on Wednesday instructed officials that provocative slogans and display of weapons shouldn't be allowed at any cost in the forthcoming festival season.
"The atmosphere of joy should prevail but there should be no mischief," was his clear message while reviewing law and order in the state with senior police and administration officials on Wednesday evening.
The CM also said that any attempts to disturb peace in the state in the name of caste conflict would not be tolerated.
Expressing concern over recent incidents reported from places like Kaushambi, Etawah and Auraiya, he directed officials to identify the culprits and take the strictest action.
'Some disruptive elements had been conspiring to spread caste hatred for some time. Officials should not wait for orders from the govt before taking action in such cases,' he said.
The CM said several festivals are to be celebrated from July 11 to Aug 9, including Kanwar Yatra, Shravan Shivratri, Nag Panchami and Raksha Bandhan. In addition to this, Jagannath Rath Yatra is being held from June 27 to July 8 while Muharram is to be observed from June 27 to July 6 or 7.
Discussing arrangements for the Kanwar Yatra, he reiterated a rule from the previous year that asked all eateries to mention the name of the owner in the front.
With the possibility of disruptive elements joining the yatra in disguise, the CM said all districts should remain vigilant. Yogi reiterated that respecting the religious sentiments of devotees is paramount, but mischievous elements should not be given any opportunity to spoil the environment.
'Sale of meat in the open should not occur on the Kanwar Yatra route. Sanitation, street lighting, drinking water, toilets, and primary medical facilities should be available on the yatra routes. Institutions setting up camps should be verified,' he said.
The CM further said: 'Districts bordering Uttarakhand, including Ghaziabad, Meerut, Bareilly, Ayodhya, Prayagraj, Kashi, Barabanki and Basti, should exercise special caution.
The sound levels of DJs, drums, and music on the yatra route should adhere to prescribed standards.
Deafening noise, provocative slogans and deviations from traditional routes will not be acceptable. The height of DJs used in Tazia, Rath, or Kanwar Yatra should not exceed the prescribed limit. Cutting trees, removing slums, or displacing shelters for the poor for any procession will not be tolerated.'
He said display of weapons and the political use of religious symbols in religious processions will not be allowed.
Entry of prohibited animals on the routes of processions should be prevented, and social media should be closely monitored, he said adding that surveillance through drones would be carried out and the govt should be quick to rebut false news. During the month of Shravan, there will be a large gathering of devotees at Shiva temples each Monday for which the departments of panchayati raj and urban development have been asked to make adequate preparations.
During Muharram, the CM added, the administration and police must learn from previous arrangements and ensure that all programmes are conducted peacefully on traditional routes by ensuring dialogue with peace and organising committees

With the revised limit, women buyers can now avail up to ₹1 lakh in stamp duty rebate. Real estate experts have welcomed the move, noting that it offers greater financial security to women and is likely to boost interest in the mid-range housing segment across cities. 'This step may encourage more buyers to register properties under women's names,' an expert said. However, some believe the ₹1 crore cap is still restrictive, especially in high-value markets like Noida and its surrounding areas. They argue that increasing the limit to ₹2.5 crore or removing it altogether would have made the benefit more meaningful. A decision in this regard was taken at a Cabinet meeting chaired by Uttar Pradesh Chief Minister Yogi Adityanath at Lok Bhavan in Lucknow on July 22, the UP government said in a statement. Till now, this exemption was applicable only on property up to ₹10 lakh in the state, in which a maximum discount of ₹10,000 was available. But now the government has increased this exemption to property up to ₹one crore. A PTI report quoted UP's Labour Minister Anil Rajbhar as saying that the government believes this decision will help middle class women become property owners, which will not only increase their confidence but they will also become financially more capable and respected in the society. This exemption will also strengthen the Mission Shakti programme, under which women are being made self-reliant and empowered, he said. In Budget 2024, the central government had also talked about reducing the stamp duty on deeds executed in favour of women. This decision of the Uttar Pradesh government is being considered as a step in the same direction. There is a possibility of a huge increase in the registration of property in the name of women, the statement said. This is what real estate experts have to say about the move By increasing the 1% stamp duty rebate limit from ₹10 lakh to ₹1 crore for properties purchased in women's names, the Uttar Pradesh government has provided significant relief to women homebuyers. 'With 10 times increase in the exemption limit, now a maximum of ₹1 lakh can be saved in payment of stamp duty while purchasing it in the name of women. This will boost the purchase of properties in the name of women and give them more financial security,' said managing partner and co-founder of ZEUS Law. It is also likely to encourage more families to register properties in the name of women, supporting broader goals of financial inclusion and empowerment. 