The Committee in its 4,584 page report, identified several drafting corrections based on stakeholder suggestions, which they believe are essential for clarity and unambiguous interpretation of the new bill. The parliamentary panel has made a total of 566 suggestions/recommendations in its report.
To give a significant relief to tax payers, the committee has suggested change the provision which disallows refunds, if income tax returns are filed beyond the due date.
Live Events
The law should not compel a return merely to avoid penal provisions for non-filing.
The committee suggested removing the clause of mandatory requirement of filing return to claim refund by small tax payers whose income falls below the taxable threshold but from whom tax has been deducted at source. Flexibility should be given to such tax payers and they should be allowed to claim refund even in cases where the return is not filed in due time.
To give relief to property owners, the committee suggested that the standard 30 per cent deduction should be computed on the annual value of the property after deducting municipal taxes and to ensure that deduction for pre-construction interest should be given for let-out properties along with self-occupied ones as given in the existing IT Act.
Other recommendations of the committee include aligning definition of micro and small enterprises with the
MSME Act
.
For non-profit organisations, the committee asked for clarification over the terms 'income' vs 'receipts', anonymous donations, and the removal of the deemed application concept. The panel asked for these to be fixed to avoid legal disputes.
The report also recommended amendments in the bill for clarity on
advance ruling fees
,
TDS on provident funds
, low-tax certificates, and penalty powers.

Expedite Outer Regional Ring Railway line, Chamala asks in Lok Sabha
Bhuvanagiri MP Chamala Kiran Kumar Reddy has appealed to the Lok Sabha Speaker and Union Railway Minister to expedite the implementation of India's first Outer Regional Ring Railway Line (ORRRL) project in Hyderabad. Raising the matter under Section 377 in Parliament, the MP stressed on the national and strategic importance of the project, highlighting its alignment with the Prime Minister's vision of Vikshit Bharat-2047. The ambitious railway corridor, estimated at a cost of ₹12,000 crore, is designed to encircle the Hyderabad Metropolitan Region, covering eight districts and 14 mandals across Telangana. The line will run parallel to the proposed Regional Ring Road (RRR) and is expected to include 6 rail-over-rail (ROR) bridges. 'This project will act as a catalyst for economic growth, urbanisation, and industrial expansion,' he said, adding that the railway ring will help unlock new growth corridors, catalyse urbanisation of nearly 60% of the state, and enable job creation on a large scale.

ChatGPT maker OpenAI expands the project that Elon Musk said Sam Altman has no money for to Europe
Representative Image ChatGPT maker OpenAI is expanding its "Stargate" data centre project to Europe. The Microsoft-backed AI startup has announced that it will inaugurate a $1 billion facility in Norway next year. This move follows scepticism from Tesla and SpaceX CEO Elon Musk , who had previously claimed OpenAI "don't actually have the money" for its ambitious AI infrastructure plans. This remark from Musk came in January when OpenAI announced the $500 billion initiative for developing cutting-edge AI infrastructure for the first time. At that time, the world's richest man also added that "SoftBank has well under $10B (billion) secured. I have that on good authority." Replying to Musk, OpenAI CEO Sam Altman said: "I genuinely respect your accomplishments and think you are the most inspiring entrepreneur of our time." Despite Musk's doubts, OpenAI announced a Stargate facility in the UAE in May and has now confirmed its first such facility in Europe. OpenAI's first Stargate AI facility in Europe: What we know so far In a blog post, OpenAI has confirmed that it is partnering with developer Nscale Global Holdings and investment group Aker ASA for the Norwegian centre in Narvik. The facility will be named Stargate Norway and is planned to deliver 230MW of capacity, with plans to expand by an additional 290MW. The facility aims to employ 100,000 NVIDIA GPUs by the end of 2026, with plans to expand significantly in the years ahead. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Find Your Lowest Auto Insurance Rate [Check Now] AutoSaveMax Get Quote Undo 'This is one of the most ambitious AI infrastructure investments in Europe to date. Narvik's abundant hydropower, low-cost energy, cool climate, and mature industrial base make it an ideal location to deliver large-scale, sustainable AI capacity. The facility will run entirely on renewable power and is expected to incorporate closed-loop, direct-to-chip liquid cooling to ensure maximum cooling efficiency. Additionally, excess heat from the GPU systems will be made available to support low-carbon enterprises in the region,' the company said in its blog post. In a video presentation (seen by Bloomberg), OpenAI CEO Sam Altman said: 'Infrastructure like this is really important and unlocks a ton of potential for developers, researchers, scientists, and startups all across Norway and Europe.' Meanwhile, in the same video, Nvidia CEO Jensen Huang also confirmed that the facility will run on Nvidia's advanced GB300 Superchip processors, which will be connected via OpenAI's high-speed NVLink network technology. OpenAI also said that it has recently signed an MoU with the UK Government to advance AI adoption, partnered with Estonia to introduce ChatGPT in secondary schools, and submitted proposals to join EU AI Gigafactories consortiums.
