Rs 103 crore grant for renovation and development of Kempe Gowda fort in Magadi: DCM Shivakumar
Bengaluru: Deputy Chief Minister DK Shivakumar today informed that the Cabinet has approved a Rs 237 crore project to supply treated water from Bengaluru to 164 tanks in Shidlaghatta and Chinthamani taluks. 'Treated water will be supplied to 45 tanks in Shidlaghatta taluk and 119 tanks in Chinthamani taluk from the second phase of Hebbal-Nagavara valley. A Rs 36 crore project to build a new tank in Chinthamani taluk has also been approved,' he said while addressing a press conference after the Cabinet meeting. 'The Cabinet has also approved a project to renovate and develop the fort built by Kempegowda in Magadi taluk at a cost of Rs 103 crore. Administrative approval has been given by the Irrigation department to build a reservoir at Mallamma valley. The Cabinet also resolved to seek a no objection certificate from the Union Home Ministry to rename Bagepalli as Bagya Nagara,' he said. 'A Cabinet Sub-committee has been formed under the leadership of Law minister to study the report on mining irregularities carried out by the Lokayukta SIT. There were many lacunae in the previous Sub-committee report and hence a new Sub-committee has been formed to work out ways and means to conserve state's mineral wealth,' he added. 'Rs 50 crore has been granted to develop a hotel and other facilities in Nandi Hills. Bailahongala town municipality in Belagavi district and Harapanahalli town municipality in Vijayanagara district has been upgraded to city corporations. Hanumasagara village panchayat in Koppala district has been upgraded,' he informed. 'A grant of Rs 306 has been given to Karnataka Residential Educational Institutions Society to build 14 residential schools. Morarji Desai school has been approved for Chintamani taluk in Chikkaballapur district. A hi-tech flower market with a cost of Rs 141 crore has been approved for Chikkaballapura. The Cabinet also decided to upgrade primary health centres in Kaiwara and Nandi villages. Bagepalli public hospital has been approved for an upgrade,' he said. 'A grant of Rs 40 crore and Rs 20 crore has been given to upgrade basic amenities at Government Boys college and Government Girls college respectively in Kolar. A grant of Rs 123 crore has been released to develop second phase of the Bengaluru North campus in Amaravathi village in Shidlaghatta taluk. Rs 21 crore has been approved for purchase of MRI equipment for Nandi medical college in Chikkaballapura and KIMS Hubballi,' he added.

Meitei groups seek NRC, free movement for all at meet with MHA officials
A delegation of 19 representatives from three Manipur valley-based civil society organisations met with officials from the Union Home Ministry in Delhi Monday in continuation with previous rounds of talks with these groups. This was the first time that representatives of all three major groups – COCOMI, AMUCO and FOCS – representing Meitei interests met with MHA officials together in Delhi. The Home Ministry team the delegation met was led by the ministry's North East Advisor A K Mishra and IB Joint Director Rajesh Kamble. In a joint statement, they outlined key issues that they raised in the meeting. It stated that it 'reaffirmed its non-compromising stance on any initiative that could undermine the territorial integrity of the state,' a stance that is in opposition to the demand by Kuki-Zo groups for a 'separate administration' system for parts of the state where their community is in the majority. 'The delegation pressed for the urgent need to ensure free movement for all, emphasising that it is not only a fundamental right and a constitutional obligation of the government, but also the first essential step towards restoring peace in the state,' they said in their statement. Since the start of the conflict in May 2023, members of either conflicting community have largely not travelled in areas where the other community is in majority. The opening up of the state's highways by all communities has also been contentious with Kuki-Zo groups expressing hesitation to agree to this without discussion on their political demands. They emphasised two other long-standing demands. First, that a National Register of Citizens (NRC) be implemented in the state or a similar mechanism 'to address the issue of illegal immigration', which they have held to be the key reason for volatility in the region. The other is opposition to extension of Suspension of Operation (SoO) agreements with Kuki-Zo insurgent groups 'without a prior comprehensive and amicable understanding among all stakeholders within the state.' Last month, Kuki-Zo representatives had resolved that dialogues with the Government of India on behalf of the community would only be done by the SoO groups and talks are underway between these groups and the Union government on reviewing the ground rules of the SoO agreements. 'The MHA officials assured the delegation that the matters raised are being seriously considered and will be forwarded to the appropriate authorities for necessary action and approvals..,' the joint statement by the delegation said.

