Delhi government may change policy, approach court to protect slum dwellers rights: CM
NEW DELHI: Asserting no slum dwellers will be harassed anymore in Delhi, Chief Minister Rekha Gupta on Friday said her government, if required, will amend the existing policy and even approach the court to protect their housing rights. The chief minister asked all government departments as well as the Indian Railways and the Delhi Development Authority (DDA) to refrain from demolishing jhuggi-jhopri (JJ) clusters in the city. The policy on slum clusters could be amended if required to protect the rights of the slum dwellers, she said in a statement. Gupta said the government will renovate 50,000 dilapidated houses built years ago under Jawaharlal Nehru National Urban Renewal Mission (JNNURM)scheme, and allot them to slum dwellers. These flats will now be handed over to slum dwellers under the Pradhan Mantri Awas Yojana Urban (PMAY-U), she added. Gupta made major decisions concerning the slum clusters of the capital and instructed all government departments, Railways and Delhi Development Authority (DDA) to ensure that no slum in Delhi is demolished, said the statement issued by the Chief Minister's Office. "In cases where removal becomes unavoidable due to development projects or other reasons, alternative housing must be provided in advance," she said. Gupta said, if required, the government will amend the existing policy on slum clusters and will even approach the court to protect the housing rights of slum dwellers. The slums in Delhi are an inseparable part of the city, with people living there for decades, she added. The chief minister's remarks come as the BJP government led by her faced criticism from the Aam Aadmi Party (AAP) and the Congress over recent demolitions of some slum clusters, including Madarsi camp near Barapullah drain in South Delhi. She criticised the Opposition for using slum dwellers as "vote bank" and said her government is making sincere efforts to ensure their rightful recognition as the residents of Delhi. Gupta said regular meetings are being held with various departments and strong decisions are being taken to provide permanent settlement to slum dwellers. The Delhi government has made it clear that no slum will be removed in the capital, she added in the statement. The chief minister said that directives have accordingly been issued to all concerned departments, including the Railways and DDA, to ensure that no slum is demolished. There are 675 slum clusters in Delhi consisting of over three lakh dwellings. Around 50 per cent of these slums are located on the DDA's land, 23 per cent on government or private land and 22 per cent on the land owned by agencies such as the Municipal Corporation of Delhi (MCD) and Delhi Urban Shelter Improvement Board, said the statement. South-East Delhi accounts for the highest number of 144 slum clusters followed by 109 in North Delhi, 92 in Central Delhi, 68 in West Delhi, 54 in Shahdara, 49 in New Delhi, 46 in South-West Delhi, 43 in East Delhi, 34 in North-West Delhi, 30 in South Delhi, 30 and six in North-East Delhi, it added.

Leaders commemorate VS, say he remoulded self with changing times
THIRUVANANTHAPURAM: Kerala's socio-political and religious leadership paid homage to former chief minister and veteran Communist V S Achuthanandan on Friday. Inaugurating the programme organised by CPM at Nishagandhi auditorium, Chief Minister Pinarayi Vijayan dismissed the narrative presented now by different corners that it was in his latter years that V S Achuthanandan took a pro-environmental position. 'The protest organised by the Kerala State Karshaka Thozhilali Union against the filling of barren paddy land under VS was an example of how seriously he understood the protection of environment. It was the exemplary organisational work he took up that had shaped the VS that we knew later. His life is interlinked with the Punnapra-Vayalar protest against the then monarchy's attempt to create Travancore an independent nation. He was forced to live underground and was beaten up in the police lock-up. However, VS emerged more powerful,' he said. Remembering the late leader, Leader of Opposition V D Satheesan said that he was astonished by the ability of VS in his later years to study new issues and understand the changes that happened. 'VS remoulded himself with the changing time. VS took on environmental issues in his later years. In his period as CM, I had opposed and criticised him from the opposition benches. However, whenever we brought to his notice the land grabbing issue, he took prompt action. He always had the mind of 'Opposition' even when he took charge of the CM,' he added. CPI state secretary Binoy Viswam said that once in a one-to-one discussion VS raised apprehension about the moral degradation happening in Communist parties. 'When I said that the division could have been averted in the unified Communist party, VS altogether dismissed it and said he did not hold that view,' he said. IUML general secretary P K Kunhalikutty described VS as a leader who had surrendered his life for the uplift of the poor and to fight against injustice. Former union minister V Muralidharan said VS will be best remembered for his decisions and positions taken as a chief minister.

CM orders depts to not demolish a single slum in Delhi
Delhi chief minister Rekha Gupta on Friday announced an immediate halt to demolition drives in the Capital's slum clusters and promised that all future removals, if unavoidable, will be accompanied by advance rehabilitation. Delhi chief minister Rekha Gupta. (PTI) Stressing that the city's slum dwellers will not be 'harassed anymore', she said that 50,000 old and dilapidated flats built for the economically weaker sections (EWS) will be renovated and allotted to slum dwellers. 'No slum will be removed without providing alternative housing first,' Gupta said, adding that if required, the government would amend the existing slum policy or even approach court to ensure protection for the poor. 'The pain of slum dwellers will not be ignored,' she said. Gupta's announcement comes amid mounting political tension over demolition drives in Delhi's informal settlements since the Bharatiya Janata Party (BJP) came to power in February. While the demolitions – carried out by agencies like the DDA, Railways and municipal bodies – were largely in compliance with court orders, they sparked criticism from the Aam Aadmi Party (AAP), which accused the BJP of breaking its pre-election promise to protect slum residents. Among the major drives were the June 1 demolition of 300 homes in Jangpura's Madrasi Camp, the June 17 razing of 200 structures in Ashok Vihar, and the June 18 clearance of 25 homes in Gokalpuri. The BJP defended the actions as necessary for reclaiming public land, but Gupta's announcement will come as a reassurance for residents. 'The slums in Delhi are an inseparable part of the city. My government is committed to giving them rightful recognition,' Gupta said, alleging that opposition parties had reduced slum dwellers to a vote bank. She said her government is holding meetings across departments to chalk out a plan for permanent housing and that all departments have been instructed to immediately halt any ongoing demolition activity. She also promised that if rules need to be changed to protect the rights of slum residents, her government will not hesitate to do so. A key part of this effort, she said, is the revival of 50,000 unallotted flats constructed for the poor years ago under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). These flats, which became dilapidated after lying vacant for years, will now be renovated and allotted to slum dwellers under the Pradhan Mantri Awas Yojana – Urban (PMAY-U). Gupta accused previous government of wasting the opportunity to house the poor. 'Despite receiving crores under JNNURM, the flats were never allocated. Departments like DUSIB and DSIIDC were on the verge of returning ₹732 crore to the central government,' she said. 'Now, with approval from the Union housing ministry, this money will be used to renovate the flats and house slum dwellers.' She said the dispute between the Delhi and central governments over whether the flats should be rented out or directly allotted to slum dwellers had stalled progress for years. Her government, she added, is now committed to direct allocation. 'In these neglected settlements, there was no drinking water, no drainage, no roads. Past governments left them to alcoholism and despair. My government will restore their dignity and give them the pride of being true citizens of Delhi,' she said. Responding to the allegation, AAP's Delhi state president Saurabh Bharadwaj said CM Gupta and the BJP have been bluffing the slum residents in the city. 'If Rekha Gupta is serious about slum rehabilitation, she should ask the central government and its agencies — such as the DDA, railways, and the land and development department — to withdraw the cases against these JJ clusters in the high court and Supreme Court,' Bharadwaj said in a statement.
