the man.' Eddie was once a racing car driver himself and went on to found Jordan Gran Prix, winning four Formula One races and employing Eddie Irvine, Damon Hill, Michael Schumacher and Rubens Barrichello. Video clips of his life and his achievements were shown on a big screen and at the service's end his old Silverstone band Eddie and the Robbers. They were joined on stage by Genesis guitarist Mike Rutherford and singer Rick Astley, with performers from Michael Flatley's Lord of the Dance getting a string of F1 drivers and the 1000 or so audience singing and clapping along to The Beatles' Hey Jude "Yesterday we had a chance to celebrate the life of the late Great Eddie Jordan," Hill wrote on X. "And what a life he lived. Awesome. He's not coming back, but he will never leave us. Tanks EJ." A series or tributes were also paid to Jordan at the British Grand Prix at Silverstone last weekend, which was attended by among others Heinz Harald Frentzen and Johnny Herbert, Damon Hill and Eddie Irvine. The four of them took to the stage for a special musical tribute to him, with Irvine on percussion and Hill playing guitar.
