2,000 police personnel to manage July 26 public rally
KUALA LUMPUR: More than 2,000 police officers and personnel will be deployed for the 'Himpunan Turun Anwar' rally on July 26, which is expected to attract 15,000 participants. Acting Kuala Lumpur police chief Deputy Comm Datuk Mohamed Usuf Jan Mohamad said personnel would be stationed at all key gathering points, including Sogo shopping mall, Masjid Jamek, Masjid Negara and Pasar Seni, from 11am. Participants are expected to march to Dataran Merdeka at 2pm. 'We will be there to facilitate the rally and ensure the safety of all involved,' he told reporters at a handover ceremony marking his appointment as acting Kuala Lumpur police chief. DCP Mohamed Usuf said the rally organisers had notified the police of the gathering. 'We respect the public's right to assemble. However, we urge participants to gather peacefully and avoid any acts of provocation,' he said, adding that participants should refrain from burning objects or raising sensitive issues during speeches at Dataran Merdeka. 'Stern action will be taken against any offences,' he said. Home Minister Datuk Seri Saifuddin Nasution Ismail previously said the police would facilitate the rally despite a Federal Court ruling on July 1 that struck down Section 9(5) of the Peaceful Assembly Act 2012 as unconstitutional, meaning organisers are no longer legally required to notify authorities in advance. On another matter, DCP Mohamed Usuf said police are awaiting further instructions from the Attorney General's Chambers (AGC) regarding the investigation into the alleged assault of singer Shila Amzah. He confirmed that the investigation paper had been submitted to the AGC and the police had also received a report from Datuk Amy Search, which had been described as a covering report. On July 10, Shila lodged a police report alleging she was assaulted by a legendary singer, later identified as Amy, father of actress Nabila Huda. Preliminary findings suggest the incident stemmed from Amy's dissatisfaction with Shila's alleged interference in his family affairs. Separately, DCP Mohamed Usuf said police are continuing investigations into the abduction of Datin Seri Pamela Ling Yueh, despite a lack of solid leads. Ling was last seen on April 9, when she was scheduled to appear at the Malaysian Anti-Corruption Commission headquarters in Putrajaya to assist with an investigation. However, she reportedly vanished on her way there, with CCTV footage later revealing that she was abducted by several men. No ransom demand has been made to date.

Over 2,000 cops to be deployed during rally on July 26
KUALA LUMPUR: More than 2,000 police officers and personnel will be deployed to facilitate the "anti-PM" rally on July 26. Acting KL police chief Deputy Comm Datuk Mohamed Usuf Jan Mohamad said police personnel will be stationed at all locations where the rally participants are expected to gather. "The rally goers are expected to gather at Sogo shopping mall, Masjid Jamek, Masjid Negara and Pasar Seni at 11am before marching to Dataran Merdeka at 2pm. 'We will be there to facilitate and ensure the safety of all involved," he told reporters after the handing over ceremony for the KL police chief post on Friday (July 18). DCP Mohamed Usuf has taken over the post in an acting capacity from outgoing police chief Comm Datuk Rusdi Mohd Isa. He said the organiser has already notified the police of the rally. "We respect the rights of the people to gather. "However, we urge the rally goers to gather peacefully and refrain from any acts of provocation," he added. DCP Mohamed Usuf also reminded rally participants to not burn anything during the rally. "There will be speeches given at Dataran Merdeka thus we urge the participants to not touch on any sensitive issues. "We will take stern action if there is any offence committed," he said. Home Minister Datuk Seri Saifuddin Nasution Ismail previously said that the police will facilitate the upcoming rally on July 26 as well. He said the police would ensure the safety of participants despite organisers no longer being legally required to notify authorities, following a landmark Federal Court ruling on July 1 that struck down Section 9(5) of the Peaceful Assembly Act 2012 as unconstitutional. 'Even though notification is no longer mandatory, we remain committed to facilitating the gathering,' he said. However, Saifuddin admitted the ruling has somewhat complicated police preparations. 'In the past, when organisers were required to inform the police, the police could better estimate crowd sizes and mobilise resources accordingly, not to restrict the gathering, but to facilitate it. 'Now, without prior notice, the police have to deploy all available assets to prepare a suitable security strategy,' he said. He assured that the police will handle the rally in a professional manner but reminded organisers and participants to adhere strictly to provisions under the Peaceful Assembly Act 2012.

