President returns West Bengal's Aparajita Bill, flags harsh rape penalties
Governor of West Bengal Dr CV Ananda Bose had reserved 'The Aparajita Women and Child (West Bengal Criminal Laws Amendment) Bill, 2024' for the consideration of the Hon'ble President of India. The Government of India has since conveyed its observations on certain amendments proposed to the Bharatiya Nyaya Sanhita (BNS), 2023 through this Bill, highly placed sources in Raj Bhavan informed.
'One of the proposed amendments seeks to enhance the punishment for rape under Section 64 of the BNS, 2023, raising it from the existing minimum of 10 years to life imprisonment for the remainder of one's life or death. The Ministry of Home Affairs (MHA) has termed this change as excessively harsh and disproportionate,' sources said.
Another proposed amendment seeks to delete Section 65 of the BNS, 2023.
'Thereby it is removing the distinction in punishment for rape of women under 16 and 12 years of age. The MHA has observed that the removal of such classification violates the principle of proportionality in sentencing,' sources revealed.

Asim Arun gets his PS arrested after woman alleges harassment
Lucknow: In a rare show of swift accountability, Uttar Pradesh minister and former IPS officer Asim Arun on Thursday got his personal secretary (PS) Jai Kishan Singh arrested after a woman employee accused him of outraging modesty at the Social Welfare Department headquarters in Lucknow. The victim, posted at the department's Bhagedar Bhawan office, broke down in front of Arun while recounting the repeated inappropriate behaviour by Singh. Distressed and in tears, the woman alleged that Singh was harassing her for a long time with obscene gestures and inappropriate advances. Moved by her plea, Arun — the social welfare minister (independent charge) who served in the Indian Police Service for 27 years before joining politics in 2022 — took prompt action. He called the police from his office around 3:30 pm and asked them to arrive immediately. When questioned by the minister, Singh allegedly tried to evade responsibility by making excuses. The police from Gomtinagar station arrived shortly after and took Singh into custody. The minister made the woman file a formal written complaint in front of the officers. He emphasised that strict action must be taken following a fair investigation. Visuals from the scene showed the accused being escorted out of the department's premises by the Gomti Nagar police team. He was seen carrying a diary as he was led away. Police later confirmed that Singh, who holds the post of review officer, is a native of Bamrauli in Prayagraj and currently resides with his family in Vikrant Khand, Chinhat, Lucknow. ACP, Gomtinagar, BN Singh confirmed the development: "The accused Jai Kishan Singh was arrested. An FIR under the charges of BNS 74 (outraging modesty of woman) has been registered based on the victim's complaint, and appropriate legal action will follow," he said.

CM promises funds release in pending Laadli Laxmi cases

Porvorim: The legislative assembly has passed the Goa Private Universities (Amendment) Bill by 23-6 votes amid strong opposition from several MLAs who raised concerns about the legislation's potential impact on educational standards. The bill amends the 2020 act to allow private universities to operate through off-campus centres during their initial establishment phase. This provision is designed to expedite the setup of private universities in the state while their main campuses are being developed. Several opposition MLAs voiced sharp criticism. Carlos Ferreira warned that 'the bill will allow fly-by-night operators to set shop in the state.' Viresh Borkar questioned the legislation's benefits for local residents. Vijai Sardesai alleged that the bill would 'facilitate the entry of education mafia to set mom and pop shops, which will only give (fake) degrees.'
