US House panel orders study of possible ammunition manufacturing in Subic

US lawmakers are exploring the possibility of establishing a joint ammunition manufacturing facility in Subic Bay, amid concerns about the lack of a forward-staged similar installation in the Indo-Pacific.
In its report dated June 16, the US House Committee on Appropriations directed the US Department of Defense to assess the feasibility of establishing a joint ammunition manufacturing and storage facility in Subic Bay.
"The Committee is concerned with the lack of a forward-staged ammunition manufacturing facility in the Indo-Pacific," the US House committee said in its report.
"Therefore, the Committee directs the Department of Defense to assess, in coordination with the Department of State and the International Development Finance Corporation, the feasibility of establishing a joint ammunition manufacturing and storage facility at United States Naval Base Subic Bay," it added.
"The facility would enable the forward staging of ammunition stockpiles and related materials such as nitrocellulose, nitroglycerin, and acid. The Committee directs the Secretary of Defense to provide an update on the progress of this feasibility study within 60 days of the enactment of this Act," it added.
The US maintained a naval base in Subic Bay until 1991, after the Senate voted against a new bases treaty between the two countries.
It is now under the jurisdiction of the Subic Bay Metropolitan Authority, the operating and implementing arm of the Philippine government for the development of the Subic Bay Freeport. –NB, GMA Integrated News

DOF OKs donation of seized gasoline to PCG
The Department of Finance (DOF) said Thursday it has approved the donation of 1,251.68 liters of seized gasoline to the Philippine Coast Guard (PCG). In a statement, the DOF said Finance Secretary Ralph Recto gave the thumbs up for the donation of seized fuel to the PCG in 'support the country's maritime safety and security operations.' The 1,251.68 liters of gasoline were forfeited by the Bureau of Customs (BOC) pursuant to Section 1113 of the Customs Modernization and Tariff Act (CMTA) for violating fuel marking regulations. Fuel marking, which involves injecting chemical identifiers into tax-paid oil products, is being carried out under the Tax Reform for Acceleration and Inclusion (TRAIN) Act to curb the smuggling of petroleum products. The donation of the seized gasoline was in line with President Ferdinand Marcos Jr.'s 'directive to intensify the fight against smuggling and strengthen national security.' 'This donation not only shows our commitment to bolstering our defense sector, but is a clear warning to all businesses that any illicit act will not go unpunished. Hinding hindi namin palalampasin ang anumang panlalamang at iligal na gawain (We will not tolerate illegal activities),' said Recto. Comelec: Random manual audit shows 99. 997% accuracy as of Friday afternoon
With the random manual audit (RMA) of the automated elections nearing its completion, Commission on Elections chairman George Garcia on Friday said that the RMA has so far indicated 99.997% accuracy by the machines used in Eleksyon 2025. Some 762 ballot boxes have been chosen for the RMA. "So far, of the 723 na ballot boxes subject of the random manual audit, so far naman 99.997% 'yung accuracy ng atin pong machine... yung count ng machine saka nung manual counting," Garcia said in a news conference on Friday afternoon. Garcia said the statistics of the completed audit are expected to be done on Monday. The accuracy of RMA for the 2022 elections stood at 99.94%. In May, the Comelec officially kicked off the RMA for 762 randomly selected clustered precincts and one online voting post for the 2025 national and local elections. It was slated to last up to 45 days. During the RMA, 60 auditing teams from the Department of Education were tasked to check the performance of the automated counting machines (ACMs) and examine the ballots from the clustered precincts to validate their accuracy. Section 29 of the Automated Election System (AES) Act states that 'there shall be a random manual audit in one precinct per congressional district randomly chosen by the Commission in each province and city' where the automated election system is used.