Manipur civil society groups discuss peace process with Home Ministry officials
Three civil society groups from Manipur met Union Home Ministry officials on Monday (June 30, 2025), where a roadmap to peace and restoration of a popular government was discussed, a senior government official said. Manipur was placed under President's Rule on February 13. The official said that though the issue of ending President's Rule was discussed, no assurance was given to the delegation. Also read: How is President's Rule imposed? | Explained The groups — Coordinating Committee on Manipur Integrity (COCOMI), All Manipur United Clubs' Organisation (AMUCO), and Federation of Civil Society Organisations (FOCS) — that arrived in New Delhi include Meitei and non-Meitei members from Manipur. The official said that this was the first time that the groups came together for the talks with A.K. Mishra, adviser (Northeast), Home Ministry and Intelligence Bureau (IB) officials. 'The three groups participated jointly in a meeting for the first time. They raised the issues of free movement on highways, security to farmers, action against illegal migrants, resettlement of internally displaced persons,' the official said. After the meeting, the groups under the banner of Collective of Civil Society Organisations issued a statement pressing for the 'urgent need to ensure free movement for all, emphasising that it is not only a fundamental right and a constitutional obligation of the government, but also the first essential step toward restoring peace in the State.' The groups also raised the May 20 incident in Gwaltabi when security forces allegedly tried to cover the word 'Manipur' on a State transport bus that was ferrying journalists to the hill district of Ukhrul for the Shirui Lily festival. They sought to know the action taken against the security officials. In June, Ministry officials revived meetings with Kuki-Zo insurgent groups or the groups in the Suspension of Operations pact (SoO) with the government, stressing the opening of national highways for the free movement of vehicles from Meitei areas and vice versa. National Highway-2 and NH-37, which connect the landlocked Imphal valley to Nagaland and Assam, respectively, critical for the supply of essentials and other commodities, pass through Kuki-Zo inhabited areas. The violence between the Kuki-Zo and Meitei people that erupted in the State in May 2023 has claimed the lives of 250 people, displacing more than 60,000 people from their homes.

How fish farming is transforming former Naxalites in J'khand
Gumla: Former insurgents in eastern Jharkhand are trading guns for fishing nets under a central government scheme that has helped transform a once violence-torn region and contributed to its removal from a list of Naxalite-affected areas. Jyothi Lakra, 41, was once part of a Naxalite group before abandoning the Left-wing insurgency in 2002. Today, he runs a fish feed mill that earned him Rs 8,00,000 in net profit last year under the Centre's Pradhan Mantri Matsya Sampada Yojana (PMMSY) scheme. "There were no shops selling fish feed nearby. Villagers had to travel 150 km to buy fish feed," said Lakra, who received Rs 18 lakh grant to set up his mill in Gumla district's Basia block. "So I decided to set up a fish feed mill," he told PTI. The PMMSY scheme, launched in 2020-21 with joint central and state implementation, has trained 157 individual beneficiaries in Gumla district over four years. About 25 per cent of the 8,000-9,000 families in the district now engaged in fish farming were former Naxalite supporters or participants, according to District Fishery Officer Kusumlata. Gumla district was removed from the Union Home Ministry's list of Naxalite-affected areas in May 2025, alongside Ranchi district, marking a significant decline in Left-wing extremism in the region. The transformation is stark in areas where "eight out of ten families" once supported what they called a "revolutionary" way of life, according to local officials. Deserted villages have been repopulated, schools and hospitals reopened, and agricultural activity resumed. Ishwar Gop, 42, another former Naxalite who joined the anti-Maoist Shanti Sena group, now harvests eight quintals of fish annually worth Rs 2,50,000 from a government pond he leases for Rs 1,100 per three-year period. "I make a profit of Rs 1,20,000 after expenses," said Gop, who owns 25 acres of farmland but found fish farming more profitable than traditional agriculture. The fish farming initiative began in 2009 when State Fishery Extension Officer Mugda Kumar Topo was posted in the region despite security concerns. "It was difficult to enter Basia block of Gumla district as Naxal activities were at their peak," said Topo, now based in state capital Ranchi. "After speaking to 50-odd families, a pilot was launched." The government leased 22 tanks to interested families, including one in a remote forest area that required convincing a former Naxalite to operate due to security fears. Om Prakash Sahu, an active Naxal supporter until 2007, now operates six fish ponds and harvests 40 quintals annually. In 2024, he received assistance for three ponds with advanced Recirculatory Aquaculture System technology.

