3 cops dismissed for raping minor girl in 2023
Trichy: A police sub-inspector and two constables have been dismissed from service for sexually assaulting a minor girl in Trichy in 2023. The action has been taken after the allegations, such as sexual assault, pornography, and criminal intimidation of the survivor, were proven in a department inquiry. The dismissed cops were B Sasikumar (sub-inspector, Jeeyapuram station) and constables J Prasad (Navalpat station) and A Sitharthan (Jeeyapuram traffic police station), according to an order issued by Trichy range DIG V Varun Kumar. Action is pending against constable S Sankar Rajapandian, who has also been accused of smuggling ganja near Adirampattinam in Thanjavur district. On the evening of Oct 4, 2023, the four of them, dressed in plain clothes and in an inebriated condition, visited Mukkombu park. They saw some couples and began harassing them. Among them was a 17-year-old girl and her 19-year-old male friend. Constables Prasath and Siddharth beat the male youth and drove him away. The group then took the girl to their vehicle, where sub-inspector Sasikumar and Sankar Rajapandiyan sexually assaulted her for an hour. They also recorded their acts on their mobile. Police stopped a car in which Sasikumar and others attempted to leave, and questioned them. Sasikumar told the cops on duty that he and others had only inquired about the girl on suspicion. The outpost personnel informed Varun Kumar, who was earlier Trichy's superintendent of police. Varun Kumar conducted an initial inquiry and suspended the four policemen. A case was registered at Jeeyapuram All Women Police Station and the policemen were booked under IPC sections 323 (voluntarily causing hurt), 341 (wrongful restraint), 342 (wrongful confinement), 506-i (criminal intimidation), and 67(B)(b) of the IT Act (recording child pornography). The accused were also booked under several sections of Pocso Act including 9(a) (i) (iii) (iv) (aggravated penetrative sexual assault), 9 (g) (gang sexual assault),10 (aggravated penetrative sexual assault), 17 (abetment), 13 (c) (obscene representation) and 14(5) (participation in child pornographic act). Stray dog menace claims another life: Canines tear apart flesh of 70-year-old Bengaluru man
A horrifying incident came to light from Bengaluru that has sent shockwaves across the nation. A 70-year-old man named Seethappa was allegedly killed by a pack of stray dogs in Bengaluru's Kodigehalli. The deceased reportedly went out for a walk during the early hours of July 27, when the canines attacked him. Tearing his flesh and gnawing his bones, the pack of at least eight stray dogs caused serious injuries to his hands, legs and face. Seethappa's cries alerted his neighbours who claimed to have witnessed the chilling happenings. According to Times of India report, the victim, a farmer, had stepped out for a walk wrapped in a black blanket at around 3:30 AM but was mauled to death minutes later. He was rushed to KIMS Hospital with open wounds but was declared dead. The victim's 43-year-old son named Venkatesh Seethappa claimed that his father was healthy and active and had no history of diseases except mild asthma. "He had a morning routine. He'd have his tea, a couple of biscuits, and take the cows out for grazing. Never once had we imagined that something like this would happen to him, especially in our locality," TOI quoted his bereaved son Venkatesh as saying. 'Today, he's gone, because of stray dogs,' he said, adding, "Even at that hour, hearing the shrieks, neighbours rushed out, tried to chase the dogs away by throwing water, banging gates, and hitting sticks on the ground, but the dogs wouldn't relent. They mauled his face, hands, legs… It was brutal," he said. This follows the death of a six-year-old girl in Delhi's Rohini due to rabies after a dog bite. In another incident, a three-year-old girl suffered serious injuries after she was attacked by stray dogs in Shimla Nagar of Old Hubballi in Karnataka. These incidents come in the wake of rising stray dog attacks across the country. Recently, the Supreme Court bench took suo Motu cognisance of the concerning issue. The court observed that hundreds of dog bite cases are reported daily in Delhi and its outskirts. The most vulnerable group from stray dog bite menace are children and elderly. Amid rising stray dog menace, Chief Minister Rekha Gupta-led Delhi government is taking steps to control the situation, seeking a change in law, PTI reported. Currently, the laws do not allow relocation of stray dogs, instead provide for the sterilisation through Animal Birth Control (ABC) Rules, 2023.

Punjab and Haryana Bar Council warns lawyers against advertising legal services via social media, influencer collabs
The Bar Council of Punjab and Haryana (BCPH) has issued a warning to all advocates and Bar Associations against the unethical and increasingly common practice of advertising legal services through social media platforms, promotional videos, and influencer collaborations. The Council has emphasised that such conduct violates Rule 36 of Chapter II, Part VI of the Bar Council of India (BCI) Rules. It warned that violations will be treated as professional misconduct under Section 35 of the Advocates Act, 1961, which may lead to suspension or cancellation of an advocate's licence. It has also made it clear that office bearers of Bar Associations in Punjab, Haryana, and Chandigarh will be held accountable if such practices continue under their watch. In a detailed communication addressed to presidents and secretaries of various Bar Associations, including those of tribunals, tax bars, and consumer forums, BCPH chairman Rakesh Gupta stated that the legal profession is a noble service, deeply rooted in public trust and distinct from commercial business ventures. Citing multiple judicial pronouncements, including a recent landmark ruling by the Madras High Court dated July 3, 2024, the Council reiterated that commercialisation of legal services undermines public faith and the sanctity of the legal practice. The communication also noted that despite previous directives, a growing number of advocates have been found soliciting work through indirect advertisements, online promotions, and even publicising favourable court outcomes with client photographs in newspapers in a clear violation of ethical standards. Rule 36 of the BCI Rules explicitly prohibits advocates from soliciting work through any form of advertisement or public endorsement, including via digital platforms. It also forbids personal publicity or associating oneself with any particular cause, organisation, or past designation to gain legal work. The Bar Council further highlighted recent concerns over 'legal influencers' spreading misleading information online, regardless of their credentials. The Council has urged all presidents and secretaries of Bar Associations to immediately disseminate the circular among their members and ensure strict compliance.
