Acting Kuala Lumpur police chief Datuk Mohamed Usuf Jan Mohamad said the organisers had already informed the Dang Wangi District Police Headquarters of the planned gathering.
He said that about 2,000 officers and personnel would be deployed to help manage the rally and ensure the safety of participants and the general public.
"We will manage the situation to the best of our ability. Early projections from the Special Branch estimate an attendance of between 10,000 and 15,000 individuals.
"I urge everyone to conduct themselves peacefully and in an orderly manner. Please behave responsibly and refrain from any form of provocation," he said at a press conference following the Handover of Duties ceremony between himself and former Kuala Lumpur police chief Datuk Rusdi Mohd Isa, who has been appointed Commercial Crime Investigation Department (CCID) director at Bukit Aman.
Mohamed Usuf also issued a stern warning that anyone found inciting unrest would face firm action without compromise.
He said that while the right to assemble and express one's views was protected, it must not be misused in ways that threaten public order, especially on sensitive 3R matters (race, religion, royalty).
"If possible, avoid burning items or flares, and refrain from excessive use of loudspeakers, as seen in previous gatherings.
"Let us all remember that safeguarding national security is a shared responsibility," he added.
Mohamed Usuf also said that police anticipated crowds would begin assembling from as early as 11am at four designated locations before marching towards Dataran Merdeka at 2pm.
At present, no road closures are planned, although this may change depending on developments on the day of the rally.

Businessman loses RM1.5mil to online investment scam
SEREMBAN: Another victim has fallen prey to a non-existent online investment scam, losing nearly RM1.5mil after being promised unusually high returns. Nilai OCPD Supt Abdul Malik Hasim said the victim, a businessman in his 50s, lodged a report on Monday (July 21) after realising that he had been duped. "The victim, in his report, said that he had been contacted by an individual in late April asking if he was keen to invest in an online investment scheme. "The victim, after being told that the returns were unusually high, agreed to download an application on his mobile phone so he could invest," he said in a statement. Supt Abdul Malik said the victim then transferred the cash into seven bank accounts through 15 transactions. He said the victim only realised that he had been conned when he was unable to withdraw his profits. "He was told that he would have to make additional payments if he wished to do so," he said, adding that the victim lodged a report at the Pantai station. The case is being investigated under Section 420 of the Penal Code for cheating. He advised the public to always check with official sources such as Bank Negara before investing in any scheme, especially those that promise unusually high returns. The public can also call the Commercial Crime Investigation Department Scam Response Centre at 03-2610 1559 or 03-2610 1599, he added.

Actor files police report over defamatory social media post
KUALA LUMPUR: Police received a report from a local actor and singer over an alleged defamatory and provocative social media post made on the 'Threads' platform. Acting Kuala Lumpur police chief, Datuk Mohamed Usuf Jan Mohamad, confirmed this with the New Straits Times, adding that the post was claimed to have damaged the complainant's reputation. "The report was filed at 4.12pm on July 18 over a post by the owner of a social media account, which allegedly contained slanderous, provocative, and seditious elements. "The post was made publicly and is believed to have the potential to tarnish the complainant's image and reputation," he said. He added that the case is being investigated under Section 500 of the Penal Code for defamation and Section 233 of the Communications and Multimedia Act 1998, which covers the misuse of network facilities. Those convicted under Section 500 could be liable for a maximum two years' jail, a fine, or both. Section 233 stipulates a maximum fine of RM500,000 or two years' jail or both if found guilty, as well as a further fine of RM5,000 for each day the offence continues after conviction. Usuf said that this case is not related to the ongoing investigation involving local artiste Shila Amzah. "This case has no connection to the Shila Amzah matter," he said, addressing speculation linking the two.

Protest is not a solution
COMMENT | A rally is being planned, this time not to demand reform, justice, or integrity, but to call for the resignation of Prime Minister Anwar Ibrahim under the theme #TurunAnwar. The organisers claim to speak for the rakyat, to defend the nation, and to hold power to account. But a simple question must be asked: what exactly is being saved, and from whom? Public dissatisfaction exists. No honest leadership would deny that. The cost of living continues to rise. Prices of essential goods have gone up. Fuel, including diesel and RON95, remains burdensome. Tariffs strain households. Wages remain flat while competition in the job market intensifies. These are legitimate concerns, but none of them can be resolved by removing the head of government midway through a challenging term.
