The Jammu and Kashmir government has declared all routes to the Amarnath cave shrine a 'no flying zone', banning 'any kind of aviation platforms' including drones and balloons for the duration of the yatra.
The decision comes on the back of advice from the Union Home Ministry.
'With a view to ensure strengthened security during the Shri Amarnathji Yatra, 2025, all the routes of Shri Amarnathji Yatra are hereby declared as No Flying Zone, including both Pahalgam axis and Baltal axis,' an order issued by J&K's home department said. 'Thus, flying of any kind of aviation platforms and devices, including UAVs, drones, balloons, etc., is prohibited w.e.f. July 1, 2025 to August 10, 2025,' the order said.
The annual Amarnath pilgrimage starts on July 3 this year and will end on August 8. Securing the yatra is considered one of the Valley's biggest security exercises.
Every year, lakhs of pilgrims from across the country make the journey to the Himalayan cave shrine, which is accessible via the popular tourist destinations of Pahalgam and Sonmarg.
The decision to declare the routes, Lakhanpur-Jammu-Qazigund-Pahalgam and Lakhanpur-Jammu-Qazigund-Srinagar-Sonamarg, no-fly zones has been taken because of the 'prevailing security scenario' in the Valley, especially after the Pahalgam terror attack in which 25 tourists and a local man were killed in April this year.
'Whereas, all the stakeholders have discussed the prevailing security scenario in the UT of Jammu and Kashmir and have proposed additional logistics provisions and whereas, the Ministry of Home Affairs, Gol, have also advised that the entire route of Shri Amarnathji Yatra, 2025, may be declared as 'No Flying Zone' w.e.f. July 1 to August 10, 2025,' the order read.
The order, however, said the no-fly zone would not apply in case of emergencies. 'These restrictions will not be applicable in the cases of medical evacuation, disaster management and for surveillance by security forces,' the order read. 'A detailed SOP for such exceptions will be issued subsequently.'

MGNREGS: Central teams find ‘financial misappropriation', ‘procedural gaps' in several states

Central teams, during their special visits to monitor the functioning of the Mahatma Gandhi National Employment Guarantee Scheme (MGNREGS) in 23 states in the 2025-26 financial year, found financial misappropriation and procedural gaps in several states. The anomalies ranged from 'work not found or not commensurate with the expenditure' to 'use of labour displacing machinery' to 'bypassing' of National Mobile Monitoring System (NMMS), an initiative to record workers' attendance digitally, The Indian Express has learnt. It is learnt that the Ministry of Rural Development, the nodal ministry for the MGNREGS, flagged the issue during the first Performance Review Committee (PRC) meeting for the financial year 2025-26, which was held on July 14 and 15. The meeting was attended by top Central and state government officials. The ministry has shared the findings with the states concerned, but over half of them have not sent any reply or action taken report (ATRs) to the Centre on the findings, said a source. The states were Andhra Pradesh, Kerala, Bihar, Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra, Meghalaya, Nagaland, Rajasthan, Uttar Pradesh, and Uttarakhand, said a source, adding that 48 Central teams visited 21 districts across these states. During the review meeting, the ministry also shared major findings with them. The findings were grouped in three categories: financial misappropriation, procedural gaps, and lack of good governance initiatives in the implementation of the MGNREGS. In the financial misappropriation category, the major findings were 'work not found or not commensurate with the expenditure' and 'taking up non-permissible works/activities'. Besides, procedural gaps, including violation of procurement procedure, use of labour-displacing machinery, and bypassing of the National Mobile Monitoring System (NMMS) — a digital initiative introduced for recording attendance of MGNREGS workers– were also noted. The findings are significant given the steps taken by the Centre to bring transparency and efficiency in the implementation of the MG-NREGS. The ministry had made attendance through the NMMS mandatory with effect from January 1, 2023. Apart from marking of attendance through the NMMS, two time-stamped and geotagged photographs of the workers in a day are also required to be uploaded on the scheme's portal. By invoking Section 27 of the MGNREGA, 2005, the Centre had stopped the release of funds to West Bengal with effect from March 9, 2022, 'due to non-compliance of directives of the Central Government.' Since then, no work under the NREGS has taken place in the state. The MGNREGS was launched in 200 most backward rural districts of the country in 2006-07 and was extended to an additional 130 districts during 2007-08; and to the entire country from the financial year 2008-09. The scheme saw a spike in demand for work during 2020-21 when a record 7.55-crore rural families availed the scheme in the wake of Covid-19 outbreak. The scheme became a safety net for migrants who returned to their villages during the Covid-19 lockdown in 2020. Since then, the number of families working under the MGNREGS has gradually come down — 7.25 crore in 2021-22, 6.18 crore in 2022-23, 5.99 crore in 2023-24 and 5.79 crore in 2024-25. The last three financial years (2022-23 to 2024-25) do not include MGNREGS beneficiary figures for West Bengal, where the scheme has been suspended since March 2022). The fitness factor is applied to the current basic pay to calculate the new basic salary under the Pay Commission. A higher fitment factor leads to a corresponding increase in salary. For example, under the 7th Pay Commission, the fitment factor was 2.57 — meaning the basic pay was increased by 2.57 times to arrive at the new structure. If the 8th Pay Commission recommends a higher figure, the salary hike could range between 30% and 34%, as per initial estimates cited in reports. When will the 8th Pay Commission be implemented? It is important to note that there is no official notification yet, in a written reply to the Lok Sabha, Minister of State for Finance Pankaj Chaudhary said, 'Inputs have been sought from major stakeholders, including Ministry of Defence, Ministry of Home Affairs, Department of Personnel & Training and from states.' He added that the chairperson and members of the 8th CPC will be appointed once the commission is formally notified. Madhya Pradesh Government Prepares Budget For 8th Pay Commission: According to the reports, the Mohan Yadav-led The Madhya Pradesh government is preparing the budget to implement salaries and pensions as per the 8th Pay Commission for around 7.5 lakh regular government employees and 4.5 lakh pensioners. The government is likely to provide an estimated 15 percent increase in salary and pension.