'The move is expected to benefit the mid-segment market the most which continues to attract end users and first-time buyers. Currently, key residential hubs in the state such as Noida, Greater Noida, and Ghaziabad offer a wide range of options across different budget categories in both primary and secondary segments. With this added incentive, we're likely to see greater interest in the mid-range category across these cities, with more buyers moving forward with purchases under women's ownership,' he said. Vikas Bhasin, MD of Saya Group is of the opinion that stamp duty and other levies form a significant part of home-buying costs, and any reduction in these charges helps buyers save a substantial amount of money. The current reduction in stamp duty will certainly benefit many homebuyers. 'However, we have consistently advocated for a broader reduction in stamp duty, especially since it is charged in addition to GST on under-construction properties, which significantly inflates the overall cost of purchase. The government should consider reducing these charges for all homebuyers, regardless of gender or property value, to make homeownership more affordable and accessible,' added Bhasin. Will it increase joint registration of properties? Santhosh Kumar, vice chairman, Anarock Group said that the move can give a meaningful boost to home registrations in Noida, Greater Noida, and Ghaziabad. It will make property ownership more appealing for women, provide support to middle-class homebuyers, and encourage joint registrations. These markets have a lot of housing options priced under ₹1 crore. The savings on registrations under women's names is especially pertinent since this supports the Mission Shakti women empowerment initiative and encourages gender-equitable property ownership. Property rates in Noida, Greater Noida, and Ghaziabad have surged hugely in the last five years, and this initiative will enable significant savings for families eyeing homeownership in these regions, he added.

The Supreme Court, on July 22, in a significant turn, refused to intervene and probe into the legality of the directives issued by the Uttar Pradesh and Uttarakhand governments mandating the owners of eateries along the route of the Kanwar Yatra to display QR codes with details of their names, types of food served, license and registration certificates. The Uttar Pradesh government claimed that the idea behind this directive was to ensure transparency and uphold the choice of the Kanwariyas to abstain from consuming certain food during the yatra. This is a departure from the SC's earlier stand on this issue. In 2024, the SC had placed an interim stay prohibiting the enforcement of a similar directive and stated that the eateries along the Kanwar yatra route may be required to display the kind of food being served but they should not be forced to display the name or identity of the owners. However, on Tuesday, the SC found this petition infructuous, given that the yatra is over, and directed the petitioners to approach the High Court for a detailed order on the merits of the directive. This is a constitutional quagmire impacting not only the right to privacy of the owners of the eateries, but also affecting the very tenets of secularism. The imminent threat of police action could also provoke an infringement of Fundamental Rights guaranteed under Article 14, 15(1), 17 and 19(1)(g) of the Constitution. The major question rests on the touchstone of the guidelines laid down in KS Puttaswamy vs Union of India regarding the right to privacy. The guidelines state that every state action impacting an individual's right to privacy must satisfy the tests of proportionality, necessity, legitimate aim and suitability. This, in the context of Article 21, means that an invasion of privacy must be justified based on a law that stipulates a procedure that is fair, just, and reasonable. An invasion of life or personal liberty must also meet the threefold requirement of (i) legality, which postulates the existence of a statute; (ii) need, defined in terms of a state's legitimate aim; and (iii) proportionality, which ensures a rational nexus between the objects and the means adopted to achieve them. However, in this case, the state action does not seem to have qualified any of the aforementioned requirements. Firstly, as rightly argued by several petitioners in this case, the directive was neither authorised by a statute nor was it proportionate or necessary to achieve its slated objectives. As argued by the petitioners, if the slated purpose of the directive was to ensure that the Kanwariyas have access to pure vegetarian food along the route of the yatra, then the mandate to disclose the names of the eatery owners has no bearing, if all eateries are anyway serving pure vegetarian food as per their dietary requirements. Lastly, the names of the owners of these eateries are an inevitable marker of their caste and religious identities, and a mandate for the disclosure of these details by state action is violative of their fundamental right to privacy under Article 21. This particular case called for a balancing act by the SC, to maintain the crucial equilibrium between the consumer's right to know (for religious sentiments), vis-a-vis the right of the eatery owners to maintain their privacy. The impact of the Court's order refusing to intervene with the QR code requirement shall stand out as a case wherein the customer's right to know trumped the fundamental right to privacy of the eatery owners. If a balancing act between competing rights is not adequately performed by the constitutional courts, it may affect the constitutional ethos.