Emergency a warning against future dictatorship: Amit Shah
New Delhi [India], June 25 (ANI): Union Home Minister Amit Shah on Wednesday addressed a gathering at the first-ever event organised to commemorate 25th June as 'Samvidhan Hatya Diwas' (Constitution Killing Day), pointing out that the Emergency was imposed on the day. Terming the imposition of Emergency in India for 21 months from 1975 to 1977, the Home Minister said, 'Bad incidents usually should be forgotten in life. And it is correct, but when it relates to social life and national life, then bad incidents should be remembered forever, so that the youth and teenagers of the country are cultured, organised, ready to defend, and ensure that such bad incidents are never repeated again.' Shah said with this thought in mind, Prime Minister Narendra Modi decided to commemorate June 25 of every year as 'Samvidhan Hatya Diwas' and the Union Home Ministry issued a notification related to it. 'The manner in which the country was reduced to a prison during the Emergency, the soul of the country made dumb, the courts made deaf and pens of the writers were made to fall silent, keeping those things in mind and after giving it a thought, it was decided to commemorate today as 'Samvidhan Hatya Diwas'. This will bring awareness in the younger generations about the incidents that happened during the Emergency,' Shah said. He further said, 'Remembering the Emergency is not just knowing history, but it is a warning.' Union Home Minister said that on the night of June 24, 1975, the Emergency was imposed, and an ordinance was promulgated to implement a dictatorial mindset. 'The Constitution, which was crafted after deliberation and discussion involving 2,66,000 words by Dr. Babasaheb Ambedkar and other framers, was effectively nullified, and the then Prime Minister destroyed the spirit of the entire constitution by just saying that - The President has declared emergency. The essence of the Constitution was destroyed with just one sentence,' said the Home Minister. He said that two significant events took place on June 12, 1975: the Allahabad High Court invalidated the election of the Prime Minister and barred her from contesting elections for six years. 'A state of shock spread across the country, though the Supreme Court later granted a stay on the order. Simultaneously, on June 12, the Janata Morcha experiment succeeded in Gujarat, bringing an end to the rule of the opposition party and establishing the Janata Party government. Alarmed by these developments, the Emergency was imposed on June 25.' Shah said that while the reason given was that national security was under threat, the whole world now knows that it was the Prime Minister's position of power that was truly under threat. Shah said that Jayaprakash Narayan's slogan of 'Sampoorna Kranti' had revolutionised the entire nation. 'The movement, which began in Gujarat, had reached Bihar. The government in Gujarat fell, elections were held, and the then ruling party was voted out of power. Subsequently, all opposition parties came together to form the Janata Party government, which served as a major warning for the then Prime Minister,' he said. Union Home Minister also said that by imposing the Emergency, the courts that granted stay were silenced, the newspapers were silenced, and even All India Radio was silenced. 'Around 1,10,000 social and political activists were thrown into prison cells. A Cabinet meeting was called at 4 am without any circulated agenda, and the Emergency was proclaimed. After thoroughly investigating the events during the Emergency, the Shah Commission stated that the acts of detention, forced sterilization, and demolitions had created an atmosphere of fear across the country that had no parallel elsewhere,' said Shah. 'Newspaper offices were shut down, 253 journalists were arrested, 29 foreign journalists were expelled from the country, and several newspapers protested the Emergency by leaving their editorial columns blank--most notably, The Indian Express and Jansatta. Their electricity supply was cut off, parliamentary proceedings were censored, the judiciary was effectively brought under control, and democratic rights were completely suppressed throughout the country,' Shah reminded. The Minister said that judges in the judiciary who delivered verdicts against the government were prevented from becoming Chief Justice of the Supreme Court. 'Singer Kishore Kumar and actor Manoj Kumar's films were banned. Actor Dev Anand was barred from appearing on Doordarshan, and the films Aandhi and Kissa Kursi Ka were also banned,' he said. The Home Minister said that in the election held after the Emergency, for the first time in the country, a non-Congress government was formed with an absolute majority. 'It is important to remember that day so that no one in the future can impose a dictatorial mindset on the Constitution of this country,' Shah said. He said that during the Emergency, a mindset had developed that the party was bigger than the nation, the family was bigger than the party, the individual was bigger than the family, and power was more important than national interest. In contrast, today, under the leadership of Prime Minister Modi, the Home Minister said the idea of 'Nation First' resonates deeply in the hearts of the people. 'This transformation has been made possible due to the struggle of thousands of warriors of democracy who spent 19 months in jail. Today, under PM Modi's leadership, 1.4 billion Indians are striving with commitment to make India number one in every field globally by the year 2047, and are moving forward with determination toward that goal,' added Shah.