While a silent behind-the-scenes tussle between Vice President Jagdeep Dhankhar and the BJP high command had been brewing for months, both sides were caught off guard by the speed at which matters blew up. Dhankhar believed he was untouchable during his five-year term as VP and was instigated by certain Congress leaders to fight for upholding the dignity of his constitutional post. The egotistical Dhankhar believed he was constantly undermined by the government, although in the official protocol ranking, he even preceded the Prime Minister. It rankled him that he was not permitted even a one-on-one meeting with his US counterpart J D Vance during the latter's India visit in April. Dhankhar also resented Lok Sabha Speaker Om Birla's complete domination of Parliament, apparently not permitting Dhankhar, as Chairperson of the Rajya Sabha, to adopt a different course from the Lok Sabha. Worst of all, he was indiscreet in meeting Opposition members, including AAP leaders, to voice his grievances. Matters came to a head this week when Dhankhar, despite reportedly being asked by ministers Kiren Rijiju and J P Nadda to not undercut the Lok Sabha motion to remove Justice Yashwant Varma, announced that he had received a motion on the same day in the Rajya Sabha. Top BJP leaders felt Dhankhar had crossed a red line and that, if he was left untouched, it would encourage other dissidents. Rajnath Singh's office was the scene of the action with NDA MPs and ministers called to sign a blank sheet of paper, amid confusion about what the signature drive was meant for. A shell-shocked Dhankar could only retaliate with the surprise timing of his resignation — thus making the issue embarrassingly public. Some believe that the lesson the BJP should learn from this is to be wary in the future of appointing in a key position anyone who is not from among its own disciplined cadre. Dhankhar started his political career with Devi Lal and Om Prakash Chautala. Informed circles suggest a former SC Chief Justice, close to an NDA ally in the South, could be the BJP's choice for the new VP. The tiny, tranquil Landour cantonment above Mussoorie hill station, with its scenic treks, a historic graveyard and ancient deodars, remained largely untouched for some 200 years. Landour falls under the jurisdiction of the Indian Army, which ensured that rules and regulations were strictly adhered to. A decade ago, when an influential Mumbai hotelier, close to a famous cricketer, attempted to build a house several times its plinth area, it was speedily demolished. But three years ago, the Cantonment Board, which is meant to report back to the Army on violations of zonal regulations, was dissolved. Now the Himalayan slopes, which once consisted of 'Char Dukan' (four shops) and 24 houses, with only the sound of swaying pines and chirping birds to disturb the stillness, are the site of a loud, vulgar funfair and is a day trippers' selfie destination. During peak season, traffic jams lasting two to three hours can extend from the Mussoorie market to the top of Landour, in the wake of permissions granted for four new hotels and four restaurants by the CEO for Landour and Clement Town Cantonments stationed in Dehradun. The X factor in the Bihar Assembly polls later this year is political analyst Prashant Kishor, who boasts that whoever he advises, becomes the king. Kishor, an upper caste, will cut into the NDA's vote share rather than that of the Mahagatbandhan, especially since Kishor is targeting NDA ministers for corruption. But Kishor's lack of humility has put the backs up of some voters. Recently, he invited former vice-chancellors, veteran journalists and literary figures to a get-together in Patna. He did not endear himself by addressing them with the less-than-respectful 'Tum log (You people)'. When an elderly gentleman asked why the people of Bihar should repose their faith in him, Kishor simply advised the questioner to leave the room. The defeat of the BJP in the Visavadar Assembly by-election in Saurashtra, Gujarat, to AAP candidate Gopal Italia last month is a warning more to the Congress than the BJP. The Congress can no longer count on a bi-polar contest in Saurashtra, or on the AAP agreeing to be a junior alliance partner in an alliance. The Congress is losing out because of the growing impression that when Congresspersons get elected, they switch to the BJP. Even Rahul Gandhi, addressing the Congress Working Committee in May in Ahmedabad, referred to the unfortunate reputation of Congresspersons in Gujarat as weathercocks. In Visavadar, the MLAs elected the last two times, from Congress and AAP tickets, both defected to the BJP. Visavadar is an anti-BJP bastion which has not voted for the ruling party since 2007, after former BJP CM and heavyweight Keshubhai Patel, who represented the constituency, was thrown out of the party. AAP candidate Italia's plus point is his anti-establishment image, and the belief that he is not likely to be lured by the BJP.
