Video released of alleged Bay Area crime spree that ended in police shooting
Police in Concord have released camera footage in connection with an alleged crime spree earlier this year, which police said included an armed robbery, multiple carjackings and an officer shooting a suspect following a 50-mile pursuit to San Jose.
On Friday, the department released a video presentation featuring footage of the incident, which took place on the morning of April 21. Two men, identified as 29-year-old Cruz Vargas and 21-year-old Elijah Phillips, were arrested and charged following the incident.
According to officers, the incident began around 9:40 a.m., when two masked men were seen entering the Diablo Valley Credit Union on Detroit Avenue in Concord. Footage showed the two men robbing the tellers at gunpoint and taking an undisclosed amount of cash.
Following the robbery, a Concord police officer found their vehicle on Monument Boulevard near Interstate 680 and initiated a pursuit.
Police said the suspects headed southbound on I-680. In Sunol, the suspects hit heavy traffic and their vehicle became disabled.
In traffic, the suspects were then seen carjacking a Tesla at gunpoint but were unable to get away after the driver was able to disable his vehicle.
Police said the pair then carjacked a second vehicle. The occupants inside the second vehicle, a mother and her two children, were able to escape unharmed.
A Concord police corporal on a motorcycle pulled up as the suspects drove away. Body worn camera video then shows the corporal checking in on the carjacking victims.
Police continued the pursuit into San Jose and onto surface streets. Video from an officer's dashcam shows the suspects in the carjacked vehicle running multiple red lights and reaching speeds exceeding 60 miles per hour.
After briefly losing sight of the vehicle, the officer continued the pursuit to Mabury Road, where the suspects crashed.
Video shows the suspects running from the area. One of the suspects, who appears to be carrying a handgun with a high-capacity drum magazine, attempted to carjack a third vehicle before he was shot by an officer.

The suspect, later identified as Vargas, ran a short distance before being taken into custody. Vargas was taken to the hospital for treatment.
Meanwhile, San Jose police officers took Phillips into custody nearby. Police said he was found in possession of money from the credit union.
The Contra Costa County District Attorney's Office has filed multiple charges against Vargas including three counts of felony robbery, felony evading, two counts of carjacking, attempted carjacking, possession of a machine gun and hit-and-run.
Phillips has been charged with three counts of felony robbery, two counts of carjacking and possession of a machine gun.
Concord Police investigated the bank robbery, carjackings and pursuit that continued to San Jose, while the San Jose Police Department and Santa Clara District Attorney's Office investigated the police shooting.
According to jail records, Vargas and Phillips remain in custody. Both men are scheduled to appear in court on July 10.

'Sanctuary policies were the driving cause of the violence, chaos, and attacks on law enforcement that Americans recently witnessed in Los Angeles,' Attorney General Pamela Bondi said in a press release announcing the lawsuit Monday. 'Jurisdictions like Los Angeles that flout federal law by prioritizing illegal aliens over American citizens are undermining law enforcement at every level – it ends under President Trump.'

3 dogs seized, 2 found dead after Westmoreland County animal abuse investigation
Police said they seized three dogs and found two others buried in a backyard after they executed a search warrant during an animal abuse investigation in Westmoreland County. Douglas White, 27, and Mackinzie Orndoff, 26, are facing charges after the Westmoreland County District Attorney's Office said a neighbor recorded dozens of videos showing White severely abusing their dogs over the course of several months. The district attorney's office said Monessen police were first contacted on Friday by a neighbor who had more than 50 videos of alleged animal abuse at White and Orndoff's Knox Avenue home. "The abuse ranged from kicking, choking, throwing, aggressively grabbing the dog by the back of its neck, and smashing the dogs' face off the ground," the DA's office said in a news release. In one video, investigators said White threw a dog against the steps, and in another, taken on June 25, he threw a dog down the stairs before dragging it through the yard and back up again. Police executed a search warrant, seizing three dogs and taking them to a local animal rescue for evaluation and treatment. During the investigation, police also said they found two dead dogs buried in the yard. Their bodies will be forensically examined. A second search of the home turned up marijuana and "related paraphernalia," authorities said. White was charged with aggravated cruelty to animals, cruelty to animals, animal neglect and drug possession. Orndoff was charged with criminal conspiracy, neglect of vet care and drug possession. Both White and Orndoff were arrested and taken to the Westmoreland County Prison.

Thieves ram vehicle into Sunnyvale jewelry store, evade police after stealing merchandise
A group of thieves stole merchandise from a Sunnyvale jewelry store on Sunday after ramming a vehicle into the building in the middle of the day and later evading police during a chase, authorities said. The Sunnyvale Department of Public Safety said in a press release Monday that the incident began at about 2:45 p.m. Sunday at a jewelry store on the 1000 block of East El Camino Real between Poplar and Henderson Avenues. After using a stolen vehicle to smash into the building, multiple suspects entered the store and used hammers to smash display cases, stealing an undisclosed amount of jewelry, the DPS said. The suspects then fled in several waiting vehicles, leaving the stolen vehicle behind. One person inside the store was injured during the incident and was taken to a hospital. The injuries were not life-threatening, the DPS said. During the police response, officers located one of the suspect vehicles and attempted to pull it over, but the driver fled instead with officers giving chase, the DPS said. The pursuit was later ended in the interest of public safety, according to DPS. Anyone with information about the incident was encouraged to contact Detective G. Limon at (408) 730-7110. On March 30, a group of thieves used a stolen car to ram another jewelry store in Sunnyvale, less than a mile west on El Camino Real between S. Wolfe Road and Maria Lane. In that incident, a store employee confronted the driver with a gun, and the suspects fled without stealing anything, the DPS said. On June 20, a similar attempted theft happened at a jewelry store in Dublin, with thieves using a stolen car to breach the store's security gates. Local news reports said the thieves left empty-handed because the store's owner had removed merchandise from display cases after hearing about yet another similar smash-and-grab theft from a Fremont jewelry store two days prior.