[UPDATED] Peaceful assembly expected: Police ready for 'Turun Anwar' rally on July 26
KUALA LUMPUR: Police anticipate a turnout of between 10,000 and 15,000 people at the 'Turun Anwar' rally scheduled for July 26. Acting Kuala Lumpur police chief Datuk Mohamed Usuf Jan Mohamad said the organisers had already informed the Dang Wangi District Police Headquarters of the planned gathering. He said that about 2,000 officers and personnel would be deployed to help manage the rally and ensure the safety of participants and the general public. "We will manage the situation to the best of our ability. Early projections from the Special Branch estimate an attendance of between 10,000 and 15,000 individuals. "I urge everyone to conduct themselves peacefully and in an orderly manner. Please behave responsibly and refrain from any form of provocation," he said at a press conference following the Handover of Duties ceremony between himself and former Kuala Lumpur police chief Datuk Rusdi Mohd Isa, who has been appointed Commercial Crime Investigation Department (CCID) director at Bukit Aman. Mohamed Usuf also issued a stern warning that anyone found inciting unrest would face firm action without compromise. He said that while the right to assemble and express one's views was protected, it must not be misused in ways that threaten public order, especially on sensitive 3R matters (race, religion, royalty). "If possible, avoid burning items or flares, and refrain from excessive use of loudspeakers, as seen in previous gatherings. "Let us all remember that safeguarding national security is a shared responsibility," he added. Mohamed Usuf also said that police anticipated crowds would begin assembling from as early as 11am at four designated locations before marching towards Dataran Merdeka at 2pm. At present, no road closures are planned, although this may change depending on developments on the day of the rally.

Five nabbed over Brickfields shooting in Kuala Lumpur which left one dead, two injured
KUALA LUMPUR: Amid a recent spate of gun-related violence in Malaysia, the authorities have arrested five individuals in connection with a fatal shooting in the Brickfields area of Kuala Lumpur which left one man dead and two others injured. 'Five people were arrested on Jun 16 in the capital, but they have since been released on police bail after their statements were recorded,' Kuala Lumpur Deputy Police Chief Mohamed Usuf Jan Mohamad told local media on Sunday (Jun 22). On the night of Jun 13, two gunmen had attacked a group of seven diners who were eating at a restaurant in Jalan Tun Sambanthan in the Brickfields neighbourhood. A man was killed and two others injured, all aged between 30 and 50, reported local media. Just four days later, , where two men were shot dead. Several individuals believed to be involved in the incident had fled the scene in a vehicle, reported Berita Harian. 'As for the case in Cheras, no arrests have been made yet and efforts are ongoing to identify the suspects,' Mohamed Usof was quoted as saying by the New Straits Times. The deputy police chief said that early investigations found that both incidents in Cheras and Brickfields were believed to have resulted from clashes between groups believed to be active in secret society activities. 'Based on background checks on both sets of victims, investigations point to conflicts between groups linked to such (secret society) activities,' he told the media. "However, whether the suspects were hired or not has yet to be determined. Investigations are ongoing, and efforts to track down all suspects are being carried out actively.' According to Mohamed Usof, a total of 18 witnesses have been summoned in connection with the Brickfields incident while 20 have been called to assist in the investigation of the shooting in Cheras. No details of the five people arrested were available. In the most recent fatal shooting incident on Friday, a 46-year-old man was shot dead in Meru, Selangor, with Malaysian police investigating a possible link to organised crime. The shooting happened outside a motorcycle shop in Taman Meru Utama, located in the Klang district. Klang Utara district police chief S Vijaya told local news agency Bernama that a 46-year-old local man was found 'slumped in the driver's seat of a four-wheel-drive vehicle covered in blood'. The victim was confirmed dead on the scene and his body was sent to Tengku Ampuan Rahimah Hospital for a post-mortem, VIjaya added. The case is investigated for murder. Authorities said they are examining closed-circuit television (CCTV) footage and taking witness statements, with investigators also not ruling out the involvement of a secret society. Kuala Lumpur's police chief earlier has assured the public that the city remains safe, noting that the Cheras and Brickfield cases were likely driven by internal disputes between the suspects and victims. He added that the two shootings are unlikely to be related.
